Activities of Plant Quarantine<br />

• To issue import permits to facilitate import of agricultural commodities<br />

• To undertake import inspection of plants and plant material to ensure free from exotic<br />

pests<br />

• To supervise fumigation/disinfestation/ disinfection treatment of commodities.<br />

• To undertake post-entry quarantine inspection of plants & plant material<br />

• To undertake export inspection & phytosanitary certification of agricultural<br />

commodities<br />

• To undertake plant pest surveillance<br />

• To compile information on endemic pests of crops for undertaking pest risk analysis<br />

Notification of PQ Order<br />

• Ministry of Agriculture (Department of agriculture & Cooperation) of Government of<br />

India issued a Gazette Notification No: S.O. 1322(E) dated 18 th November 2003 titled<br />

‘The Plant Quarantine (Regulation of Import into India) Order, 2003’ under Subsection<br />

(1), Section 3 of ‘The Destructive Insects & Pests Act, 1914’<br />

• This Order has come into force on the 1 st day of January 2004 except the sub-clause<br />

(22) of clause 3 has come into force on the 1 st day of November 2004.<br />

The Objectives of PQ Order<br />

Based on scientific pest risk analysis:<br />

• To prohibit/regulate/restrict the import of plants/plant material both for consumption &<br />

propagation;<br />

• To prohibit/regulate the import of germplasm/GMOs/transgenic plant material for<br />

research purpose;<br />

• To prohibit the import of deleterious weed species;<br />

• To regulate the import of live insects/fungi & other microbial cultures/bio-control<br />

agents.<br />

• To regulate import of timber & bulk shipment of food grains;<br />

• To regulate packaging material of plant origin in imports.<br />

• To regulate import of soil/peat or sphagnum-moss etc.<br />

• To regulate the import of transit consignments.<br />

Salient Features of PQ Order<br />

• Additional definitions incorporated to widen the scope of the order and notified points<br />

of entry.<br />

• Provision for Pest Risk Analysis for import of agriculture commodities.<br />

• Provisions for regulating the import of grain contaminated with weed seeds.<br />

• Provisions for regulating the import of soil, peat & sphagnum moss etc.<br />

• Provisions for restricting the import of packaging material of plant origin unless<br />

treated.<br />

• Provisions for regulating the import of germplasm/GMOs/transgenics plant material<br />

for research purpose.<br />

• Provisions for regulating the import of live insects/microbial cultures including biocontrol<br />

agents.<br />

• Provisions for regulating bulk import of food grains including ship inspection.<br />

• Provisions for regulating the import of timber & wooden logs.<br />

• Provisions of cotton import regulations are incorporated.<br />

• All Fumigation of agriculture commodities including cotton bales to be undertaken by<br />

approved private pest control operators under the supervision of an officer duly<br />

authorized by PPA.<br />
