10 ENVIRONMENTAL MANAGEMENT PLAN<br />

10.1 General Considerations<br />

In order to be effective, environmental management must be fully integrated with the overall project<br />

management effort at all levels, which itself should be aimed at providing a high level of quality control,<br />

leading to a project which has been properly designed, constructed working properly <strong>and</strong> efficiently<br />

throughout its life.<br />

An <strong>Environmental</strong> <strong>and</strong> <strong>Social</strong> Management Plan has been prepared <strong>and</strong> presented in a separate report. This<br />

chapter summarise the recommended plan.<br />

10.2 Pre-Construction Phase<br />

Prior to contractor mobilization <strong>and</strong> the commencement of construction, environmental management will be<br />

concerned with the following principal groups of activities (See Table 10.1):<br />

• Ensuring that all government <strong>and</strong> funding agency requirements <strong>and</strong> procedures relating to ESIA are<br />

complied with.<br />

• Implementation of l<strong>and</strong> <strong>and</strong> property acquisition procedures including the payment of compensation.<br />

• Ensuring that the project designs <strong>and</strong> specifications incorporate appropriate measures to minimise<br />

negative impacts <strong>and</strong> to enhance beneficial impacts.<br />

• Ensuring that the appropriate environmental protection clauses have been included in the contract<br />

documents to allow control of actions by the contractor which are potentially damaging to the<br />

environment.<br />

The above activities will have to be carried out as part of the preparation of contract documents for the<br />

project.<br />

EEPCo is responsible for submitting the ESIA to <strong>Environmental</strong> <strong>Impact</strong> statement (ESIA Report) <strong>and</strong> other<br />

competent authorities for evaluation <strong>and</strong> issuing clearance according to the national procedures.<br />

10.3 Construction Phase<br />

Most of the project environmental management activities will be carried out during the construction phase,<br />

since this is when most impacts can be expected to arise. Management will very largely be concerned with<br />

controlling impacts which may result from the actions of the Contractor, through enforcement of the<br />

construction contract clauses related to protection of the environment as a whole <strong>and</strong> of the components<br />

within it. In this respect, it is important to recognize that successful mitigation of construction impacts can<br />

only be achieved if the environmental protection measures, as set out in the construction contract, are<br />

properly enforced.<br />

The overall/primary responsibility for construction supervision <strong>and</strong> contract management, <strong>and</strong> therefore for<br />

environmental management during construction, will lie with the Engineer. The Resident Engineer (RE) will<br />

have executive responsibility for ensuring that all site environmental management <strong>and</strong> monitoring aspects are<br />

dealt with promptly <strong>and</strong> properly. The site supervision staff will be responsible for environmental<br />

management <strong>and</strong> monitoring, <strong>and</strong> their role in the management chain is crucial if effective impact control is<br />

to be achieved.<br />
