d. Modification and Maintenance.<br />

Modification is the alteration, conversion, or modernization of a major<br />

end item of equipment, which changes or improves the basic character,<br />

purpose or operational capacity in relation to effectiveness, efficiency<br />

or safety. Maintenance is the routine, recurring work conducted to<br />

maintain a major end-item or equipment at its intended capability or<br />

designed performance. Budgeting for costs to accomplish<br />

modification and maintenance of investment items in operational<br />

inventory is prescribed below.<br />

(1) Modification.<br />

The cost of modification kits and assemblies provided to an<br />

installing activity and the associated installation is considered an<br />

investment regardless of unit cost. All items included as part of a<br />

modification kit are considered investments even though the<br />

individual items may be intrinsic expenses. The cost of incidental<br />

material and items, including components that are needed to repair<br />

an end item coincident with installation of a modification are<br />

considered expenses. Engineering efforts to determine what a<br />

modification will ultimately be are also considered expenses.<br />

(2) Maintenance.<br />

Depot and field level maintenance is the routine, recurring effort<br />

conducted to sustain the operational availability of an end item.<br />

Depot and field level maintenance includes refurbishment and<br />

overhaul of end items, removal and replacement of secondary<br />

items and components, as well as repair and remanufacturing of<br />

reparable components. These costs are considered expenses.<br />

However, items of equipment utilized during maintenance for<br />

which an inventory control point maintains centralized individual<br />

item management in the supply system (Appropriation Purchases<br />

Account and Marine Corps Appropriation Stores Account) are<br />

classified as investment costs.<br />

(3) Technology Refresh<br />

Continuous technology refreshment is the intentional insertion of<br />

newer technology to improve reliability, improve maintainability,<br />

reduce cost, and/or add minor performance enhancement, typically<br />

in conjunction with depot or field level maintenance. The insertion<br />

of such technology into end items as part of maintenance is funded<br />

by the operation and maintenance appropriations. However,<br />

technology refreshment that significantly changes the performance<br />

envelope of the end item is considered a modification and,<br />
