N<strong>at</strong>ions, Briand and Stresemann meet for a lunch convers<strong>at</strong>ion <strong>at</strong> a small<br />

hotel in <strong>the</strong> French village <strong>of</strong> Thoiry, near <strong>the</strong> border with Switzerland.<br />

The postcards and <strong>the</strong> countless newspaper illustr<strong>at</strong>ions th<strong>at</strong> commemor<strong>at</strong>e<br />

<strong>the</strong>ir encounter follow <strong>the</strong> well-established p<strong>at</strong>tern <strong>of</strong> showing deputies<br />

to <strong>the</strong> League <strong>of</strong> N<strong>at</strong>ions united around a table. To see <strong>the</strong> represent<strong>at</strong>ives<br />

<strong>of</strong> former rival n<strong>at</strong>ions sitting toge<strong>the</strong>r <strong>at</strong> a table for a long<br />

discussion without transl<strong>at</strong>ors or any o<strong>the</strong>r witnesses seems to fulfill <strong>the</strong><br />

dream <strong>of</strong> an intern<strong>at</strong>ional politics th<strong>at</strong> will resemble <strong>the</strong> priv<strong>at</strong>e rel<strong>at</strong>ions<br />

<strong>of</strong> a family--even if <strong>the</strong> special menu for Briand and Stresemann's meeting<br />

obeys <strong>the</strong> non priv<strong>at</strong>e rules <strong>of</strong> <strong>the</strong> intern<strong>at</strong>ional diplom<strong>at</strong>ic stage:<br />

"Selection <strong>of</strong> hors-d'oeuvres / Foie gras aspic / Trout au bleu / Chicken<br />

Henri IV / Duck with truffles and port / Peas fermiere / Roast partridge<br />

canape / Cheese pl<strong>at</strong>e / Fruit basket / Iced Vacherin" (Annees-memoire,<br />

70). Less than three months l<strong>at</strong>er, on December 10, Gustav Stresemann<br />

and Aristide Briand jointly receive <strong>the</strong> Nobel peace prize. But despite<br />

such public recognition, Germany's integr<strong>at</strong>ion into <strong>the</strong> League <strong>of</strong> N<strong>at</strong>ions<br />

has probably impaired, r<strong>at</strong>her than fostered, <strong>the</strong> reput<strong>at</strong>ion <strong>of</strong> this<br />

institution. While supporters <strong>of</strong> <strong>the</strong> League still hope th<strong>at</strong> it will lead<br />

humankind to a future <strong>of</strong> supran<strong>at</strong>ional harmony, <strong>the</strong>y begin to acknowl<strong>edge</strong><br />

th<strong>at</strong>, so far, it has been more bureaucr<strong>at</strong>ically complic<strong>at</strong>ed<br />

than politically efficient: "One cannot underestim<strong>at</strong>e <strong>the</strong> importance <strong>of</strong><br />

<strong>the</strong> League <strong>of</strong> N<strong>at</strong>ions. But it would not be difficult to show th<strong>at</strong> <strong>the</strong><br />

edicts <strong>of</strong> this highly respected assembly have existed much more on paper<br />

than in political reality. The League has been unsuccessful in extinguishing<br />

<strong>the</strong> fires <strong>of</strong> political crisis th<strong>at</strong> have erupted all over <strong>the</strong> globe"<br />

(8 Uhr-Abendbl<strong>at</strong>t, March 15). This incapacity <strong>of</strong> countries to negoti<strong>at</strong>e<br />

a stable consensus and find collectively binding solutions to intern<strong>at</strong>ional<br />

problems has by now become almost proverbial-so much so, th<strong>at</strong> a<br />

journalist can use it as a metaphor when chastising boxing champion<br />

Jack Dempsey for avoiding m<strong>at</strong>ches with his multiple challengers [see<br />

Boxing]: "It is harder to make a m<strong>at</strong>ch with Mr. Dempsey than to r<strong>at</strong>ify<br />

a tre<strong>at</strong>y between n<strong>at</strong>ions" (Dempsey and Dempsey, 180).<br />
