Member States of the Black Sea Economic Cooperation Organization (BSEC), namely Albania,
Armenia, Azerbaijan, Bulgaria, Georgia, Greece, Moldova, Romania, Russia, Serbia, Turkey and
Ukraine. It is executed by the United Nations Development Programme (UNDP) and financed by
BSEC, Greece, Turkey and UNDP.

What is BSTIP?
The Black Sea Trade and Investment Promotion Programme (BSTIP)
BSTIP is a joint initiative of the Government of the Hellenic Republic, the Government of the
Republic of Turkey, the Organization of the Black Sea Economic Cooperation (BSEC) and the
United Nations Development Programme (UNDP). It is managed by the Programme Management
Office located in Athens, with an additional liaison unit hosted by the BSEC Headquarters in Istanbul.
BSTIP's main objectives
A) Developing networking arrangements
The present Programme aims at the expansion of the intra-regional trade and investment links in the
sub-region by identifying the untapped investment and trade potential and putting into place the
mechanisms to exploit it. As such, BSITP is based on a unique three-fold strategy as follows:
a) Promote business-to-business (B2B) contacts in the sub-region through the organization of
thematic sector-focused Partnership Forums in co-operation with the local business support
organizations (BSI);
b) As a result of these events, key inputs in the identification of constraints affecting intra-regional
investment and trade expansion will be provided and addressed;
c) Intra-regional trade and investment activities will be mainstreamed in the working plans of the
local BSIs, which will be essential partners of the Programme, hence contributing to build their
capacity.
B) Supporting the introduction of the Global Compact in the sub-region

Launched in 2000 by the UN Secretary General Kofi Annan, the UN Global Compact brings
business together with UN agencies, labour, civil society and governments to advance ten universal
principles in the areas of human rights, labour, environment and anti-corruption. Through the power
of collective action, the Global Compact seeks to mainstream these ten principles in business
activities around the world and to catalyze actions in support of broader UN goals. With over 3,000
participating companies from more than 100 countries, it is the world's largest voluntary corporate
citizenship initiative.
The BSTIP will support the introduction of the UN Global Compact in the countries of the sub-
region. It will be an important tool for promoting networking arrangements and creating awareness
on the broader concept of responsible investment.
C) Building capacity on the EU and WTO legislation
The status of some of the states covered by the programme as EU and WTO candidate countries will
have a direct impact on the concerned business communities. It is expected that the Programme will
develop targeted initiatives to make those business communities conscious of the implications for
their enterprises of the EU and WTO accession process. A special emphasis will also be devoted to
those countries which are not yet in the EU Accession Process, but which need to assist their private
sector in getting fully aligned to the quality requirements of the EU market in order to strengthen
their export competitiveness.

Forum
A study * carried out by the BSTIP on the BSEC intra-regional trade and investment potential has
identified the management and business consulting support sector as one of those having the most
promising intra-regional business opportunities.
In accordance with both the initial work-plan agreed upon during the BSTIP kick-off meeting
(December 2007) and the annual 2011 work-plan, the “Greece-Turkey Investment Bridge” took
place in Istanbul, Republic of Turkey on 12 th of October 2011. The workshop was co-organized
by the UNDP Programme Management Office in Athens (BSTIP), the Republic of Turkey Prime
Ministry Investment Support and Promotion Agency (ISPAT), Confederation of Businessmen and
Industrialists of Turkey (TUSKON), Black Sea Economic Cooperation Business Council (BSEC BC)
and Invest in Greece Agency (IinG).
The Forum was designed to provide the Turkish business community with the latest information
regarding the Greek investment climate, as well as current investment opportunities in the country.
Forum also accommodated a B2B session during which participants from both countries had a
chance to discuss details of investment projects previously presented.
Invest in Greece Agency came up with several presentation realized at Feriye Complex - venue
provided by the ISPAT. Identification of the companies and coordination of Turkish participants was
conducted by TUSKON, whereas UNDP PMO undertook the overall organization and
implementation of the event. The BSEC BC in turn, contributed to event’s promotion & visibility
among the BSEC Family & Member States.

