The Navy Supply Systems Command (NAVSUP) directive system<br />

describes in detail the process for accrual and disposition of profits<br />

derived from the operation of ship's stores (see Ship's Store Afloat<br />

(NAVSUP P-487)).<br />

b. Administration.<br />

NAVSUP is designated the "responsible office" for overall<br />

coordination of the Ships’ Stores Profits, Navy account. Additionally,<br />

NAVSUP is the "administering office" for the Navy portion of this<br />

account consisting of operating profits and contributions made for the<br />

benefit of enlisted members of the Navy. The Marine Corps portion of<br />

Ships' Stores Profits, Navy will be administered directly by the Marine<br />

Corps and is to be used for the acceptance and use of gifts to Marine<br />

Corps activities under 10 U.S. Code 7220. Separate account<br />

designations have been established to distinguish between gifts<br />

received for the Navy and the Marine Corps. The centrally managed<br />

allotment procedure is employed in the administration of this account.<br />

074720 RETIRED PAY, DEFENSE, NAVY PORTION<br />

1. SCOPE.<br />

The appropriation Retired Pay, Defense, provides funds for the retired pay<br />

and retirement pay, as authorized by law, for all Army, Navy, Marine<br />

Corps, and Air Force military personnel on the retired lists, including the<br />

Reserve components thereof, retainer pay for personnel of the inactive<br />

Fleet Reserve, and survivors' benefits payments, under Chapter 73 of 10<br />

U.S. Code.<br />

2. STRUCTURE AND CONTENT.<br />

a. General.<br />

The chart of accounts for the allocation "Retired Pay, Defense" is in<br />

terms of budget and fiscal accounting classifications for uniform<br />

application by the military departments in accomplishing the required<br />

budgeting, accounting, and reporting. Budget activities within the<br />

budget program are listed and described in subpars. b through f.<br />

b. Nondisability.<br />

The nondisability budget activity provides for the retirement pay of<br />

officers and enlisted personnel, regular and non-regular, who have<br />

qualified for such pay under applicable provisions of law covering<br />
