9.1 Summary<br />

9.0: SUMMARY AND RECOMMENDATIONS<br />

9.1.1 Tasks to Date. This retrospective evaluation pilot study grew out <strong>of</strong> discussions among the<br />

research team dur<strong>in</strong>g the early stages <strong>of</strong> the overall project, Rehabilitation <strong>of</strong> Wastewater Collection and<br />

Water Distribution Systems, which was to perform a comprehensive review and evaluation <strong>of</strong> exist<strong>in</strong>g<br />

and emerg<strong>in</strong>g rehabilitation/ repair technologies for wastewater collection and water distribution systems<br />

and to conduct demonstrations <strong>of</strong> <strong>in</strong>novative sewer and water rehabilitation technologies. The need for<br />

such <strong>in</strong>formation was re<strong>in</strong>forced by the participants at an <strong>in</strong>ternational technology forum held as part <strong>of</strong><br />

the project activities <strong>in</strong> September 2008.<br />

The <strong>in</strong>itial effort <strong>in</strong> terms <strong>of</strong> retrospective evaluation was planned as a pilot study. It targeted CIPP<br />

<strong>in</strong>stallations only, concentrated on quantitative test<strong>in</strong>g <strong>of</strong> the CIPP l<strong>in</strong>ers, and used samples from both<br />

large and small diameter sewers <strong>in</strong> two cities, Denver and Columbus. For the small diameter (8 <strong>in</strong>.)<br />

sewers <strong>in</strong> each city, a 6-ft section <strong>of</strong> pipe and l<strong>in</strong>er was exhumed from a convenient site. For the larger<br />

diameter sewers (36 to 48 <strong>in</strong>. diameter), CIPP l<strong>in</strong>er samples were cut out from the <strong>in</strong>terior <strong>of</strong> the pipe and<br />

the l<strong>in</strong>er patched <strong>in</strong>-situ.<br />

Test<strong>in</strong>g on the l<strong>in</strong>ers <strong>in</strong>cluded: thickness, annular gap, ovality, density, specific gravity, porosity, flexural<br />

strength, flexural modulus, tensile strength, tensile modulus, surface hardness, glass transition<br />

temperature, and Raman spectroscopy. In addition, environmental data was gathered as appropriate to<br />

each retrieval process <strong>in</strong>clud<strong>in</strong>g: external soil conditions and pH, and <strong>in</strong>ternal waste stream pH. The<br />

f<strong>in</strong>d<strong>in</strong>gs from the test<strong>in</strong>g conducted so far are summarized <strong>in</strong> the follow<strong>in</strong>g subsections.<br />

As a companion to the pilot studies <strong>in</strong> Denver and Columbus, an <strong>in</strong>ternational scan was made <strong>of</strong> the<br />

approaches used by sewer agencies overseas to oversee their CIPP rehabilitation activities and to track the<br />

subsequent performance <strong>of</strong> <strong>in</strong>stalled l<strong>in</strong>ers. A variety <strong>of</strong> approaches are used – more <strong>in</strong> the area <strong>of</strong><br />

QA/QC at the time <strong>of</strong> <strong>in</strong>stallation than a planned program <strong>of</strong> follow up to track deterioration <strong>of</strong><br />

rehabilitation technologies over time.<br />

Given the <strong>in</strong>sights provided by the pilot studies <strong>in</strong> Denver and Columbus and the <strong>in</strong>ternational scan,<br />

recommendations are made for an expansion <strong>of</strong> the retrospective evaluation study to create a broader<br />

national database that would help to def<strong>in</strong>e the expected life <strong>of</strong> sewer rehabilitation technologies.<br />

9.1.2 CIPP L<strong>in</strong>er Condition F<strong>in</strong>d<strong>in</strong>gs to Date. All <strong>of</strong> the samples retrieved from the four<br />

locations (five <strong>in</strong>dividual l<strong>in</strong>ers) <strong>in</strong>volved <strong>in</strong> the pilot study test<strong>in</strong>g were <strong>in</strong> excellent condition after be<strong>in</strong>g<br />

<strong>in</strong> use for 25 years, 23 years, 21 years, and 5 years. Four <strong>of</strong> these l<strong>in</strong>ers had already been <strong>in</strong> service for<br />

approximately half <strong>of</strong> their orig<strong>in</strong>ally expected service life <strong>of</strong> 50 years. Two sets <strong>of</strong> coupons out <strong>of</strong> six<br />

sets from five sites had a flexural modulus value that was lower than the orig<strong>in</strong>ally specified value, but<br />

this cannot be tied directly to deterioration <strong>of</strong> the l<strong>in</strong>er over time. In the case <strong>of</strong> the Denver 48-<strong>in</strong>.<br />

upstream l<strong>in</strong>er, <strong>in</strong> particular, it appears likely that the poor physical test properties may have resulted from<br />

variability with<strong>in</strong> the l<strong>in</strong>er rather than a change over time s<strong>in</strong>ce the second set <strong>of</strong> coupons tested produced<br />

much higher test values. Some <strong>in</strong>dication <strong>of</strong> a s<strong>of</strong>ten<strong>in</strong>g <strong>of</strong> the <strong>in</strong>terior surface <strong>of</strong> the l<strong>in</strong>er that was<br />

exposed most to the waste stream (<strong>in</strong>terior <strong>in</strong>vert and spr<strong>in</strong>g l<strong>in</strong>es) relative to the <strong>in</strong>terior crown location<br />

and that <strong>of</strong> the exterior surface <strong>of</strong> the l<strong>in</strong>er was noted <strong>in</strong> much <strong>of</strong> the surface hardness test<strong>in</strong>g. However, it<br />

is not yet possible to isolate any effect on the res<strong>in</strong> l<strong>in</strong>er itself from the hydrolysis <strong>of</strong> the handl<strong>in</strong>g layer<br />

that was orig<strong>in</strong>ally present on the <strong>in</strong>side surface <strong>of</strong> the CIPP l<strong>in</strong>er. For newer CIPP l<strong>in</strong>ers, a different<br />

handl<strong>in</strong>g/<strong>in</strong>ner layer is used with greater durability.<br />
