The Future Squad – Army 2020
“Only when the members of the squad are thinking jointly on one problem
Fort Benning, Home may of the they Soldiers, properly Leaders, be called a and squad.” Families GEN from Depuy, the Best 11 Men Army 1 Mind, in the March World! 1958
Fort Benning, Home of the MCOE
Why the squad…
•The contemporary operating environment (COE) forces us to fight as dismounted squads.
•The squad is the centerpiece of the tactical fight and will remain so in the future.
• Squads operate under mission command but decentralized from higher HQ.
Required Capabilities of a Squad…
• Overmatch enabled through improvements to:
• Network, Mobility, Protection, Lethality, Power Generation, Training & Leader Dev.
Currently operations at the squad level are too much of a fair fight…we must achieve
OVERMATCH to attain decisive victory in the future.
Taking a New Approach…
• Bottom up review, start from the squad formation and work upwards.
• Review Measures of Formation Effectiveness (MoFE) across all domains of DOTMLPF.
• Evaluate squad performance as a collective formation, not as individual Soldiers or kit.
• NIE conducts field test and assessment of network, nonnetwork,
and other DOTMLPF capability solutions in support
of the Army’s incremental approach to modernization.
• Three network capability solution types evaluated at NIE:
-- Type 1. Acquisition Programs [Systems Under Test
(SUTs)]: Capabilities ready for formal testing to inform an
acquisition decision.
-- Type 2: Developing Capabilities [Systems Under
Evaluation (SUEs)]: Theater Provided Equipment (TPE), rapid
equipping initiatives to satisfy ONS/JUONs, or existing
acquisition programs with sufficient maturity levels to
accelerate.
-- Type 3: Emerging Capabilities SUEs: Next generation
Focus Areas
Counter Defilade Target Engagement
Fort Benning, Home of the MCoE
• Small Arms Capabilities Based Assessment (SA CBA) Approved 2 April 2008. #1
capability need identified: Warfighters lack the ability to achieve desired accuracy
and incapacitating effects against personnel targets in defilade at ranges from 15
to 500m, SA CBA identified Counter Defilade air-bursting capability as best
approach for mitigating the need associated with engaging threat targets in
defilade
• Ongoing Forward Operational Assessments (OEF)
-September 2010 to present
• System undergoing improvements for Reliability, Ergonomics and Accuracy
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
50

Focus Areas
Enhanced Night Vision Goggles (ENVG)
Fort Benning, Home of the Soldiers, Leaders, and Families from the Best Army in the World!
Fort Benning, Home of the MCoE
• The ENVG provides Soldiers the ability to engage and execute close combat,
combat support, and combat service support operations in all light levels, adverse
weather, and battlefield obscurant conditions
• Currently replaces the AN/PVS-7/14 Night Vision Goggle for specified Soldiers
(current BOIP calls for 22 per Rifle Platoon)
• ENVG fuses image intensification (I²) and long wave infrared imagery into a single,
integrated image
• ENVG will most likely be the head mounted display for the FWS integration of
wireless Rapid Target Acquisition (RTA)
• Future increments of ENVG must be smaller and lighter, include latest power
saving technologies, and provide better resolution with increased range
51

Focus Areas
Focus Areas
Fort Benning, Home of the MCoE
Operational Energy – Empowering Soldiers and Squads
• Operational Energy ICD in final stages of staffing
• Small Unit Power CDD in development
-Power generation (Platoon, Squad, and Soldier)
-Integration and distribution (Squad and Soldier)
• Objectives
- Lighten Soldier load
- Focus on reducing and balancing Soldier load
-Self-sustainable units
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
54

