a. General.<br />

This appropriation finances the United States share of the North<br />

Atlantic Treaty Organization (NATO) Infrastructure Program, which<br />

provides those minimum essential, dedicated wartime facilities<br />

required to support the deployment and operation of NATO military<br />

forces.<br />

b. Appropriation Language.<br />

The Department of Defense Military Construction Act provides<br />

language for the NATO Infrastructure appropriation as follows: "For<br />

the United States share of the cost of multilateral programs for the<br />

acquisition or construction of military facilities and installations<br />

(including international military headquarters) for the collective<br />

defense of the North Atlantic Treaty Area as authorized in Military<br />

Construction Acts and section 2806 of title 10, United States Code,<br />

$_____, to remain available until expended."<br />

c. Limitations.<br />

The NATO Infrastructure appropriation is a continuing appropriation,<br />

based on authorized projects which may reasonably be expected to<br />

start during the budget year. The funds are appropriated annually and<br />

remain available without time limit until obligated and expended.<br />

2. STRUCTURE AND CONTENT.<br />

Within the NATO Infrastructure appropriation, funds are provided for<br />

construction and procurement of equipment eligible for infrastructure<br />

funding, for use in NATO countries.<br />

3. ADMINISTRATION.<br />

The NATO Infrastructure Program is composed of projects grouped into<br />

separate annual submissions by the major NATO commanders. These<br />

calendar year submissions are termed "slices" and are comparable to<br />

fiscal-year military construction programs. Construction costs associated<br />

with the program are financed collectively by member governments of<br />

NATO based on a cost-sharing formula agreed upon for each funding<br />

period of five years. The Under Secretary of Defense (Comptroller) has<br />

assigned the Department of the Army as executive agent with the<br />

responsibility for programming, budgeting, funding, accounting, and<br />

reporting of the United States share of the NATO Infrastructure Program.<br />
