property facilities damaged or destroyed.<br />

d. Architectural and Engineering Services and Construction Design.<br />

Architectural and engineering services include design, working<br />

drawings, specifications and estimates for both new construction and<br />

post acquisition construction projects.<br />

e. Rental Guarantee Payments.<br />

Rental guarantee payments provide for payments which become due<br />

under rental guarantees to sponsors of family housing projects built in<br />

foreign countries for use by Defense personnel.<br />

3. OPERATION AND MAINTENANCE.<br />

a. Operation.<br />

Operation provides for the initial outfitting, maintenance, repair and<br />

replacement of furnishings, including furniture, movable household<br />

equipment and miscellaneous items, except for the issue of movable<br />

household equipment included as initial outfitting during construction.<br />

It also provides for utility services, except telephone service; other<br />

services such as refuse collection and disposal, custodial services,<br />

insect and rodent control, snow removal, handling and moving of<br />

Government-owned furniture and movable equipment, and police and<br />

fire protection; other direct and indirect administrative and supporttype<br />

services at installation level such as assistance in locating and<br />

inspecting privately owned family housing for DoD personnel, family<br />

housing requirements surveys, preliminary family housing studies or<br />

engineering construction plans made prior to USD (C) project<br />

approval, or work performed in the installation engineering or public<br />

works office, housing office, and the administrative offices in direct<br />

support of family housing. It also includes inspection of construction<br />

and administration of rental guarantee projects and the leasing of<br />

family housing facilities by the Government.<br />

b. Maintenance of Real Property Facilities.<br />

Maintenance of real property facilities includes maintenance and repair<br />

of buildings, roads, driveways, walks, exterior and interior utility<br />

systems, grounds care, and maintenance, repair, and replacement of<br />

fixtures and other equipment which are integral components of a<br />

housing unit. It also includes projects for incidental alterations and<br />

additions-expansions-extensions, performed under the authority of 10<br />

U.S. Code 2805.<br />

c. Reimbursements (Operation and Maintenance).<br />

Collections for rents and services are utilized within the Family<br />

Financial Management Policy<br />
