households, persons with disability, the elderly, <strong>and</strong> the poorest of the poor).<br />
<strong>III</strong> <strong>Social</strong>-Community Development Project: The communities in the project area will be affected<br />
directly <strong>and</strong> indirectly by the project <strong>and</strong> these effects require commensurate mitigation, compensation<br />
<strong>and</strong> social development measures. These measures include: public health intervention, improving clean<br />
water supply <strong>and</strong> rural access roads, veterinary clinics <strong>and</strong> range development <strong>and</strong> management, etc.<br />
IV Replacement of Affected Infrastructure <strong>and</strong> <strong>Social</strong> Services (Reservoir): The associated cost to<br />
establish a boat service to replace the affected nine river crossings sites has been estimated <strong>and</strong><br />
included in the environment cost. Considering the fluctuation of water level of the reservoir (up to 90<br />
m), a permanent infrastructure (wharf) will also be constructed at each boat service site.<br />
V Construction of a bridge across the <strong>Gibe</strong>: Established river crossing sites (across the <strong>Gibe</strong> <strong>and</strong> Omo<br />
Rivers) used by the agro-pastoral communities from Hadiya will be submerged. Therefore, to<br />
compensate for this loss it is recommended to construct a bridge at one of their major crossing site<br />
across the <strong>Gibe</strong> River <strong>and</strong> the associated cost has been estimated <strong>and</strong> included.<br />
VI Cultural Property Protection <strong>and</strong> Promotion: As a compensation measures for the partial loss of the<br />
historical sites known as King Ijajo Kella of Wolayita <strong>and</strong> King Halala Walls of Dawro, EEPCO will<br />
financially assist ARCCH <strong>and</strong> the Information <strong>and</strong> Culture Bureau of SNNPR to properly study,<br />
document <strong>and</strong> register these sites as parts of Ethiopian cultural heritage sites. The financial assistance<br />
also includes the establishment of view points (at two representative sites) <strong>and</strong> information centres<br />
(with associated services for tourists).<br />
4 Training <strong>and</strong> Study Tour<br />
Cost of training to strengthen EMU’s capability in the area of environmental management <strong>and</strong> monitoring<br />
<strong>and</strong> international study tour to hydroelectric plant sites.<br />
In an effort to strengthen institutional capacity <strong>and</strong> environmental awareness, seminars, workshops <strong>and</strong> study<br />
tours to be organised under this project shall also be open for individuals from concerned ministries <strong>and</strong><br />
agencies such as Federal MWR, EPA, Oromiya’s office of <strong>Environmental</strong> protection, Regional Bureau of<br />
Agriculture <strong>and</strong> Rural Development, Regional <strong>and</strong> Wereda level Environment departments, etc. The<br />
objectives of the seminar-workshops are to ensure environmental awareness, knowledge <strong>and</strong> skill for the<br />
implementation of this ESMP.<br />
5 Capacity Building <strong>and</strong> Procurement<br />
Cost to cover the establishment of a fully furnished <strong>and</strong> equipped monitoring station <strong>and</strong> a mobile laboratory<br />
has been included.<br />
6 <strong>Environmental</strong> Monitoring<br />
To ensure that monitoring is adequately funded, costs to carryout a comprehensive environmental monitoring<br />
plan has been included. This will provide the basis for rational management decisions regarding impact<br />
control.<br />
I Baseline Monitoring: A monitoring regime will begin at the earliest convenience to be established<br />
against which changes during construction, <strong>and</strong> on into operation, can be assessed. EEPCO will set-up<br />
