The Medical College, established in 1898 by Colonel Oliver<br />

H. Payne and in 19 13 permanently endowed by him with a gift of<br />

four million eight hundred and fifty thousand dollars. The main<br />

division of the college is situated at First Avenue and Twenty-eighth<br />

Street, New York City. At the Ithaca division of the college instruc<br />

tion is given in the first year of the four-year course leading to the<br />

degree of Doctor of Medicine.<br />

The New York State Veterinary College, established in<br />

1894, on a foundation of courses in Veterinary Science which had<br />

been given in the <strong>University</strong> since 1868. The college is administered<br />

by <strong>Cornell</strong> <strong>University</strong> and its work is organically connected with<br />

that of the <strong>University</strong>.<br />

The New York State College of Agriculture at <strong>Cornell</strong><br />

<strong>University</strong>, established in 1904. Courses in Agriculture and in the<br />

sciences related to it had been given by the <strong>University</strong> from the be<br />

ginning, a course leading to a bachelor's degree in agriculture had<br />

been given since 1873, and the Board of Trustees had organized the<br />

College of Agriculture in 1 896. The college is administered by <strong>Cornell</strong><br />

<strong>University</strong> and its work is organically connected with that of the<br />

<strong>University</strong>.<br />

The New York State College of Home Economics, established<br />

by act of the Legislature in 1925; it had been a department of the<br />

College of Agriculture.<br />

The New York State Agricultural Experiment Station,<br />

situated at Geneva. This station, established in 1882, was placed<br />

under the control of the Board of Trustees of <strong>Cornell</strong> <strong>University</strong> in<br />

1923.<br />

The faculties of the several colleges and that of the Graduate<br />

School are denominated The Special Faculties. Each special<br />

faculty, except that of the Graduate School, is composed of the Presi<br />

dent of the <strong>University</strong>, who is ex officio the presiding officer, and all<br />

professors, assistant professors, and instructors who give instruction<br />

to regular students in the department or departments under the<br />

charge of that faculty or to graduate students in the corresponding<br />

division of the Graduate School, but instructors do not have the<br />

right to vote until after four years of service as instructors here or in an<br />

institution of equal academic standing. Subject to the right of revi<br />

sion by the <strong>University</strong> Faculty on all matters affecting general Uni<br />

versity policy, it is the duty of each special faculty to determine the<br />

entrance requirements for its own students, to prescribe and define<br />

courses of study for them, to determine the requirements for such<br />

degrees as are offered to students under its jurisdiction, to enact and<br />

enforce rules for the guidance and government of its students in<br />

their academic work, to recommend to the Trustees such candidates<br />

for degrees as have fulfilled the requirements, and in general to exer<br />

cise jurisdiction over all other educational matters in its college.
