OPERATIONS MANUAL<br />

APPLICABILITY:<br />

To all aerodrome operators, who intend to compile an aerodrome operations manual as per <strong>Civil</strong> <strong>Aviation</strong><br />

Regulations (CAR) Part 139.02.3 requirements.<br />

This document is applicable to all <strong>South</strong> <strong>African</strong> aerodromes from category 3 and above as per CAR, Part<br />

139.02.3.<br />

TERMS OF REFERENCE:<br />

The intent of this manual “<strong>Guidelines</strong> <strong>for</strong> an operations manual” is to serve as a guideline only and as such may<br />

not be used, as a standard, <strong>for</strong> the installation, operation and maintenance of an Aerodromes <strong>Civil</strong>, electrical and<br />

navigational Aids.<br />

PURPOSE<br />

1. The purpose of this document is to assist airport authorities in developing an aerodrome operations manual<br />

and at the same time ensure uni<strong>for</strong>mity in the development of such operations manual. It also ensures that<br />

there are appropriate procedures in place to address and achieve the required safety standard. It is not<br />

intended that these guidelines limit or regulate the operation of an aerodrome.<br />

2. This document is provided <strong>for</strong> in<strong>for</strong>mation and guidance purposes. It may describe an example of an<br />

acceptable means, but not the only means, of demonstrating compliance with regulations and standards with<br />

respect to development of Aerodrome Operations Manual.<br />

1 GENERAL INFORMATION<br />

1.1 Layout of the Aerodrome Operations Manual<br />

1.1.1 Font to be used<br />

1.1.6 Please note the once the <strong>AOM</strong> has been approved by the SACAA please attach that letter of approval to<br />

the <strong>AOM</strong> it can be an Annexure or be at the 1 st page of the manual.<br />

1.1.7 Copy of an aerodrome license shall be attached on the page 2 of the manual.<br />

1.2 Introduction<br />

1.2.1 A statement that the manual complies with all applicable CAR’s,<br />

1.2.2 A statement that the manual contains operational instructions that are to be complied with.<br />

1.3 Organisation and responsibilities<br />

1.3.1 Organisational Structure<br />

A description of the organisational structure i.e. general organisational structure and Operations<br />

organogram showing lines of reporting pertaining to safety of the aerodrome.<br />

1.3.2 Post holders refer to CAR 139.02.5<br />

The name of each post holder responsible <strong>for</strong> safety of the aerodrome. A description of their functions,<br />

responsibilities and authorities pertaining to safety.<br />

1.4 Particulars of the aerodrome<br />

1.4.1 The particulars of the aerodrome must include, but not limited to the following:<br />

a) Name of the Aerodrome<br />

b) Physical and postal address<br />

c) Contact details<br />

1.5 Document control, amendments and distribution procedure<br />

The above procedure must include but (IS) not limited (TO):<br />

1.5.1 Identification of documents to be controlled<br />

1.5.2 Control, approval and distribution of relevant documents (to stakeholders and employees) amendments<br />

prior to issue;<br />

1.5.3 Removal of obsolete documents from use; and<br />

1.5.4 Periodically review and update and revision procedures<br />

1.5.5 A statement that handwritten amendments are not permitted.<br />

1.6 Procedures Format<br />

1.6.1 Procedure must include, but (IS) not limited to the following:<br />

a) Title<br />

b) Purpose (outline the objective of the procedure)<br />

c) Scope (what the procedure applies to)<br />

d) Responsibility (Who is responsible <strong>for</strong> what?)<br />

e) Procedure (How, What and When is actually done to ensure compliance?)<br />

f) Records (what records? For example checklists, <strong>for</strong>ms, reports etc.)<br />

2. PARTICULARS OF THE AERODROME SITE<br />

2.1 Particulars of the aerodrome site, includes the following:<br />

(a) A plan of the aerodrome showing the main aerodrome facilities <strong>for</strong> the operation of the aerodrome,<br />

(b) A plan of the aerodrome showing the aerodrome boundaries,<br />

(c) A plan showing the distance of the aerodrome from the nearest city, town or other populous area and the<br />

location of any aerodrome facilities and equipment outside the boundaries of the aerodrome,<br />

