exfiltration and <strong>in</strong>filtration. Any water runn<strong>in</strong>g through the annulus between l<strong>in</strong>er and test l<strong>in</strong>e or through<br />

the l<strong>in</strong>er wall is captured and measured. The acceptance levels for various configurations are based upon<br />

the acceptable <strong>in</strong>filtration <strong>in</strong> new pipel<strong>in</strong>es (i.e., 500 ml/m diameter/m length [1.2 gal/ft diameter/100 ft<br />

length] over a 30 m<strong>in</strong>ute period at 5 m (16.4 ft) hydrostatic pressure), which is based upon BS EN 1610<br />

“Construction and test<strong>in</strong>g <strong>of</strong> dra<strong>in</strong>s and sewers.” Epoxy res<strong>in</strong> systems (such as Epros and Brawol<strong>in</strong>er)<br />

exhibit lower volume shr<strong>in</strong>kage and are more successful <strong>in</strong> this battery <strong>of</strong> tests than traditional polyester<br />

res<strong>in</strong>s. The UV light cure system, BKP Berol<strong>in</strong>a fitted with hydrophilic end seals, has also passed the<br />

test.<br />

L<strong>in</strong><strong>in</strong>g thicknesses are determ<strong>in</strong>ed by the preferred contractor us<strong>in</strong>g the procedures outl<strong>in</strong>ed <strong>in</strong> the Water<br />

Research Centre (WRc) Sewer Rehabilitation Manual (SRM), the German Wastewater Technical<br />

Association (Abwassertechnische Vere<strong>in</strong>igung [ATV]) method, or the ASTM method for fullydeteriorated<br />

pipe. Preferred contractors submit a table <strong>of</strong> thicknesses with their price schedule based on<br />

these design methods tak<strong>in</strong>g <strong>in</strong>to account ovality and the declared physical properties <strong>of</strong> their l<strong>in</strong><strong>in</strong>g<br />

systems. Contractors also provide a quality manual cover<strong>in</strong>g their system and are QA tracked for<br />

compliance to check that they are follow<strong>in</strong>g the due procedures. Their records may be checked at random<br />

and, early <strong>in</strong> their relationship as suppliers, there are random site visits to monitor performance. There is<br />

no formal tra<strong>in</strong><strong>in</strong>g for site supervision but TW’s Technical Consultant (Sewerage) Don Ridgers provides<br />

an overview <strong>of</strong> supervision and <strong>in</strong>spection. Type test<strong>in</strong>g and process verification <strong>in</strong> accordance with BS<br />

EN 13566 Part 4 is mandatory. Leak test<strong>in</strong>g accord<strong>in</strong>g to the WRc CP308 protocol is <strong>in</strong>cluded for the<br />

leak tight res<strong>in</strong> systems. After l<strong>in</strong><strong>in</strong>g, all <strong>in</strong>stallations are surveyed <strong>in</strong> accordance with BS EN 13508.<br />

CCTV <strong>in</strong>formation is archived, but not yet recorded on geographic <strong>in</strong>formation system (GIS) records. It<br />

is expected that the Infonet data system will facilitate enhanced data storage and recovery. Where patch<br />

repair and top hats are employed, these are <strong>in</strong>spected by CCTV for leakage and may be subject to vacuum<br />

or air test<strong>in</strong>g.<br />

TW is very active <strong>in</strong> the process <strong>of</strong> establish<strong>in</strong>g standard specifications <strong>in</strong> the U.K. and Europe for new<br />

construction and rehabilitation; Technical Consultant (Sewerage) Don Ridgers is active as the U.K.<br />

representative <strong>in</strong> a number <strong>of</strong> European Committee for Standardization (Comité Européen de<br />

Normalisation [CEN]) work<strong>in</strong>g groups and mirror committees, (Work<strong>in</strong>g Groups 12, 13 and 22) and is at<br />

the center <strong>of</strong> an <strong>in</strong>itiative to revise design methods.<br />

Overall, TW is satisfied that its time-established system, us<strong>in</strong>g preferred contractors, delivers value for<br />

the money. TW believes that, <strong>in</strong> its geology, the use <strong>of</strong> leaktight systems is important to m<strong>in</strong>imiz<strong>in</strong>g<br />

<strong>in</strong>filtration and, accord<strong>in</strong>gly, epoxy res<strong>in</strong> l<strong>in</strong><strong>in</strong>gs are used for small diameter pipes prone to leakage.<br />

C.2 Severn Trent Water (STW)<br />

The Severn Trent Water Authority along with Thames and the other catchment-based regional water<br />

authorities was formed <strong>in</strong> 1974 under the Water Act to supply water and wastewater services to some<br />

7.4 million customers distributed across a large geographical area <strong>of</strong> the U.K., known as the Midlands,<br />

which <strong>in</strong>cludes major cities such as Birm<strong>in</strong>gham, Gloucester, Coventry, Leicester, Nott<strong>in</strong>gham, Stoke,<br />

Stafford, Wolverhampton and parts <strong>of</strong> Wales. Its regional coverage <strong>in</strong>cludes two major river systems, the<br />

Severn and the Trent from which it takes its name. It is believed to be the world’s fourth largest privately<br />

owned water company and the second largest <strong>in</strong> the U.K.<br />

Privatized <strong>in</strong> 1989, STW employs 5,686 staff and generates a turnover <strong>of</strong> U.S. $2.2 billion to ma<strong>in</strong>ta<strong>in</strong> its<br />

facilities, which <strong>in</strong>clude 28,546 miles (45,940 km) <strong>of</strong> water ma<strong>in</strong>s, 20 water treament works, 33,778 miles<br />

(54,360 km) <strong>of</strong> sewers, and 1,000 sewer treatment plants. Historically, STW has played an important role<br />

<strong>in</strong> the development <strong>of</strong> the sewer rehabilitation bus<strong>in</strong>ess <strong>in</strong> the U.K. It took a pioneer<strong>in</strong>g role <strong>in</strong> the<br />

assessment <strong>of</strong> sewer condition and its staff made numerous contributions to develop<strong>in</strong>g knowledge at<br />
