B. Implications <strong>of</strong> Research Findings for Rules Content<br />
. A primary objective <strong>of</strong> the Rules <strong>of</strong> Court 980.2 and 980.3<br />
is to set guidelines for the physical presence <strong>of</strong> electronic<br />
and photographic media such that obtrusiveness is minimized.<br />
By all indications <strong>of</strong> this research, this objective was<br />
accomplished quite satisfactorily. In virtually no instance<br />
did EMC cause a major disruption <strong>of</strong> the proceeding being<br />
covered. Except in the minds <strong>of</strong> the most sensitive and<br />
negatively predisposed individuals, EMC never created a<br />
"circus-like" atmosphere.<br />
Despite the fact that the rules were functional throughout<br />
the experimental year in controlling obtrusiveness, the<br />
year's experience does suggest certain refinements in this<br />
regard as well as other respects. The areas needing refinement<br />
are addressed below by a brief description <strong>of</strong> the problem<br />
