The RE will be responsible for establishing procedures <strong>and</strong> mechanisms for effective environmental<br />

management <strong>and</strong> monitoring <strong>and</strong> will ensure that these are fully incorporated in, <strong>and</strong> integrated with, the<br />

overall construction supervision <strong>and</strong> monitoring framework. This aspect will cover matters such as the<br />

development of checklists of key points which will be monitored on a routine basis during construction <strong>and</strong><br />

reporting mechanisms for ensuring that appropriate remedial action is taken, should monitoring reveal that<br />

this is necessary.<br />

Particular attention will be paid to establishing procedures whereby emergency action can be taken by site<br />

staff in the event of actions which may cause immediate <strong>and</strong> significant environmental damage, for example<br />

problems associated with contamination of l<strong>and</strong>, groundwater or surface water through inappropriate<br />

h<strong>and</strong>ling of contaminating substances.<br />

It is recommended that an <strong>Environmental</strong> Inspector (EI) be appointed as a member of the construction <strong>and</strong><br />

also supervision team. The <strong>Environmental</strong> Specialist would be responsible for reviewing <strong>and</strong> commenting on<br />

environmental aspects of work plans prepared by the Contractor during the mobilization period, as well as in<br />

developing site environmental management procedures etc. in collaboration with the RE. During the<br />

construction period, the EI would provide advice <strong>and</strong> assistance to the RE, as <strong>and</strong> when required, on all<br />

aspects of environmental management. He would also be responsible for periodic overviews of<br />

environmental monitoring during the construction period <strong>and</strong> would report directly to the Engineer.<br />

As a Project Developer, EEPCo has the responsibility to be involved with the construction supervision team<br />

to see the implementation of this <strong>Environmental</strong> Management Plan. Therefore, EEPCo must establish a<br />

Project level <strong>Environmental</strong> Management Unit <strong>and</strong> assign a responsible person to coordinate the<br />

environmental management activities.<br />

10.4 Post-Construction/Operation Phase<br />

Continued enjoyment of the benefits arising from implementation of the project will only be achieved if<br />

effective environmental management is carried out in a timely manner. Table 10.1 sets out, in summary<br />

form, the environmental management measures to be taken with regard to controlling the potential impacts<br />

which might occur during the pre-construction, construction <strong>and</strong> operational phases of the Project. The Table<br />

also indicates the institutional arrangement (who is responsible for taking the recommended actions) for the<br />

execution of the mitigation, management <strong>and</strong> monitoring plan. However, EEPCo, as a Project Developer of<br />

this project, has the overall responsibility for the coordination <strong>and</strong> implementation of this <strong>Environmental</strong><br />

Management Plan. EEPCo is responsible to coordinate environmental management <strong>and</strong> monitoring activities<br />

<strong>and</strong> preparation of regular status reports.<br />
