Housing, Navy and Marine Corps account to defray operation and<br />

maintenance expenses in accordance with applicable statutes.<br />

Collections are received for:<br />

(1) rental of housing including Government furniture if provided;<br />

(2) sale of utilities and services;<br />

(3) collections from non-Department of Defense Federal<br />

Agencies;<br />

(4) leasing of non-excess family housing property;<br />

(5) loss or damage to family housing units;<br />

(6) rental of Capehart housing units which the Government has a<br />

right, title, or interest.<br />

d. Servicemen's Mortgage Insurance Premiums.<br />

Program provides for payment of mortgage insurance premiums for<br />

housing mortgages purchased by active duty military personnel.<br />

Processing of new applications stopped in FY 1980, however, program<br />

is still available for mortgages assumed prior to FY 1980 by active<br />

duty military personnel.<br />

1. APPORTIONMENT AND ALLOCATION.<br />

The initial request for apportionment of funds and financial authority is<br />

submitted to the OASN (FM&C) for review and subsequent submission to<br />

the Office of the Under Secretary of Defense (OUSD (C)), for approval<br />

and apportionment from the Office of Management and Budget. OUSD<br />

(C) issues specific financial authority to the Secretary of the Navy for the<br />

Navy and Marine Corps family housing program. The OASN (FM&C)<br />

allocates specific financial authority to the Commander, Naval Facilities<br />

Engineering Command (NAVFAC), as administering office, who in turn<br />

passes financial authority to be executed as follows:<br />

Construction - Financial control, jurisdiction and responsibility for<br />

funds passed to the respective Engineering Field Division (EFD) by<br />

Allocation of Funds (NAVFAC Form 10-7300/7);<br />

Operation and Maintenance - NAVCOMPT Form 372 issued to the<br />

EFD'S; Work Request (NAVCOMPT Form 2275) issued in turn to<br />

each activity having management responsibility for the operation and<br />

maintenance of family housing; Request for Contractual Procurement<br />

(NAVCOMPT Form 2276); or Project Order (NAVCOMPT Form<br />
