2. CONSTRUCTION.<br />

a. New Construction.<br />

New construction (by installation and project) provides for the<br />

erection, installation, assembly, relocation, or replacement of single or<br />

multifamily dwelling units; related land acquisition, site preparation,<br />

excavation, filling and landscaping, or other land improvements; the<br />

initial outfitting during construction of a dwelling unit with fixtures<br />

and other equipments which are either integral components or movable<br />

items of major equipment thereof, including major appliances. It also<br />

includes the construction of trailer court facilities and of new nondwelling<br />

buildings directly associated with family dwelling units or a<br />

family housing area; roads, driveways, walks, and utility systems<br />

which primarily serve the family housing units; and community<br />

facilities which are integral to a family housing area and are available<br />

for use only by family housing area residents and their house guests.<br />

Construction amounts authorized include the cost of shades, screens,<br />

ranges, refrigerators, and all other installed equipment and fixtures,<br />

supervision, inspection, overhead, site preparation, installation of<br />

utilities, and ancillary supporting facilities.<br />

b. Acquisition of Housing.<br />

Acquisition of housing (by installation and project) includes<br />

acquisition of housing projects through purchase of the sponsor's<br />

equity and the acquisition of utility distribution systems and personal<br />

property associated with those dwelling units.<br />

c. Post Acquisition Construction.<br />

Post acquisition construction includes construction projects for the<br />

following purposes:<br />

(1) upgrading substandard family housing to produce adequate<br />

family housing;<br />

(2) upgrading acquired housing units to produce adequate family<br />

housing;<br />

(3) conversion of existing facilities to family housing;<br />

(4) alterations-additions, expansions, extensions;<br />

(5) construction of family housing real property other than<br />

dwelling units required subsequent to and because of previously<br />

acquired dwelling units;<br />

(6) energy conservation investments;<br />

(7) replacements;<br />