Focus Areas
Family of Weapon Sights
• FWS is not “Just Another” Weapon Sight program
Fort Benning, Home of the MCoE
• HQDA approved the FWS Capability Development Document 4 Oct 2011
• Materiel Developer will develop FWS as three variants: Individual, Crew Served, and
Sniper
• FWS is a key component of the “Squad: Foundation of the Decisive Force" initiative
providing integrated mobility and targeting sensor technology that greatly increases
situational awareness and lethality for the Squad
• FWS replaces the Thermal Weapons Sight (TWS) for key members of the Infantry
Squad; thereby expanding overall night vision and targeting capability for the Soldier
• Key attributes of the FWS: Rapid Target Acquisition (wireless connection between
goggles and weapon sight); Clip-on sights for all three variants; Disturbed Reticle
with ballistic solution for crew served weapons; Digitally Fused Imagery with Low
Light Level and thermal sensors
• FWS will take advantage of the latest power saving technologies
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
55

Focus Areas
Integrated Protection Initiative
Fort Benning, Home of the Soldiers, Leaders, and Families from the Best Army in the World!
Fort Benning, Home of the MCoE
• Ground and aerial persistent surveillance capabilities enhance Situational
Awareness in urban and complex terrain
• Organic sensor to shooter capability links Maneuver sensors through a target
coordinate mensuration capability to enable Small Unit Commanders to employ
coordinate seeking munitions in restrictive ROE
• We need help improving our target detection capabilities so Small Unit
Commanders can respond to threat activities before Soldiers become decisively
engaged
• We need to increase our precision munition capabilities so Small Unit
Commanders can minimize response times, limit collateral damage and change
the way the threat operates
56

Focus Areas
Individual Assault Munitions
Fort Benning, Home of the MCoE
• Increased lethality and survivability in close combat against a series of threat sets
• Decreased Collateral Damage
• Target defeat (90% Ph) at a 15-400m range from a 0-60° angle of obliquity
• Incapacitate threat personnel protected by urban structures and walls
• Increased Lethality
-Defeat or result in a mobility kill of lightly armored vehicles and incapacitate the
occupants
• The materiel solution must also be optimized at a reduced weight to not negatively
affect Soldier load
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
57

Focus Areas
Soldier Protection System
Fort Benning, Home of the MCoE
• A Soldier Protection System (SPS) Capability Development Document (CDD) is
currently in one star staffing. The SPS CDD serves as the overarching document
that will incrementally provide the Soldier a personal protective system that allows
him or her to tailor his or her loads for mission specific operations, thereby
increasing survivability and mobility
• The SPS will provide the Soldier multiple levels of ballistic protection that can be
tailored to select mission profiles and protection against specific threats from
conventional fragmenting munitions, small arms ammunition and blunt impact
• The SPS will be designed to reduce Soldier load and includes vital torso (front,
back and side ballistic plates), torso (soft armor), head (eye, hearing and
maxillofacial protection) and upper and lower extremities
• Specific focus and emphasis on Extremity and Pelvic protection
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
58

Focus Areas
Fort Benning, Home of the MCoE
Drop Zone Assembly and Navigation Aid (DZANA)
• Enhances the ability for units to rapidly locate, recover equipment (bundles, heavy
drop, etc) and assemble rapidly on the Drop Zone (DZ)
• Current assembly techniques used by Airborne Units such as Stiner Aids, Strobe
Lights and Chem-Lights result in slow and unreliable assembly
• The Airborne community is seeking a system that provides navigation assistance
and quicker DZ assembly aide for every Paratrooper conducting an airborne
assault
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
59

