assigned to lead activities, and other personnel services provided across<br />

activity lines. Examples of these functions include wage surveys, position<br />

classification, personnel placement, and assignments in connection with<br />

appeals and grievance examiners and equal employment opportunity<br />

investigators.<br />

2. BUDGET <strong>POLICY</strong><br />

a. General.<br />

Human Resources Offices will be supported from resources available<br />

to the activity of which they are a part, or, in the case of independent<br />

offices, directly funded by their major claimant. The centralized<br />

civilian personnel services provided to the Department of the Navy<br />

activities will be on a nonreimbursable basis. This policy does not<br />

preclude reimbursement in accordance with any interservice support<br />

agreement for services provided to a non-Navy organization. The<br />

provision of such services to Navy Working Capital Fund (NWCF)<br />

activities is discussed below.<br />

b. Other Activities.<br />

When the servicing activity is a NWCF activity or an activity<br />

operating under modified industrial accounting procedures, the cost of<br />

the services provided to appropriated-fund Department of the Navy<br />

activities will be funded from its military support resources and not<br />

billed to the customers as a component of overhead. In FY 1993 and<br />

thereafter, every NWCF activity will reimburse when it receives<br />

civilian personnel services from another activity. Reimbursements<br />

between activities for this purpose will be made quarterly based upon<br />

budgeted resources and be supported by general memoranda of<br />

understanding between the parties.<br />

c. Ad Hoc Assignments.<br />

The nature of some civilian personnel functions requires the temporary<br />

services of personnel drawn on an ad hoc basis from various<br />

Department of the Navy commands and activities that may not be<br />

tasked with industrial relations area support. The salary of an<br />

employee relieved from regular duties for a temporary industrial<br />

relations support assignment is a funding responsibility of the parent<br />

activity of the employee. Incidental expenses, such as travel and per<br />

diem, incurred by the employee serving in an ad hoc capacity, are<br />

reimbursable to the parent activity by the activity to which the<br />

employee is temporarily assigned, except for expenses incident to<br />

DoD-wide wage surveys. Incidental DoD-wide wage survey expenses<br />

are the funding responsibility of the parent activity inasmuch as lead<br />
