Cognizance symbol 0I material consists of publications, which include<br />

manuals, books, catalogs, stock lists, directives, recordings, decals,<br />

and binders. These items, while not carried in an inventory account,<br />

are susceptible to centralized inventory control procedures. They are<br />

issued initially to users without requisitioning action. Subsequent user<br />

requirements are requisitioned in the same manner as any other<br />

material but without charge to the requisitioner. Costs are borne by<br />

the organization responsible for originating the items.<br />

075135 INTELLECTUAL PROPERTY ATTORNEYS<br />

1. AUTHORITY.<br />

Pursuant to provisions of 10 U.S. Code 5022, the Office of Naval<br />

Research (ONR) has been assigned responsibility for formulating the<br />

Department of the Navy (DON) policy relating to patents, inventions,<br />

trademarks, copyrights, royalty payments, and matters connected<br />

therewith under the direction of the Patent Counsel of the Navy. The<br />

DON Office of General Counsel and subordinate Offices of General<br />

Counsel provide advice and services to their respective activities on the<br />

aforementioned matters.<br />

2. FUNDING <strong>POLICY</strong><br />

ONR budgets for and maintains an account for the payment of patent fees<br />

and other administrative charges assessed by the Patent and Trademark<br />

Office; the Navy Technical Disclosure Bulletin publication expenses; and<br />

for the purchase of engineering notebooks used for recording significant<br />

work. Salaries and all other support costs are the responsibility of the<br />

employing command or activity.<br />

1. GENERAL.<br />

The policy for employment of Naval Security Forces ashore and afloat is<br />

contained in the current issuance of SECNAVINST 5530.4. Marine<br />

Security Forces (Atlantic and Pacific) are operating forces of the Marine<br />

Corps consisting of security forces at Marine Corps Security Force<br />

Battalion (MCSFBN) Headquarters, Navy shore activities and<br />

Financial Management Policy<br />
