o<strong>the</strong>r, <strong>the</strong> rift between <strong>the</strong> dominant class and <strong>the</strong> subordin<strong>at</strong>e class is<br />

much less dram<strong>at</strong>ic than it was in prewar Germany" (278-279).<br />

The higher value in whose name Stresemann argues for a new spirit<br />

<strong>of</strong> reconcili<strong>at</strong>ion-and through which British politicians justify <strong>the</strong>ir<br />

interventions during <strong>the</strong> days <strong>of</strong> <strong>the</strong> general strike-is th<strong>at</strong> <strong>of</strong> <strong>the</strong> entire<br />

n<strong>at</strong>ion's well-being. It is from exactly <strong>the</strong> same angle th<strong>at</strong> Adolf Hitler<br />

suggests a radical redefinition <strong>of</strong> <strong>the</strong> concept "strike." He no longer sees<br />

strikes as a proletarian weapon for class struggle, but considers <strong>the</strong>m a<br />

device for optimizing <strong>the</strong> n<strong>at</strong>ional economy: "For <strong>the</strong> N<strong>at</strong>ional Socialist<br />

labor union, ... <strong>the</strong> strike is not a means <strong>of</strong> smashing and destroying<br />

n<strong>at</strong>ional production, but r<strong>at</strong>her a str<strong>at</strong>egy <strong>of</strong> making money by fighting<br />

against bad conditions which, because <strong>of</strong> <strong>the</strong>ir antisocial character, reduce<br />

<strong>the</strong> performance <strong>of</strong> <strong>the</strong> economy and thus jeopardize <strong>the</strong> existence<br />

<strong>of</strong> <strong>the</strong> entire community ... The N<strong>at</strong>ional Socialist employee must realize<br />

th<strong>at</strong> a flourishing n<strong>at</strong>ional economy leads to his own m<strong>at</strong>erial happiness<br />

... The N<strong>at</strong>ional Socialist employee and <strong>the</strong> N<strong>at</strong>ional Socialist<br />

employer are both represent<strong>at</strong>ives <strong>of</strong> and spokesmen for <strong>the</strong> same n<strong>at</strong>ional<br />

Although Hitler takes care to announce th<strong>at</strong> strikes will be unnecessary-and<br />

<strong>the</strong>refore illegitim<strong>at</strong>e-in <strong>the</strong> future N<strong>at</strong>ional Socialist st<strong>at</strong>e,<br />

and although he openly admits th<strong>at</strong> his symp<strong>at</strong>hetic view <strong>of</strong> <strong>the</strong> workers'<br />

plight is motiv<strong>at</strong>ed by his desire to win <strong>the</strong>ir support for <strong>the</strong> N<strong>at</strong>ional<br />

Socialist Party, his reactions to <strong>the</strong> new labor situ<strong>at</strong>ion are far more<br />

analytic than those <strong>of</strong> Stresemann, who seems exclusively interested in<br />

minimizing any kind <strong>of</strong> conflict, and does not realize <strong>the</strong> potentially<br />

revitalizing impact <strong>of</strong> such confront<strong>at</strong>ions for <strong>the</strong> n<strong>at</strong>ional economy.<br />

Hitler, in contrast, is not only capable <strong>of</strong> identifying <strong>the</strong> positive aspects<br />

<strong>of</strong> strikes, but also proposes a distinction between <strong>the</strong> "m<strong>at</strong>erial value"<br />

and <strong>the</strong> "ideal value" <strong>of</strong> labor. On <strong>the</strong> basis <strong>of</strong> this dichotomy, he tries<br />

to combine <strong>the</strong> enhancement <strong>of</strong> individual motiv<strong>at</strong>ion through a hierarchy<br />

<strong>of</strong> income levels with <strong>the</strong> cre<strong>at</strong>ion <strong>of</strong> a collective spirit <strong>of</strong> solidarity:<br />

"M<strong>at</strong>erial compens<strong>at</strong>ion will be allotted to those whose labor is productive<br />

for <strong>the</strong> community; spiritual compens<strong>at</strong>ion, however, must lie in <strong>the</strong><br />

high regard th<strong>at</strong> each person earns by devoting his individual talents to<br />

<strong>the</strong> collectivity <strong>of</strong> <strong>the</strong> n<strong>at</strong>ion. It is no disgrace to be a workman, but it is<br />

certainly one to be a civil servant who steals his labor from God and his<br />

daily bread from <strong>the</strong> people" (484).
