Programme (BSTIP)”. This project aims at promoting regional economic integration among the<br />

Member States of the <strong>Black</strong> <strong>Sea</strong> Economic Cooperation Organization (BSEC), namely Albania,<br />

What is BSTIP?<br />

The <strong>Black</strong> <strong>Sea</strong> <strong>Trade</strong> <strong>and</strong> <strong>Investment</strong> <strong>Promotion</strong> Programme (BSTIP)<br />

BSTIP is a joint initiative of the Government of the Hellenic Republic, the Government of the<br />

Republic of Turkey, the Organization of the <strong>Black</strong> <strong>Sea</strong> Economic Cooperation (BSEC) <strong>and</strong> the<br />

United Nations Development Programme (<strong>UNDP</strong>). It is managed by the Programme Management<br />

Office located in Athens, with an additional liaison unit hosted by the BSEC Headquarters in Istanbul.<br />

BSTIP's main objectives<br />

A) Developing networking arrangements<br />

The present Programme aims at the expansion of the intra-regional trade <strong>and</strong> investment links in the<br />

sub-region by identifying the untapped investment <strong>and</strong> trade potential <strong>and</strong> putting into place the<br />

mechanisms to exploit it. As such, BSITP is based on a unique three-fold strategy as follows:<br />

a) Promote business-to-business (B2B) contacts in the sub-region through the organization of<br />

thematic sector-focused Partnership Forums in co-operation with the local business support<br />

organizations (BSI);<br />

b) As a result of these events, key inputs in the identification of constraints affecting intra-regional<br />

investment <strong>and</strong> trade expansion will be provided <strong>and</strong> addressed;<br />

c) Intra-regional trade <strong>and</strong> investment activities will be mainstreamed in the working plans of the<br />

local BSIs, which will be essential partners of the Programme, hence contributing to build their<br />

capacity.<br />

B) Supporting the introduction of the Global Compact in the sub-region<br />

Launched in 2000 by the UN Secretary General Kofi Annan, the UN Global Compact brings<br />

business together with UN agencies, labour, civil society <strong>and</strong> governments to advance ten universal<br />

principles in the areas of human rights, labour, environment <strong>and</strong> anti-corruption. Through the power<br />

of collective action, the Global Compact seeks to mainstream these ten principles in business<br />

activities around the world <strong>and</strong> to catalyze actions in support of broader UN goals. With over 3,000<br />

participating companies from more than 100 countries, it is the world's largest voluntary corporate<br />

citizenship initiative.<br />

The BSTIP will support the introduction of the UN Global Compact in the countries of the sub-<br />

region. It will be an important tool for promoting networking arrangements <strong>and</strong> creating awareness<br />

on the broader concept of responsible investment.<br />

C) Building capacity on the EU <strong>and</strong> WTO legislation<br />

The status of some of the states covered by the programme as EU <strong>and</strong> WTO c<strong>and</strong>idate countries will<br />

have a direct impact on the concerned business communities. It is expected that the Programme will<br />

develop targeted initiatives to make those business communities conscious of the implications for<br />

their enterprises of the EU <strong>and</strong> WTO accession process. A special emphasis will also be devoted to<br />

those countries which are not yet in the EU Accession Process, but which need to assist their private<br />

sector in getting fully aligned to the quality requirements of the EU market in order to strengthen<br />

their export competitiveness.<br />

Forum<br />

A study * carried out by the BSTIP on the BSEC intra-regional trade <strong>and</strong> investment potential has<br />

identified the management <strong>and</strong> business consulting support sector as one of those having the most<br />

promising intra-regional business opportunities.<br />

In accordance with both the initial work-plan agreed upon during the BSTIP kick-off meeting<br />

(December 2007) <strong>and</strong> the annual 2011 work-plan, the “Greece-Turkey <strong>Investment</strong> Bridge” took<br />

place in Istanbul, Republic of Turkey on 12 th of October 2011. The workshop was co-organized<br />

by the <strong>UNDP</strong> Programme Management Office in Athens (BSTIP), the Republic of Turkey Prime<br />

Ministry <strong>Investment</strong> Support <strong>and</strong> <strong>Promotion</strong> Agency (ISPAT), Confederation of Businessmen <strong>and</strong><br />

Industrialists of Turkey (TUSKON), <strong>Black</strong> <strong>Sea</strong> Economic Cooperation Business Council (BSEC BC)<br />

<strong>and</strong> Invest in Greece Agency (IinG).<br />

The Forum was designed to provide the Turkish business community with the latest information<br />

regarding the Greek investment climate, as well as current investment opportunities in the country.<br />

