1. GENERAL.<br />

OTHER PROCUREMENT, NAVY<br />

The appropriation Other Procurement, Navy (OPN), finances the<br />

procurement, production, and modernization of equipment not otherwise<br />

provided for. Such equipments range from the latest electronic sensors<br />

required to update the naval forces, to trucks training equipment, and spare<br />

parts. This equipment is an integral part of programs to improve the fleet<br />

and shore establishment by expanding or maintaining existing capabilities<br />

or replacing ineffective units.<br />

2. APPROPRIATION LANGUAGE.<br />

The Department of Defense Appropriations Act provides language for the<br />

OPN appropriation as follows:<br />

"For procurement, production and modernization of support equipment<br />

and materials not otherwise provided for, Navy ordnance (except<br />

ordnance for new aircraft, new ships, and ships authorized for<br />

conversion); the purchase of not to exceed ______ passenger motor<br />

vehicles of which ______ shall be for replacement only; expansion of<br />

public and private plants, including the land necessary therefore, and<br />

such lands and interests therein, may be acquired, and constructions<br />

prosecuted thereon prior to approval of title; and procurement and<br />

installation of equipment, appliances, and machine tools in public and<br />

private plants; reserve plant and Government and contractor-owned<br />

equipment layaway; $_____, to remain available until September 30,<br />

20__: Provided, ..."<br />

3. LIMITATIONS<br />

a. Authorizing Legislation.<br />

As specified in 10 U.S. Code 114, authorizing legislation is required<br />

for Department of Defense appropriations for the acquisition of other<br />

procurement items.<br />

b. Time Limitations.<br />

(1) Administrative.<br />

Obligation targets are established for each program year starting<br />

with 1 October of each fiscal year, at the budget activity level.<br />

This limitation on the period of fund availability for obligation<br />

purposes is designed to accelerate obligation performance and<br />

reduce excessive carry-over of unobligated funds in accordance<br />
