activities including those under the command of fleet commanders, but<br />

does not include units of the operating forces.<br />

3. BUDGET <strong>POLICY</strong><br />

a. General.<br />

Organizational components are responsible for budgeting and funding<br />

costs of operation and maintenance of medical and dental departments<br />

and other medical organizational units at shore activities under this<br />

command. Except as specified in subpar. e, these costs include, but<br />

are not limited to, all costs of medicines and related supplies, civilian<br />

personnel, all technical and non-technical equipment, and local<br />

ambulance service when authorized.<br />

b. Activities Other Than Industrial-Commercial.<br />

At a shore activity not operating under the Navy Working Capital<br />

Fund (NWCF), funds for costs cited in subpar. a are provided the shore<br />

activity by or through the organizational component having command<br />

responsibility. Support provided to authorized personnel of tenant or<br />

contiguous activities will be on a common-service (nonreimbursable)<br />

basis.<br />

c. Industrial-Commercial Activities.<br />

At an industrial-commercial activity, funds for costs cited in subpar. a<br />

are financed initially by NWCF, except costs of equipment identified<br />

as plant property, which are paid from the operation and maintenance<br />

or procurement resources available to the organizational component<br />

having command responsibility. Additionally, costs for the care of<br />

military and civilian personnel of tenant activities are considered as an<br />

expense to the military support resources of the industrial-commercial<br />

activity without reimbursement from the organization receiving the<br />

service.<br />

d. Naval Reserve Officer Training Corps Midshipmen Medical Costs.<br />

The Commander, Naval Education and Training Command<br />

(COMNETC) is responsible for the Naval Reserve Officers Training<br />

Corps (NROTC) program, including coordination of NROTC medical<br />

matters. NETC is also the responsible organizational component for<br />

funding NROTC midshipmen medical costs when support is not<br />

available from medical treatment facilities of the Armed Forces on a<br />

common-service basis.<br />

e. Exceptions.<br />

Excepted from the costs in subpars. b and c are the following:<br />