The Forum had duration of one day. Upon arrival to the conference room, participants received a
registration package. B2B appointments were organized ‘on spot’ on the basis of participants’
specific requests.
The agenda of the Forum is attached as Annex I.
The Forum consisted of three sessions:

Technical session
Business session
The total number of participants attending the Opening and Technical sessions of the Forum was 95
persons representing 74 companies and organizations. The list of the participants is given as Annex
IV.

The programme featured presentations by Ms. Angela Michalopoulou (Investment Promotion Unit
Head , IiG) under the title “Invest in a New Future: Opportunities out of Crisis” † and by Mr. Bengisu
Potuoglou (Chairman of BIGTEM) & titled “Doing business in Greece – a success story”
Questions and answers sessions followed each presentation, providing a platform for a pragmatic
discussion.

Business Session
Per sector of interest business meetings were arranged “on spot” according to participants’ requests.
The communication between Turkish participants and Invest in Greece Agency representatives were
supported by a resource team of Forum’s organizers.
Evaluation
An evaluation form was distributed to participants and was collected after the finalization of the
forum. Based on the data collected from 54 questioners the major findings are as follows:
The overall evaluation of the Forum in terms of its overall quality has received a positive mark.
Seventy eight percent (78%) of the responders believed that the Forum was of the excellent or good
quality, whereas twenty two percent (22%) viewed it as of a satisfactory level.
Regarding the practical arrangements and methodology of one-to-one meetings that were used for
the Forum, the bulk majority of the participants valued them as of satisfactory or moderately
satisfactory quality. Thirty two percent (32%) of responders agreed on the fact that the Forum was
beneficial to their business and sixty six percent (66%) answered that it was somewhat beneficial,
whereas only two percent (2%) believed that the forum was not beneficial to their business.
Thirty two percent (32%) of participants achieved what was the purpose of their participation in the
forum, sixty six percent (66%) partially and two percent (2%) of responders provided a negative
mark. Seven percent (7%) of responders expect to finalize investment deal related to projects
presented during the forum and almost seventy two percent (72%) answered - maybe.
One hundred percent (100%) of the responders stated that they would attend a similar event again
and ninety four percent (94%) would recommend this forum to other businesses.

The bulk majority of the Forum participants clearly see a role for UNDP in keeping organizing
investment promotion events which, in opinion of 98% of the responders, should be organized
again.
The statistical results of the evaluation are presented in Annex IV.
Conclusions
The “Greece-Turkey Investment Bridge” was realized in Istanbul, Republic of Turkey on 12 th of
October 2011. Hosted at the Feriye Complex, this one day event was organized in cooperation with
Republic of Turkey Prime Ministry Investment Support and Promotion Agency (ISPAT),
Confederation of Businessmen and Industrialists of Turkey (TUSKON), Black Sea Economic
Cooperation Business Council (BSEC BC) and Invest in Greece Agency (IinG).
The Forum aimed at providing Turkish investors and businessmen, potentially interested in doing
business in Greece, with updated first-hand information on country’s investment climate, specific
financial investment incentives and readily-available investment opportunities.
“Turkey’s strong economic growth and proximity to Greece facilitates Greek-Turkish investment.
There are many opportunities in Greece for Turkish businesspeople. Looking at the macro level,
greater commercial activity between Greece and Turkey can only bring increased regional economic
and political cooperation,” commented Mr. Barry Kolodkin, UNDP Regional Programme Manager.
“Turkey and Greece have established a political and economic cooperation based on mutual profit in
the last years. The economic cooperation between the countries presents great opportunities for both
Turkish businesspeople and Greek economy. I believe that the organizations like UNDP and
TUSKON have a great role and responsibility in improving this partnership,” commented Mr. Recep
Ekşi, TUKSON Vice-President.
Participants of the Forum underlined that this kind of events contribute to achieving specific
economic benefits to business communities of the countries involved. It was also suggested that in
order to achieve deeper and more sustainable investment and trade links, such events should be
organized on a more regular basis involving a larger number of participants per country.
