074561 STRUCTURE AND CONTENT<br />

1. GENERAL.<br />

The Base Realignment and Closure (BRAC) appropriation is divided into<br />

categories in order to provide a means for budget formulation and<br />

execution of the appropriation. The following paragraphs briefly describe<br />

the categories within the BRAC appropriation.<br />

2. MILITARY CONSTRUCTION.<br />

This category provides for the construction of new facilities, the<br />

construction of improved/rehabilitated facilities, conjunctively-funded<br />

construction, minor construction, acquisition of land, and planning and<br />

design. These costs will be identified by project and will be specifically<br />

budgeted against the BRAC appropriation.<br />

3. FAMILY HOUSING.<br />

This category provides for Family Housing construction, planning and<br />

design, and Family Housing operations. The construction portion finances<br />

construction of new housing units, construction of improved/rehabilitated<br />

housing units, and acquisition of land. The operations portion finances<br />

one-time costs for services, utility projects, and maintenance.<br />

4. ENVIRONMENTAL.<br />

This category provides for environmental studies, compliance, and<br />

installation restoration. Environmental studies are prepared at closing,<br />

realigning, and receiving sites to comply with the National Environmental<br />

Policy Act (NEPA) and other related environmental laws. Environmental<br />

compliance includes those non-routine and non-recurring actions required<br />

to carry out a closure or realignment and which are necessary to achieve<br />

compliance with Federal, State and Local environmental laws, regulations,<br />

and enforceable agreements. Environmental installation restoration, for<br />

the closing installation, is for efforts that would normally be funded<br />

through the Defense Environmental Restoration Account (DERA)<br />

program, to include investigation and cleanup of contamination from<br />

hazardous substances, pollutants, and contaminants associated with past<br />

operations.<br />