Forum also accommodated a B2B session during which participants from both countries had a<br />

chance to discuss details of investment projects previously presented.<br />

Invest in Greece Agency came up with several presentation realized at Feriye Complex - venue<br />

provided by the ISPAT. Identification of the companies <strong>and</strong> coordination of Turkish participants was<br />

conducted by TUSKON, whereas <strong>UNDP</strong> PMO undertook the overall organization <strong>and</strong><br />

implementation of the event. The BSEC BC in turn, contributed to event’s promotion & visibility<br />

among the BSEC Family & Member States.<br />

The Forum had duration of one day. Upon arrival to the conference room, participants received a<br />

registration package. B2B appointments were organized ‘on spot’ on the basis of participants’<br />

specific requests.<br />

The total number of participants attending the Opening <strong>and</strong> Technical sessions of the Forum was 95<br />

persons representing 74 companies <strong>and</strong> organizations. The list of the participants is given as Annex<br />

Potuoglou (Chairman of BIGTEM) & titled “Doing business in Greece – a success story”<br />

Questions <strong>and</strong> answers sessions followed each presentation, providing a platform for a pragmatic<br />

discussion.<br />

Business Session<br />

Per sector of interest business meetings were arranged “on spot” according to participants’ requests.<br />

The communication between Turkish participants <strong>and</strong> Invest in Greece Agency representatives were<br />

supported by a resource team of Forum’s organizers.<br />

Evaluation<br />

An evaluation form was distributed to participants <strong>and</strong> was collected after the finalization of the<br />

forum. Based on the data collected from 54 questioners the major findings are as follows:<br />

The overall evaluation of the Forum in terms of its overall quality has received a positive mark.<br />

Seventy eight percent (78%) of the responders believed that the Forum was of the excellent or good<br />

quality, whereas twenty two percent (22%) viewed it as of a satisfactory level.<br />

Regarding the practical arrangements <strong>and</strong> methodology of one-to-one meetings that were used for<br />

the Forum, the bulk majority of the participants valued them as of satisfactory or moderately<br />

satisfactory quality. Thirty two percent (32%) of responders agreed on the fact that the Forum was<br />

beneficial to their business <strong>and</strong> sixty six percent (66%) answered that it was somewhat beneficial,<br />

whereas only two percent (2%) believed that the forum was not beneficial to their business.<br />

Thirty two percent (32%) of participants achieved what was the purpose of their participation in the<br />

forum, sixty six percent (66%) partially <strong>and</strong> two percent (2%) of responders provided a negative<br />

mark. Seven percent (7%) of responders expect to finalize investment deal related to projects<br />

presented during the forum <strong>and</strong> almost seventy two percent (72%) answered - maybe.<br />

One hundred percent (100%) of the responders stated that they would attend a similar event again<br />

<strong>and</strong> ninety four percent (94%) would recommend this forum to other businesses.<br />

The bulk majority of the Forum participants clearly see a role for <strong>UNDP</strong> in keeping organizing<br />

investment promotion events which, in opinion of 98% of the responders, should be organized<br />

again.<br />

The statistical results of the evaluation are presented in Annex IV.<br />

Conclusions<br />

The “Greece-Turkey <strong>Investment</strong> Bridge” was realized in Istanbul, Republic of Turkey on 12 th of<br />

October 2011. Hosted at the Feriye Complex, this one day event was organized in cooperation with<br />

Republic of Turkey Prime Ministry <strong>Investment</strong> Support <strong>and</strong> <strong>Promotion</strong> Agency (ISPAT),<br />

Confederation of Businessmen <strong>and</strong> Industrialists of Turkey (TUSKON), <strong>Black</strong> <strong>Sea</strong> Economic<br />

Cooperation Business Council (BSEC BC) <strong>and</strong> Invest in Greece Agency (IinG).<br />

The Forum aimed at providing Turkish investors <strong>and</strong> businessmen, potentially interested in doing<br />

business in Greece, with updated first-h<strong>and</strong> information on country’s investment climate, specific<br />

financial investment incentives <strong>and</strong> readily-available investment opportunities.<br />

“Turkey’s strong economic growth <strong>and</strong> proximity to Greece facilitates Greek-Turkish investment.<br />

There are many opportunities in Greece for Turkish businesspeople. Looking at the macro level,<br />

greater commercial activity between Greece <strong>and</strong> Turkey can only bring increased regional economic<br />

<strong>and</strong> political cooperation,” commented Mr. Barry Kolodkin, <strong>UNDP</strong> Regional Programme Manager.<br />

“Turkey <strong>and</strong> Greece have established a political <strong>and</strong> economic cooperation based on mutual profit in<br />

the last years. The economic cooperation between the countries presents great opportunities for both<br />

Turkish businesspeople <strong>and</strong> Greek economy. I believe that the organizations like <strong>UNDP</strong> <strong>and</strong><br />

TUSKON have a great role <strong>and</strong> responsibility in improving this partnership,” commented Mr. Recep<br />

Ekşi, TUKSON Vice-President.<br />

Participants of the Forum underlined that this kind of events contribute to achieving specific<br />

economic benefits to business communities of the countries involved. It was also suggested that in<br />

order to achieve deeper <strong>and</strong> more sustainable investment <strong>and</strong> trade links, such events should be<br />

organized on a more regular basis involving a larger number of participants per country.<br />
