• increased human <strong>and</strong> livestock health hazards,<br />

• submergence of river-crossings points which will disrupt communication <strong>and</strong> exchange between<br />

communities on both sides of the river, <strong>and</strong><br />

• threats <strong>and</strong> damage to historical <strong>and</strong> cultural sites.<br />

These effects require commensurate mitigation, compensation <strong>and</strong> social development measures.<br />

Accordingly, it is recommended EEPCo to implement the following social development project as a<br />

compensation measures:<br />

• public health interventions,<br />

• improving clean water supply <strong>and</strong> rural access roads,<br />

• livestock feed resources <strong>and</strong> veterinary clinics,<br />

• boat services at river crossing points, <strong>and</strong><br />

• protection <strong>and</strong> promotion of historical <strong>and</strong> cultural resources.<br />

In formulating these social development plans, we have taken into account a number of basic principles<br />

including the following:<br />

• The views <strong>and</strong> concerns of PAPs <strong>and</strong> local government officials elicited through public<br />

consultations,<br />

• National <strong>and</strong> International policy, legal, <strong>and</strong> institutional frameworks, guidelines <strong>and</strong> best practices<br />

on compensation, rehabilitation <strong>and</strong> income restoration, <strong>and</strong><br />

• The principle of partnership <strong>and</strong> coordination in implementation, that is, while EEPCO will take the<br />

lead role in terms of funding <strong>and</strong> coordinating the income restoration <strong>and</strong> community development<br />

measures, implementation will be based on partnership with various government agencies, NGOs,<br />

community based organisations <strong>and</strong> PAPs.<br />