Focus Areas
Close Combat Missile Systems
Fort Benning, Home of the MCoE
• Our existing close combat missile systems provide highly responsive organic
precision fire capabilities to engage and destroy threats where collateral damage
potential is very high
• We need to modernize our missile inventory to provide increased stand-off against
threat weapons, leverage advanced seeker technologies, improve portability for
Soldier load, and provide the multi-target capability
• We need to modernize our Target Acquisition Systems so Soldiers can rapidly
acquire and collaboratively share actionable targeting information, expand fields of
fire, and support engagement by multiple geographically dispersed organic
systems or external fire support assets
Our acquisition environment…
Fort Benning, Home of the MCoE
10 years at war, no money…. it’s time to think (Churchill knockoff)
If our past is indicative of the future…
How do we prepare for the unknown? Adaptive, flexible, creative leaders with
critical thinking skills.
Our present acquisition process favors material solutions
STRAP removal, stuff in the CONEX
Non-system TADSS lack support (DSTS, GfT)
How do we change the process or the focus?
How do we stay ahead of “the requirement”?
How do we “see” what we don’t know? (mobile devices, cloud)
Should we consider renting capabilities putting the onus on industry?
Rapid acquisition works for materiel, how about training systems/products?
How do we shape good acquisition behavior (fire and forget)?
How do we identify good ideas, and bite-sized solutions (ILL)?
What level of control do we need (bureaucracy vs Wal-Mart)?
MCoE Blended Training
Applies to All Training Domains for the Maneuver Force
Fort Benning, Home of the MCoE
• Simulations are required to train enabler employment, information
fusion, and to overcome constraints: resources, availability, and safety
• Train gunnery, marksmanship & maneuver on simulations that use
common parts (AoA could impact the live/virtual mix)
• Train, wargame, and rehearse with the full array of weapons & combat
multipliers/enablers using gated blended (LVC&G) approach
• Integrate new training and rehearsal systems as they are fielded
• Train across the full range of military operations
• Progressive in training intensity
• Build training into all systems (append/embed)
• Priority to the Squad: Foundation of the Decisive Force and the AoA
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
MCoE Observations (from the TSSR)
Fort Benning, Home of the MCoE
• Current investment efforts fall short: future investment strategies must include training and
leader development (STRAP not recognized as a JCIDS document)
- A blended LVC&G Training strategy is essential to ensure BCT readiness (TSS enablers)
- To ensure the correct level of funding requires Senior Leader involvement
- Revisit current materiel solutions (JCIDS) to assess adequacy of training
• Formation based Capability Portfolio Reviews vice System Reviews with DA
- Assesses DOTMLPF across the EE and TT PEGs
- The MCoE/TRADOC supports Formation CPRs across formations as a better way to
The Avatar: Endstate
Fort Benning, Home of the MCoE
An Avatar is a two or three dimensional graphical object that depicts a Soldier,
reflecting one’s physical, tactical and training attributes and or characteristics in
an immersive (or semi-immersive) training environment. The development of an
avatar within selected Army gaming tools is envisioned as a potential method of
replicating any operational environment to include the vast array of blue and
green force enablers required to support the range of military operations in order to
improve individual and leader development during individual and collective
training. The linkage of personal and or unit attributes through training records and
training management systems to Avatar performance could serve as a motivational
tool to draw Soldiers and Leaders into the immersive environment allowing
progressively complex tasks and missions to be war-gamed, rehearsed or executed.
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
84

Gaming Comments
Fort Benning, Home of the MCoE
• Realism is not ALWAYS better if complexity outweighs objectives
• Motivation is a key component to player engagement (so what works?)
• We need “open architectures” to accept upgrades at low cost and not
require us to discard what has already been created
• Validation and accreditation for games is critical… bring metrics, (MOE’s,
MOP’s) and measurement process to your demos
• Yes, we have infrastructure, bandwidth and security accreditation issues
to be resolved
• We are breaching the generational divide…Senior Leaders see the
benefits of gaming
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World!
85

Why is “Embedded Training”
so important?
• It is appended or embedded
• Enables training while Soldiers are deployed
Fort Benning, Home of the MCoE
• Facilitates mission rehearsal without the need for special equipment
• Increases the utility of existing combat equipment
• Saves money by giving equipment both a combat and training function
and reduces contract support
• Mimics the operational environment (geography, culture, tactical
adaptations)
• Supports home-station training by bringing training opportunities to
locations traditionally not equipped for training or ground maneuver
space
IBCT’s
Distinguishing Characteristics
Fort Benning, Home of the MCoE
The IBCT’s strategic deployability and ability to
gain and maintain dismounted tactical overmatch
in complex terrain are the distinguishing
characteristics that will separate it from other
functional brigades and brigade combat teams.
Maneuver Center of Excellence - Team of Soldiers, Families, and Civilians from the Best Army in the World! 105

