• Provision of compensations for those people <strong>and</strong> institutions that will be affected by the project.<br />

• Contribute to improve the health service in the area.<br />

• Construct two bridges that connect the people of Wolayita <strong>and</strong> Dawro are proposed at two different<br />

places i.e. one bridge located on the main road <strong>and</strong> the other one near to the dam site. In addition to<br />

these bridges, other accessible roads that connect the remaining communities living in both banks of<br />

the river should be constructed at different places so that the affected people could retain their social<br />

interactions <strong>and</strong> also maintain their income from trade relations.<br />

• Implementation of h<strong>and</strong> pump small scale irrigation schemes will enable the farming community to<br />

produce more from a small area of l<strong>and</strong> <strong>and</strong> the people will benefit from the introduction of such<br />

irrigation schemes.<br />

• Introduction of modern fishing mechanisms.<br />

• Introduction of Improved cattle feed.<br />

• Introduce boat transportation.<br />

8.5 Results of Downstream Areas Consultation<br />

The downstream part of the project is entirely located within SNNP Regional State. Implementation of the<br />

Project will affect a total of four weredas located within, South Omo zone. Consultation meetings were held<br />

with representatives of the ethnic groups resented in the project area <strong>and</strong> also with the wereda <strong>and</strong> zonal<br />

administration offices.<br />

The view of zonal office was taken from the Agriculture <strong>and</strong> Rural Development office of South Omo zone.<br />

Among the four weredas that will be affected by the project, three of them are included in the sampling of<br />

the consultative meetings <strong>and</strong> this large size sampling provided an exhaustive list of the impacts of the<br />

project <strong>and</strong> their mitigation measures. In the downstream parts of the project, a total of 7 ethnic groups are<br />

consulted.<br />

8.5.1 Views of Local Administrations<br />

Positive <strong>Impact</strong>s<br />

The project makes significant contribution to the development of the country <strong>and</strong> it will enable the areas to<br />

have access for electricity.<br />

Negative <strong>Impact</strong>s<br />

The project will affect socio-economic <strong>and</strong> environment of the wereda <strong>and</strong> particularly livelihood of the<br />

ethnic groups residing on the floodplain of the river. A substantial decline in the production of crop <strong>and</strong><br />

fishing will be encountered <strong>and</strong> this may result in serious shortage of food <strong>and</strong> other related problems,<br />

shortage of grazing l<strong>and</strong> <strong>and</strong> livestock feed are the expected to be negatively affected by the project.<br />

Proposed Mitigation Measures<br />

The expansions of small scale irrigation which can be operated by diesel or wind pump as well as creating an<br />

artificial lake to sustain <strong>and</strong> improve fish production can restore the income that could be lost due to the<br />

implementation of the project.<br />