(d) Particulars of title of:<br />

• The aerodrome site; or<br />

• (If the boundaries of the aerodrome are not defined in the documents of title – particulars of title of, or<br />

interest in, the property on which the aerodrome is located and a plan showing the boundaries and<br />

position of the aerodrome.<br />

3. PARTICULARS OF THE AERODROME OPERATING PROCEDURES<br />

3.1 Aerodrome Rescue and Fire Fighting Services; Part 139.02.07<br />

3.1.1 Particulars about the aerodrome Rescue and Fire Fighting Services:<br />

(a) Total number of firefighting personnel available <strong>for</strong> rescue and firefighting services during normal<br />

aerodrome operational hours,<br />

(b) The number of additional Rescue personnel available <strong>for</strong> rescue work during an aircraft accident,<br />

(c) Number of shifts providing these services on the aerodrome,<br />

(d) Total number and type of fire fighting vehicles,<br />

(e) Total carrying capacity of these individual fire fighting vehicles,<br />

(f) Total discharge rates of these individual vehicles, including complimentary agent,<br />

(g) Number of staffing per individual fire fighting vehicle,<br />

(h) A list of all rescue equipment carried on the fire fighting vehicles,<br />

(i) Name and telephone number of responsible person co-coordinating these services,<br />

(j) Procedure to check the firefighting appliances <strong>for</strong> operational status, and<br />

(k) Record keeping of the check results and where it is kept.<br />

3.2 Aerodrome emergency plan: Part 139.02.6<br />

A separate emergency procedure manual as well as an airport security manual is required. See<br />

part 139.02.6. The following must be included in the operational manual.<br />

3.2.1 Particulars of the aerodrome emergency plan, including the following:<br />

(a) Plans <strong>for</strong> dealing with emergencies or possible emergencies on or near the aerodrome that are caused by<br />

or may affect aircraft operations,<br />

(b) Details of tests <strong>for</strong> aerodrome facilities and equipment to be used in emergencies, including the frequency<br />

of those tests,<br />

(c) Details of exercises to test emergency plans, including the frequency of those exercises,<br />

(d) Arrangement <strong>for</strong> reviewing the effectiveness of responses in emergencies or exercises,<br />

(e) The establishment of n aerodrome emergency committee to deal with emergencies and organise training<br />

and other preparation <strong>for</strong> emergencies,<br />

(f) A list of the organisations represented on the emergency committee and the powers and function of the<br />

committee.<br />

3.3 Aerodrome Lighting Part 139.01.5<br />

3.3.1 Particulars of the inspection and maintenance procedures of the aerodrome electrical distribution and<br />

lighting system:<br />

(a) The procedure <strong>for</strong> carrying out inspections on the electrical distribution system and the completion of the<br />

inspection check list,<br />

(b) The procedure and method of recording the inspection results and the procedure of corrective action to be<br />

taken with regards critical and non-critical items,<br />

(c) The procedure <strong>for</strong> carrying out routine maintenance,<br />

(d) The procedure <strong>for</strong> carrying out emergency maintenance and repairs,<br />

(e) The procedure of testing the secondary power supply if available. The type of system in operation and the<br />

method of change over,<br />

(f) The names and telephone numbers of responsible persons <strong>for</strong> the switching of High Tension distribution<br />

switchgear,<br />

(g) Names and telephone numbers of the personnel responsible <strong>for</strong> the maintenance and repairs of the<br />

electrical distribution system during normal working hours, and<br />

(h) Names and designations of personnel responsible <strong>for</strong> the repairs of the electrical distribution system after<br />

normal working hours.<br />

3.4 Notification of aerodrome data and in<strong>for</strong>mation: Part 139.02.9<br />

3.4.1 Particulars of the procedures <strong>for</strong> the reporting of the following,<br />

(a) Any changes in the aerodrome data and in<strong>for</strong>mation as set out in the AIP.<br />

Method of reporting and recording the of notifications of the changes, during normal working hours as well<br />

as after hours,<br />

(b) The names and designations of the persons who are responsible <strong>for</strong> notifications of the changes and the<br />

telephone numbers <strong>for</strong> contacting persons during and after working hours,<br />

(c) The department name and telephone numbers, at CAA where any change in the data and aerodrome<br />

in<strong>for</strong>mation must be reported to.<br />

3.5 Control of access into restricted areas: Part 139.02.26 and 139.02.29<br />

3.5.1 Particulars of the methods and procedures <strong>for</strong> the preventing of unauthorised entry of persons, vehicles,<br />

equipment, plant or animals, or other things into the aerodrome area which must include the following:<br />

