2. APPROPRIATION LANGUAGE.<br />

The Department of Defense Military Construction Act provides language<br />

for MCNR as follows:<br />

"For construction, acquisition, expansion, rehabilitation, and<br />

conversion of facilities for the training and administration of the<br />

reserve components of the Navy and Marine Corps as authorized by<br />

Chapter 1803 of Title 10, United States Code, and Military<br />

Construction Authorization Acts, $_____, to remain available until<br />

September 30, 20___."<br />

3. LIMITATIONS.<br />

a. Authorizing Legislation.<br />

As specified in 10 U.S. Code 114, authorizing legislation is required<br />

for the Navy and Marine Corps military construction program.<br />

Accordingly, the annual appropriations request is presented on a<br />

program year basis for projects which may reasonably be expected to<br />

start during the budget year and for which authorization is requested<br />

concurrently.<br />

b. Time Limitations.<br />

The MCNR appropriation is a multiple-year appropriation to remain<br />

available for obligation for 5 fiscal years. Each fiscal year<br />

appropriation enacted is considered separate and discrete.<br />

Construction projects may be split-funded among different fiscal years'<br />

appropriations, provided that the funds used are available for military<br />

construction projects and the total obligations for a project are<br />

consistent with the total amount appropriated for that project.<br />

074521 STRUCTURE AND CONTENT<br />

1. GENERAL.<br />

The Military Construction, Naval Reserve appropriation is divided into<br />

three budget activities. The Major Construction budget activity is further<br />

divided into projects for which funds have been budgeted.<br />

2. BUDGET ACTIVITY 1, MAJOR CONSTRUCTION.<br />

This budget activity provides funds for the acquisition of land and for<br />

construction of individual military projects, as authorized. The<br />

construction project description is for a single undertaking, which includes<br />

the cost of all construction work to produce a complete and usable facility.<br />
