This is a report pursuant to largaraph 11 "Duration and<br />
:valuation" <strong>of</strong> the Order <strong>of</strong> the Louisizuaa Supreme Court ‘<strong>of</strong><br />
:ebrlm 23, 1978.<br />
Subscqucnt to the order, Judge Sumphrics attempted to obtain<br />
. *<br />
>erm~ssaon for camera and electronic coverage <strong>of</strong> every proceeding<br />
,f every case that came up in his court.<br />
Judge Sumphries met with vc,ry limited success in obtaining<br />
>ermirsicn for camera and electronic ccvtrage.<br />
The first matter wherein permission was obtained was State<br />
af Louisiana v. Henry 8.' Reid, Sheriff cf Calcasieu Parish.<br />
:udge Iiumphries was assigned by the Louisiana Supreme Court to sit<br />
,n the aforesaid trial. During the couzse <strong>of</strong> the trial the jury<br />
#as taken out to where the Sheriff lived to view the property<br />
that he owned that was commonly referred to during the course <strong>of</strong><br />
tie trial as the 'Sheriff's farm". The cameras accompanied the<br />
zourf personnel,. the, jury and a.number <strong>of</strong> spectators-to the<br />
:<br />
property. Quite a bit <strong>of</strong> TV filming and still pictures were made<br />
at tic 'f2z.a.. The TV station had a special showing <strong>of</strong><br />
approximtely S minutes <strong>of</strong> the film it had made. In addition to<br />
this permission was obtained from the parties and the attorneys<br />
for live TV and radio coverage and still photography <strong>of</strong> the<br />
:endition <strong>of</strong> the verdict by the jury. The cameras filmed the<br />
jury returning to the courtroom, after it had reached a verdict,<br />
and the colloquy between the judge and tie ju-q pertaining to the<br />
