We are pleased to send you a copy <strong>of</strong> the new form that may be used by<br />
the news media to request permission to film or record an arraignment,<br />
trial or sentencing in one <strong>of</strong> Michigan's <strong>24</strong>1 trial courts beginning March<br />
1. A copy <strong>of</strong> the new rules for film and electronic media coverage <strong>of</strong><br />
court proceedings that go into effect on March 1 also is enclosed.<br />
Thg rules do not require you to use this form to make a request but<br />
it was developed by the State Court Administrative Office for the<br />
convenience <strong>of</strong> the news,media and the courts. We suggest that you call<br />
the Clerk <strong>of</strong> the Court to get the information to fill out this form---<br />
the case number, the name, bar number, and address and telephone number<br />
<strong>of</strong> the attorneys for both the plaintiffs and defendants. An original<br />
and two copies should besubmitted to the Court. Keep the fourth copy<br />
for your files.'<br />
We urge,you to review these rules with your photographers. We would<br />
like to call your attention to the fact that:'<br />
---Artificial lighting is prohibited.<br />
---Still photographers and TV camera persons must remain in a fixed<br />
position when covering courtroom activities.<br />
---TV cameras must remain in the courtroom until there is a recess or<br />
an adjournment.<br />
It would be a good idea to meet with the District Court Judges in your<br />
area to discuss procedures for covering arraignments which must be held<br />
within <strong>24</strong> hours. after a person's arrest. The three-day rule would have<br />
to be waived by the Judge in order for your station to cover<br />
arraignments.<br />
