irrevocable impacts have occurred. Information gathered from these programmes would also be used as input<br />

to refine future designs.<br />

The proposed programmes would incorporate:<br />

• <strong>Environmental</strong> management plan as presented in Section 9;<br />

• <strong>Environmental</strong> monitoring plan as presented in Section 10;<br />

• Site <strong>Environmental</strong> Management Plans; <strong>and</strong><br />

• Interim reports including: progress reports, Site Inspection Reports, Completion Reports, etc.<br />

13.2.2 Public Consultation <strong>and</strong> Disclosure<br />

Public Consultation <strong>and</strong> Disclosure (PCD) plays a key role in enabling the public to participate in the<br />

planning of the Project. As of the middle of 2006, 2007 <strong>and</strong> 2008, there have been more than 30 public<br />

consultation <strong>and</strong> participation briefings <strong>and</strong> meetings, which have taken place at the local, regional, <strong>and</strong><br />

national levels. Dialogue has been established with stakeholders who are directly or indirectly involved in<br />

the Project. The PCD has been carried out to ensure that stakeholders’ concerns, experiences <strong>and</strong><br />

recommendations, especially from affected persons, are integrated in the design, planning <strong>and</strong><br />

implementation of the Project; <strong>and</strong> increasing public awareness <strong>and</strong> underst<strong>and</strong>ing of the Project; especially<br />

on mitigation measures to reduce impacts <strong>and</strong> improve the livelihood of the affected people. In the<br />

consultations, efforts have been made to include women <strong>and</strong> to encourage their participation.<br />

It is imperative that this process continue <strong>and</strong> that local resident’s feel that they are involved in the project<br />

<strong>and</strong> that their views <strong>and</strong> concerns are being adequately considered as input into the project planning <strong>and</strong><br />

implementation process.<br />

During the construction phase it is recommended that the Contractor discloses information regarding<br />

construction progress to the stakeholders in collaboration with EEPCo <strong>and</strong> local authorities. Grievance<br />

resolution mechanisms should be put in place to ensure that potential problems are addressed promptly <strong>and</strong><br />

efficiently.<br />
