<strong>the</strong> League's success: "We cannot solve <strong>the</strong> problem <strong>of</strong> <strong>the</strong> Volkerbund<br />

with calls for depoliticiz<strong>at</strong>ion. A Volkerbund can exist only so long as <strong>at</strong><br />

least one major power has a political interest in it, or so long as <strong>the</strong><br />

smaller powers united in it become a major power. A depoliticized Volkerbund<br />

would nei<strong>the</strong>r be politically interesting nor make any contribution<br />

to world peace" (6f£.). <strong>In</strong> order for <strong>the</strong> necessary political conflict<br />

to exist, Schmitt believes, independent st<strong>at</strong>es must be defined by <strong>the</strong><br />

borders <strong>of</strong> <strong>the</strong> territories over which <strong>the</strong>y have jurisdiction. Thus, <strong>the</strong><br />

programm<strong>at</strong>ic idea <strong>of</strong> transl<strong>at</strong>ing <strong>the</strong> boundlessness <strong>of</strong> humanity into a<br />

political reality without clear territorial borders [see Center = Periphery<br />

(<strong>In</strong>finitude)] is, according to Schmitt, an immanent danger for <strong>the</strong> League<br />

<strong>of</strong> N<strong>at</strong>ions: "Without borders <strong>the</strong>re is no jurisdiction" (5).<br />

Schmitt's analysis implies th<strong>at</strong> intern<strong>at</strong>ional politics has reached an<br />

impasse because those who wish to open and develop this space do not<br />

understand th<strong>at</strong> it can be occupied only by independent territorial st<strong>at</strong>es,<br />

whereas those who promote and protect particular n<strong>at</strong>ional interests and<br />

territorial borders are unwilling to make <strong>the</strong> necessary distinction between<br />

n<strong>at</strong>ions and st<strong>at</strong>es. Since among <strong>the</strong> l<strong>at</strong>ter group <strong>the</strong> concept <strong>of</strong><br />

<strong>the</strong> n<strong>at</strong>ion runs counter to <strong>the</strong> acknowledgment <strong>of</strong> shared intern<strong>at</strong>ional<br />

goals, <strong>the</strong> League <strong>of</strong> N<strong>at</strong>ions comes under increasing <strong>at</strong>tack from various<br />

n<strong>at</strong>ional movements: "Geneva [has] so many enemies all over <strong>the</strong> world,<br />

from Chicherin to Mussolini and all <strong>the</strong> o<strong>the</strong>r n<strong>at</strong>ionalists. Scornful<br />

laughter from Hell would greet <strong>the</strong> failure <strong>of</strong> intern<strong>at</strong>ional democracy"<br />

(8 Uhr-Abendbl<strong>at</strong>t, March 15). This explains why General Erich von<br />

Ludendorff, a veteran <strong>of</strong> <strong>the</strong> Gre<strong>at</strong> War who castig<strong>at</strong>es Adolf Hitler's<br />

party for <strong>the</strong> mildness <strong>of</strong> its anti-Semitism, praises <strong>the</strong> "people's movement"<br />

for resisting an intern<strong>at</strong>ionalist conspiracy th<strong>at</strong> he blames on<br />

Jews, <strong>the</strong> C<strong>at</strong>holic Church, and <strong>the</strong> Freemasons: "Disarmament was<br />

meant to be <strong>the</strong> trump card <strong>of</strong> <strong>the</strong>ir politics, which corresponds completely<br />

to Jewish and Masonic ideology. The people are led into <strong>the</strong> web<br />

<strong>of</strong> Jewish politics or, <strong>the</strong>y hope, into <strong>the</strong> C<strong>at</strong>holic St<strong>at</strong>e <strong>of</strong> God. Having<br />

already lost, <strong>the</strong> n<strong>at</strong>ions are now rendered spiritually defenseless. The<br />

n<strong>at</strong>ionalist movement alone <strong>of</strong>fered serious resistance" (von Ludendorff,<br />

54f£.).<br />

Four days after <strong>the</strong> adjournment <strong>of</strong> <strong>the</strong> League's plenary assembly, <strong>the</strong><br />

German president, Paul von Hindenburg, ano<strong>the</strong>r World War general,<br />

arrives in Cologne to celebr<strong>at</strong>e <strong>the</strong> withdrawal <strong>of</strong> French troops from <strong>the</strong>
