A significantly lower range <strong>of</strong> Shore D hardness values (less than 50) were measured for the <strong>in</strong>ner surface<br />

<strong>of</strong> the Denver 8-<strong>in</strong>. l<strong>in</strong>er where the orig<strong>in</strong>al surface coat<strong>in</strong>g had partly or fully degraded and for the<br />

<strong>in</strong>terior <strong>of</strong> the 2010 Denver 48-<strong>in</strong>. upstream l<strong>in</strong>er sample – perhaps correlat<strong>in</strong>g to the lower flexural<br />

modulus seen for this sample. All <strong>of</strong> the exterior Shore D hardness values were very close to 80 except<br />

for the 2010 Denver 48-<strong>in</strong>. upstream sample which measured 62.7 (over 20 percent less). This low<br />

exterior value may also be connected to the low flexural test results.<br />

The surface hardness tests are easy to carry out, could be adapted to provide an <strong>in</strong>-situ non-destructive test<br />

and may <strong>of</strong>fer promise for be<strong>in</strong>g able to track aspects <strong>of</strong> l<strong>in</strong>er performance such as variability with<strong>in</strong> a<br />

l<strong>in</strong>er or changes <strong>of</strong> a l<strong>in</strong>er over time. However, it is believed that test<strong>in</strong>g <strong>of</strong> a wider range <strong>of</strong> l<strong>in</strong>ers us<strong>in</strong>g<br />

different surface preparation protocols would be needed to develop the most consistent test results for<br />

field <strong>in</strong>stalled l<strong>in</strong>ers.<br />

6.4.8 Raman Spectroscopy and Other Polymer Test<strong>in</strong>g. Raman spectroscopy tests were run on<br />

all the l<strong>in</strong>er samples and these results compared to tests conducted on newly prepared samples <strong>of</strong> the base<br />

res<strong>in</strong>. With m<strong>in</strong>or differences, the results for the field samples were quite similar to those for the base<br />

res<strong>in</strong>s. These similar results <strong>in</strong> terms <strong>of</strong> the shape <strong>of</strong> the curves and the locations and magnitude <strong>of</strong> the<br />

peaks suggested that little chemical deterioration <strong>of</strong> the res<strong>in</strong> material had occurred. The applicability <strong>of</strong><br />

this test to monitor<strong>in</strong>g subtle issues <strong>of</strong> deterioration depends on scann<strong>in</strong>g many different po<strong>in</strong>ts on a res<strong>in</strong><br />

surface to provide representative results. Thus, the few scans provided for each sample <strong>in</strong> this project can<br />

only be considered as <strong>in</strong>dicative <strong>of</strong> a lack <strong>of</strong> significant changes <strong>in</strong> the res<strong>in</strong> properties.<br />

DSC was also used on some samples to explore the potential <strong>of</strong> the method to track l<strong>in</strong>er deterioration.<br />

No significant difference was noted <strong>in</strong> the Tg values between the virg<strong>in</strong> res<strong>in</strong> material and aged CIPP<br />

samples from the field, suggest<strong>in</strong>g a similar level <strong>of</strong> cur<strong>in</strong>g and little to no measurable material<br />

degradation.<br />

6.5 Current F<strong>in</strong>d<strong>in</strong>gs<br />

The specific f<strong>in</strong>d<strong>in</strong>gs <strong>of</strong> the current pilot study with reference to the expected service life <strong>of</strong> CIPP l<strong>in</strong>ers<br />

are necessarily limited by the small number <strong>of</strong> samples and the various possibilities for low physical test<br />

measurements that can be postulated. However, the study does provide an important start<strong>in</strong>g po<strong>in</strong>t for a<br />

broader study <strong>of</strong> the performance <strong>of</strong> CIPP l<strong>in</strong>ers and other pipe rehabilitation technologies. An important<br />

aspect <strong>of</strong> the pilot study has been to identify where performance issues or questions exist and to suggest<br />

what forms <strong>of</strong> test<strong>in</strong>g are the most useful, cost-effective, and reliable <strong>in</strong> track<strong>in</strong>g l<strong>in</strong>er performance over<br />

time.<br />

6.5.1 Material Degradation. The l<strong>in</strong>ers all appeared to be ag<strong>in</strong>g well and most <strong>of</strong> the l<strong>in</strong>ers’<br />

physical test properties appeared quite satisfactory after years <strong>in</strong> service rang<strong>in</strong>g up to 25 years – half the<br />

orig<strong>in</strong>ally expected service life. One sample out <strong>of</strong> five had a flexural modulus value that was lower than<br />

the orig<strong>in</strong>ally specified value. Another had two sets <strong>of</strong> test results - one that was higher and one lower<br />

than the ASTM specified value. These results, however, cannot be tied directly to deterioration <strong>of</strong> the<br />

l<strong>in</strong>er over time. In the case <strong>of</strong> the Denver 48-<strong>in</strong>. upstream l<strong>in</strong>er, it appears likely that the poor physical<br />

test properties may have resulted from variability with<strong>in</strong> the l<strong>in</strong>er rather than a change over time.<br />

6.5.2 Conformance <strong>of</strong> Sampled L<strong>in</strong>ers to Orig<strong>in</strong>al Specifications. The retrospective evaluation<br />

has also po<strong>in</strong>ted to the fact that some aspects <strong>of</strong> the l<strong>in</strong>ers probably did not fully meet the orig<strong>in</strong>al<br />

specifications at the time <strong>of</strong> <strong>in</strong>stallation. This is most clear <strong>in</strong> the case <strong>of</strong> the l<strong>in</strong>er thickness<br />

measurements, but also is suspected <strong>in</strong> the case <strong>of</strong> the Denver 48-<strong>in</strong>. upstream l<strong>in</strong>er <strong>in</strong> terms <strong>of</strong> a local<br />

variation <strong>in</strong> l<strong>in</strong>er properties. For l<strong>in</strong>er thickness, only one <strong>of</strong> the five samples retrieved had a thickness<br />

higher than the value specified at the time <strong>of</strong> its <strong>in</strong>stallation.<br />
