flood control instructions were prepared with taking<br />
into account results <strong>of</strong> un<strong>of</strong>ficial gauge level forecasts<br />
for the Labe/Elbe River that had been issued in Prague<br />
since 1884 (Deutsch, Munzar, 2008).<br />
Another result <strong>of</strong> the Czech-German collaboration<br />
concerning flood alarms on the Elbe/Labe River in<br />
Saxony was the instruction issued by the Königliche<br />
Wasserbau – Direction in Dresden in November 1895 and<br />
titled “Communication to explain the establishment<br />
and operation <strong>of</strong> the warning system during ice drifts<br />
and floods on the Elbe R. in Saxony”. The warning<br />

system consisted in regular data that were provided<br />
particularly by institutions in Bohemia, founded earlier<br />
for the observation <strong>of</strong> watercourses in the Labe/Elbe<br />
River basin (Erläuternde Mittheilungen, 1895).<br />
As a result <strong>of</strong> the great Danube flood in September 1890,<br />
which even struck Vienna, the capital city <strong>of</strong> the<br />
Austro-Hungarian Empire, completed the long-term<br />
endeavour to establish a hydrological service in its<br />
Austrian part. Thus, in 1893 the Central Hydrographic<br />
Office (Hydrographische Zentralbüro) <strong>of</strong> the hydraulicengineering<br />
department <strong>of</strong> the Ministry <strong>of</strong> the Interior<br />
was eventually founded in Vienna.<br />
The floods in September and November 1890 also<br />
motivated a discussion about flood prevention<br />
measures, particularly about the construction <strong>of</strong> water<br />
reservoirs in Bohemia and Germany. Several <strong>of</strong> them<br />
were later constructed. For example, the Březová<br />
reservoir was constructed in 1932 – 1936 on the Teplá/<br />
Tepl R. to protect the spa <strong>of</strong> Karlovy Vary/Carlsbad.<br />
