The University Faculty consists of the President of the Uni
versity, who is ex officio the presiding officer; those professors and
assistant professors who are members of the special faculties; the
librarian and the assistant librarians in the University Library; the
Registrar, the Secretary of the University, and the Dean of Women.
The professors and assistant professors in the departments of Mili
tary Science and Tactics, Physical Education and Training, and
Hygiene and Preventive Medicine are not members of any special
faculty but are members of the University Faculty. It is the function
of the University Faculty to consider questions that concern more
than one of the colleges and questions of University policy, and it has
disciplinary jurisdiction over students of the University except for
unsatisfactory work, for which discipline is entrusted to the respective
special faculties. The Uriversity Faculty elects three delegates who
have the right to meet with the Board of Trustees and its committee
on general administration and possess the usual powers of trustees
except the right to vote.
The administration of the affairs of the New York State College
of Agriculture, the New York State Veterinary College, the New York
State College of Home Economics, and the Agricultural Experiment
Stations is under the control of the State College Council, con
sisting of the President of the University, who is ex officio chairman;
the five trustees appointed by the Governor; the president of the
State Agricultural Society; the Commissioner of Agriculture; the
Commissioner of Education; the trustee elected by the State Grange;
two trustees appointed by the Board of Trustees, one of whom must
be one of the trustees elected by the alumni; the deans of the re
spective State colleges; the director of the experiment stations; and
four professors, heads of departments, two from the faculty of the
College of Agriculture and one each from the College of Home Eco
nomics and the Veterinary College, elected by the faculties of those
colleges respectively for the term of one year. The Comptroller of the
University is present at the meetings of the council and takes part in
its deliberations, and the Secretary of the Board of Trustees acts
as secretary of the council.
For the purpose of making recommendations to the Board of
Trustees in relation to the business management of the Medical Col
lege there is a Medical College Council, consisting of the President
of the University, who is ex officio chairman; three trustees elected
by the Board of Trustees; the dean of the college, and two members
of the faculty elected by the faculty.
There is a Joint Council of the Graduate School, consisting
of the President of the University, who is the chairman ; three mem
bers of the Board of Trustees appointed by the chairman of the
Board, and three members of the faculty elected by the faculty, one
of which three is the dean ex officio. The function of this council is
to serve as a medium of conference between trustees and faculty in
the consideration of questions pertaining to the Graduate School.