(a) The method of control and procedures of prevention of access to the aircraft maneuvering area,<br />

(b) The method of control and procedures of prevention of access to the Runways and taxiways,<br />

(c) The method and procedures of control of vehicle required <strong>for</strong> aircraft operations onto the apron area,<br />

(d) The procedures of two way radio operations to limit access to the above mentioned areas.<br />

3.6 Aerodrome inspections by aerodrome operator:<br />

(a) The arrangement <strong>for</strong> carrying out inspections during and outside the normal hours of aerodrome<br />

operation,<br />

(b) The means of communicating with Air Traffic Control during an inspection, if applicable;<br />

(c) The arrangement <strong>for</strong> keeping an inspection logbook and the place where the logbook is kept;<br />

(d) Details of the intervals at which the inspections are carried out and the times of the inspections,<br />

(e) Details of the inspection checklist,<br />

(f) the arrangement <strong>for</strong> reporting the result of the inspections and <strong>for</strong> taking prompt follow up action to ensure<br />

correction of unsafe conditions,<br />

(g) The names and roles of the managers, who are responsible <strong>for</strong> the inspections and the telephone<br />

numbers <strong>for</strong> contacting those persons during and after working hours,<br />

(h) If the maintenance is to be carried out by contractors, then the ops manual must indicate as such and the<br />

name of the responsible person and it must be reflected in the ops manual.<br />

3.7 Aerodrome works safety: Part 139.02.20<br />

3.7.1 Particulars of the procedures <strong>for</strong> planning and safely carrying out works (including works which may have<br />

to be carried out at short notice) on, or in the vicinity of, the movement area, that may extend above an<br />

obstacle limitation surface, including the following:<br />

(a) The arrangement <strong>for</strong> communicating with Air Traffic Control during the carrying out of the works,<br />

(b) The names and telephone numbers and roles of the persons and organisations responsible <strong>for</strong> carrying<br />

out the works, and the arrangements <strong>for</strong> contacting those persons and organisations at all times,<br />

(c) The names of the aerodrome fixed base operators and aircraft operators who are to be notified of the<br />

works, and the telephone numbers <strong>for</strong> contacting those operators during and after working hours,<br />

(d) The distribution list <strong>for</strong> method of working plans, if required,<br />

(e) Description of work,<br />

(f) Permit control system,<br />

(g) Accompany procedures to workplace,<br />

(h) Access and vacate procedure with ATC,<br />

(i) Responsible person (in writing) to inspect and confirm runway safe and clean after construction workers<br />

vacated.<br />

3.8 Aircraft parking control: Part 139.01.18<br />

3.8.1 Particulars of the procedures <strong>for</strong> aircraft parking control, if established, including the following:<br />

(a) The arrangement <strong>for</strong> allocating the aircraft parking positions,<br />

(b) The arrangement <strong>for</strong> initiating engine start and ensuring clearances <strong>for</strong> aircraft Push-back,<br />

(c) An inventory and the description of any visual docking guidance system used at the aerodrome if<br />

applicable,<br />

(d) Type of electronic Docking system to be described.<br />

3.9 Airside vehicle control: Part 139.01.28 and 139.02.29<br />

3.9.1 Particulars of the procedure <strong>for</strong> the control of surface vehicles operating on, or in the vicinity of, the<br />

movement area, including the following:<br />

(a) Details of the applicable traffic rules (including speed limits and the means of en<strong>for</strong>cement of the rules,<br />

(b) The method of instructing and testing drivers in relation to the applicable traffic rules.<br />

3.10 Bird hazard management: Part 139.02.8<br />

3.10.1 Particulars of the procedure to deal with danger to aircraft operations caused by the presence of birds on<br />

or in the vicinity of the aerodrome (‘bird hazard”) including the following:<br />

(a) The arrangement <strong>for</strong> assessing any bird hazard,<br />

(b) The arrangement <strong>for</strong> the removal of any bird hazard,<br />

(c) The names and roles of the persons responsible <strong>for</strong> dealing with bird hazard, and the telephone numbers<br />

<strong>for</strong> contacting those persons during and after working hours.<br />

3.11 Obstacle control: Part 139.01.33<br />

3.11.1 Particulars setting out the procedures:<br />

(a) For monitoring the obstacle limitation surfaces <strong>for</strong> obstacles,<br />

