land, and Spain upset this scenario <strong>of</strong> harmony by making <strong>the</strong>ir approval<br />

<strong>of</strong> Germany's admittance contingent on <strong>the</strong>ir own permanent represent<strong>at</strong>ion<br />

in <strong>the</strong> Council <strong>of</strong> N<strong>at</strong>ions. <strong>In</strong>dividually, none <strong>of</strong> <strong>the</strong>se four<br />

countries was strong enough to impose its will. But a positive decision<br />

on Germany's entry could not be reached without <strong>the</strong>m, because it<br />

required a unanimous vote. So <strong>the</strong> plenary assembly adjourned on<br />

March 17 (Chronik, 52f£.). This is <strong>the</strong> n<strong>at</strong>ional humili<strong>at</strong>ion to which<br />

Unamuno refers, and to which <strong>the</strong> Spanish government reacts by announcing<br />

its resign<strong>at</strong>ion from <strong>the</strong> League <strong>of</strong> N<strong>at</strong>ions on June 10 (Langer,<br />

992). For Unamuno, <strong>the</strong> dignity <strong>of</strong> a n<strong>at</strong>ion, which he believes Spain<br />

lacks, is embodied in <strong>the</strong> ethical values and public behavior <strong>of</strong> its represent<strong>at</strong>ives.<br />

Although by calling <strong>the</strong> members <strong>of</strong> Primo de Rivera's government<br />

"little tyrants for rent" he is explicitly pointing to <strong>the</strong>ir disregard<br />

for public opinion (Unamuno, 193), he presupposes, somewh<strong>at</strong><br />

paradoxically, th<strong>at</strong> <strong>the</strong> dignity <strong>of</strong> <strong>the</strong> n<strong>at</strong>ion and <strong>of</strong> every Spaniard-including<br />

<strong>the</strong> dignity <strong>of</strong> those who, like himself, are persecuted by <strong>the</strong>ir<br />

government-is compromised by <strong>the</strong> failures <strong>of</strong> Spain's politicians. From<br />

this perspective, belonging to a n<strong>at</strong>ion is indeed analogous to being a<br />

member <strong>of</strong> a family. [see Collectivity vs. <strong>In</strong>dividuality]<br />

<strong>In</strong> <strong>the</strong> context <strong>of</strong> <strong>the</strong> inadequ<strong>at</strong>e expect<strong>at</strong>ions arising from such a point<br />

<strong>of</strong> view and from <strong>the</strong> highly idealistic discourses th<strong>at</strong> surround <strong>the</strong><br />

League <strong>of</strong> N<strong>at</strong>ions, Carl Schmitt, a pr<strong>of</strong>essor <strong>of</strong> law <strong>at</strong> <strong>the</strong> University <strong>of</strong><br />

Bonn, publishes a small book during <strong>the</strong> days <strong>of</strong> <strong>the</strong> deb<strong>at</strong>e over Germany's<br />

entry. Criticizing <strong>the</strong> current confl<strong>at</strong>ion <strong>of</strong> <strong>the</strong> semantics <strong>of</strong> individuality<br />

with <strong>the</strong> semantics <strong>of</strong> collectivity in <strong>the</strong> concept <strong>of</strong> n<strong>at</strong>ionhood<br />

[see Collectivity = <strong>In</strong>dividuality (Leader)], as well as <strong>the</strong> reduction <strong>of</strong><br />

conflicting political interests to <strong>the</strong> model <strong>of</strong> a family quarrel, Schmitt<br />

wishes to distinguish <strong>the</strong> St<strong>at</strong>e as a political system and from <strong>the</strong> people<br />

or n<strong>at</strong>ion: "<strong>In</strong> truth, <strong>the</strong> term Volkerbund refers to rel<strong>at</strong>ionships between<br />

st<strong>at</strong>es and <strong>the</strong>ir governments, not between peoples or-despite <strong>the</strong><br />

French appell<strong>at</strong>ion 'Societe des N<strong>at</strong>ions' or <strong>the</strong> English 'League <strong>of</strong> N<strong>at</strong>ions'-between<br />

n<strong>at</strong>ions" (Schmitt, 4ff.). Consequently, <strong>the</strong> sphere <strong>of</strong><br />

politics, where politicians negoti<strong>at</strong>e rel<strong>at</strong>ions <strong>of</strong> power, has to be separ<strong>at</strong>ed<br />

from <strong>the</strong> world as a community <strong>of</strong> n<strong>at</strong>ions. On <strong>the</strong> basis <strong>of</strong> similar<br />

distinctions, Schmitt argues-counter to those who hail <strong>the</strong> League <strong>of</strong><br />

N<strong>at</strong>ions as <strong>the</strong> realiz<strong>at</strong>ion <strong>of</strong> a utopian ideal-th<strong>at</strong> <strong>the</strong> acknowledgment<br />

<strong>of</strong> particular political interests, <strong>of</strong> <strong>the</strong>ir unavoidable conflict, and even <strong>of</strong><br />

a hierarchy in <strong>the</strong> realm <strong>of</strong> political power is a necessary condition for
