maintenance costs. Customers should be billed on a "car usage"<br />

rate basis similar to the "car spotted" rate basis. In cases where<br />

tracks are clearly being used and will be used over a sustained<br />

period of time by a single customer, direct billing of actual<br />

maintenance costs is authorized in lieu of establishing "car usage"<br />

rates. Sole-use customers must agree to direct billing before it is<br />

applied. In the absence of such agreement, "car usage" rates will<br />

be established and applied.<br />

(3) Unutilized Track Maintenance.<br />

Where unutilized tracks are required to be maintained and remain<br />

the plant property of the public works activity, the cost of<br />

maintenance will be financed as a military support cost of the<br />

public works activity from appropriated funds provided by the<br />

management command.<br />

g. Minor Construction, Alterations, Improvements, and Major Repair Projects.<br />

Procedures and guidance for funding delineation determinations are<br />

covered in the current issuance of OPNAVINST 11010.20<br />

h. Other Engineering Support.<br />

Refuse collection and disposal, entomology, and custodial services are<br />

initially financed by the public works activity. A customer activity<br />

will budget for and reimburse the public works activity from its<br />

operating budget on a developed unit, job, or fixed-rate basis. If a<br />

public works lead activity (not NWCF funded) is assigned the<br />

firefighting mission, the fire alarm system costs will be funded by the<br />

operating budget of the lead activity.<br />

1. SCOPE.<br />

This paragraph describes the financial responsibility for operation and<br />

maintenance of all medical and dental units/facilities not under the<br />

command of the Chief, Bureau of Medicine and Surgery (BUMED).<br />

2. DEFINITIONS<br />

a. Organizational Component.<br />

The term "organizational component" denotes an office, command, or<br />