IBCT Tiered Capabilities Concept
Tier 1
(Most Austere)
How Does the IBCT Use the MRAP?
IBCTs are designed to be rapidly deployable and equipped/organized
primarily for dismounted unified land operations in complex terrain
(urban, jungle, forest, mountains). IBCTs use the different capabilities
when METT-TC require their use IAW the tiered capability concept
shown below; Tier 1 (most austere) to Tier 3 (most robust)… build
capability over time.
Dismounted Operations in Complex,
Restrictive Terrain. Greatest risk
acceptance.
Example: Combined Arms Maneuver
such as Forced Entry Operations in
complex terrain, Airborne and Air
Assault operations, Search and Attack.
Fort Benning, Home of the MCoE
Tier 2 Tier 3
Operations with Armored, Mechanized,
or Wheeled Forces.
Example: Air-land Vehicles, Convoy
Link-up. Company CoPs in OEF. Wide
Area Security.
(Most Robust)
Operations from Secure Forward
Operating Base (FOB).
Example: Well established presence
and long term occupation. Additional
equipment with contractors to sustain
it.
Near-term Focus Areas
(1-5 Yrs)
Fort Benning, Home of the MCoE
• Organizations. Sustain planned improvements to the IBCT’s organization resulting in a third
Infantry Battalion, a composite Fires Battalion, a Brigade Engineer Battalion, and additional
intelligence assets.
• Training/Leader Development. Invest in training and leader development to support a growing
contingency pool in ARFORGEN process. Execute Squad – Foundation of the Decisive Force
investment strategy.
-- Improve NCOES.
-- Increase Ranger School output for Infantry/Recon SGTs/SSGs.
-- Improve home-station capability to conduct ULO through blended L, V, C, & G.
-- Insure small unit collective training is grounded in the basics of marksmanship, first aid, physical
fitness, and battle drills predominately in a live training context.
• Modernization:
-- Ensure that the IBCTs ability to conduct joint entry operations, forcible or unopposed from
strategic distances is not compromised by modernization efforts that make it less deployable.
-- Ensure that modernization efforts continue to provide platoons and squads dismounted tactical
overmatch to perform their primary function to close with and destroy the enemy.
HBCT Mission
Fort Benning, Home of the MCoE
The HBCT’s Core Mission is to disrupt or destroy enemy military
forces, control land areas including populations and resources, and be
prepared to conduct combat operations to protect U.S. national interests.
The HBCT is able to fight without augmentation, but can be tailored to
meet the precise mission needs. HBCTs conduct expeditionary deployment
and integrate the efforts of the Army with military and civilian, joint and
multinational partners
118

Near Term Focus
Fort Benning, Home of the MCoE
• Continue to support Network integration while assisting in development of nearterm
system solutions and SNE challenges.
• Improve the HBCT’s organization by adding a third Infantry Battalion, a 3x6 Fires
Battalion, a Brigade Engineer Battalion, and additional intelligence assets.
• Develop adaptive and agile leaders and Soldiers, instilled with the Warrior ethos,
which possess an in-depth experience level gained from combat experience,
institutional, and home station training. Improve their ability to plan, coordinate, and
conduct training for Decisive Actions at home station.
• Develop technologies that identify hazards and provide autonomous protection for
Soldiers and vehicles.
• Ensure that ECP and Modernization efforts continue to provide SWAP margins and
tactical overmatch.
• Fully Embedded Training capabilities to integrate into a robust Live, Virtual,
Constructive training environment.
BFSB Mission
Fort Benning, Home of the MCoE
The BFSB conducts reconnaissance and surveillance
operations (including MI discipline collection) to answer
division, corps, or joint force PIR and other intelligence
requirements, enabling the commander to focus joint
elements of combat power. The BFSB also provides assets to
enhance the reconnaissance and surveillance capability of
other brigades, including BCTs, and, when directed, produces
intelligence for its supported higher headquarters.
The BFSB is a unique multifunctional maneuver brigade with
a wide array of capabilities primarily designed to answer
priority intelligence requirements (PIR) for echelons above
brigade.
