Procedures for issue of Permit<br />

• Permits to be issued for commodities contained in Schedule VI, within a maximum<br />

period of 3 working days, provided application is complete.<br />

• PRA compulsory for commodities not covered under PQ Order.<br />

• Permits issued are valid for six months and further extendable by another six months.<br />

• Permits are not transferable and no permits issued for landed consignments.<br />

Harmony with the IPPC<br />

• The proposed phytosanitary measures are designed to prevent global spread of noxious<br />

pests and are based on justified scientific principles with PRA as the cornerstone.<br />

• Provisions made applicable to packages and transportation.<br />

• The inspection and certification system is as per IPPC Article IV.<br />

• The Phytosanitary Certificates to be in the IPPC article-V format and to be as per P.Q.<br />

requirements of importing country, and to be issued after careful inspection and the<br />

required treatment.<br />

• Emphasis placed on capacity enhancement and development/training of staff.<br />

• The order is on our website and accessible to one and all and is transparent and applies<br />

uniformly to all exporting countries/parties.<br />

Work Done on India’s International Phytosanitary Obligations<br />

• All PQ notifications notified to WTO as per SPS transparency norms.<br />

• Format for phytosanitary certificate(PSC), being issued by 120 notified authorities<br />

standardized and guidelines issued to the concerned authorities and State Governments.<br />

• States sensitized to our international obligations and our quarantine concerns.<br />

Initiatives for Upgradation/Strengthening PQ facilities<br />

• 35 new PQ Stations to be opened across the country by year 2007 at all major and<br />

minor ports<br />

Development of:<br />

• Integrated Information Management System<br />

• Integrated Pest Risk analysis System and establishment of National PRA unit for<br />
