Condition assessment us<strong>in</strong>g CCTV was established <strong>in</strong> the 13 major cities <strong>in</strong> 1988, exam<strong>in</strong><strong>in</strong>g 1 to 2% <strong>of</strong><br />
the pipe stock per annum. The condition is assessed <strong>in</strong> accordance with the M<strong>in</strong>istry <strong>of</strong> Land,<br />
Infrastructure and Construction (MLIT) Manual for Construction and Repair <strong>of</strong> Sewerage Facilities.<br />
The manual prescribes a formal assessment system based on po<strong>in</strong>ts assigned to defects which is outl<strong>in</strong>ed<br />
<strong>in</strong> Tables 8-13 and 8-14, provid<strong>in</strong>g a means <strong>of</strong> rank<strong>in</strong>g the urgency <strong>of</strong> rehabilitation. In analyz<strong>in</strong>g various<br />
sewer lengths, the total po<strong>in</strong>ts score per span gives rise to a rank<strong>in</strong>g from C to AAA, which determ<strong>in</strong>es<br />
the action to be taken. Recommended action may require po<strong>in</strong>t repair or rehabilitation <strong>of</strong> the full span. It<br />
is usual to rehabilitate the whole span <strong>in</strong> the event <strong>of</strong> more than four defects <strong>in</strong> a s<strong>in</strong>gle span. Short length<br />
rehabilitation or repair may be considered for one to four defects per span.<br />