<strong>TGM</strong> <strong>for</strong> Aerodrome Operations Manual 22 JULY 2011 Page 6 of 15


(b) For monitoring building developments (in relation to heights of buildings and other structures) within the<br />

horizontal limits of the obstacle limitation surfaces,<br />

(c) For notifying CAA of the nature and location of obstacles.<br />

3.12 Supply of fuel to aircraft part 139.01.25<br />

3.12.1 Aerodrome operator shall document and implement a procedure <strong>for</strong> supply of fuel to aircraft.<br />

3.13 Apron cleaning and FOD Removal. ICAO Doc 9137_an/898<br />

3.13.1 Aerodrome operator shall document and implement a procedure <strong>for</strong> cleaning and FOD Removal.<br />

3.14 Disabled aircraft removal:<br />

3.14.1 Particulars of the procedures <strong>for</strong> removing an aircraft which is disabled on or near the movement area<br />

except in an emergency, including the following:<br />

(a) The roles of the aerodrome operator and the holder of the aircraft’s certificate of registration,<br />

(b) The arrangement <strong>for</strong> notifying the holder of the certificate of registration,<br />

(c) The arrangement <strong>for</strong> liaising with Air Traffic Control,<br />

(d) The arrangement <strong>for</strong> obtaining equipment and persons to remove the aircraft,<br />

(e) The names and roles of the persons who are responsible <strong>for</strong> arranging <strong>for</strong> the removal of an aircraft which<br />

is disabled, and the telephone numbers <strong>for</strong> contacting those persons during and after hours.<br />

3.15 Handling of hazardous materials: Part 92.00.1 through 28<br />

3.15.1 Particulars <strong>for</strong> the procedure <strong>for</strong> the safe handling of hazardous materials on the aerodrome, including the<br />

following:<br />

(a) The names, telephone numbers and roles of the persons who are responsible <strong>for</strong> the storage and<br />

handling of the hazardous materials,<br />

(b) The arrangement <strong>for</strong> special areas on the aerodrome to be set up <strong>for</strong> the storage of flammable liquids<br />

(including aviation fuels) and any other hazardous materials,<br />

(c) The methods to be followed <strong>for</strong> the delivery, storage, dispensing and handling of these materials.<br />

NOTE: Hazardous material includes explosives, flammable liquids and solids, corrosive liquids, oxidising or<br />

infectious substances, gasses, poisons, magnetised and radioactive materials.<br />

3.16 Protection of radar and navigational aids: Part 139.02.30<br />

3.16.1 Particulars of the procedure <strong>for</strong> protection of radar’s and navigational aids located on the aerodrome to<br />

ensure that their per<strong>for</strong>mance will not be degraded, including the following:<br />

(a) The arrangement <strong>for</strong> the control of activities in the vicinity of the radar/s and navigational aid installations,<br />

(b) The arrangement <strong>for</strong> ground maintenance in the vicinity of these installations,<br />

(c) The arrangement <strong>for</strong> the supply and installation of signs warning of hazardous microwave radiation.<br />

3.17 Low visibility operations: Part 172<br />

3.17.1 Particulars of the procedure <strong>for</strong> the measurement of visibility along the runway and the procedure <strong>for</strong><br />

passing that in<strong>for</strong>mation to the Air Traffic Control, if required, including the following:<br />

(a) In relation to the procedures, the names and roles of the persons who are responsible <strong>for</strong> measuring the<br />

runway visual range and the telephone numbers <strong>for</strong> contacting those persons during and after working<br />

hours,<br />

(b) The arrangement <strong>for</strong> taking the measurement and <strong>for</strong> giving the result to the Air Traffic Control.<br />

4. PARTICULARS OF AERODROME REQUIRED TO BE REPORTED TO AERONAUTICAL<br />

INFORMATION SERVICES (AIS) FOR NOTIFICATION IN THE AIP<br />

4.1 Aerodrome general in<strong>for</strong>mation:<br />

a) the name of the aerodrome,<br />

b) the Province or region where the aerodrome is located,<br />

c) the geographic co-ordinates of the aerodrome reference point,<br />

d) the elevation of the aerodrome above sea level,<br />

<strong>TGM</strong> <strong>for</strong> Aerodrome Operations Manual 22 JULY 2011 Page 7 of 15


e) details of the aerodrome beacon,<br />

f) the name of the aerodrome operator and the address and telephone number at which the operator can be<br />

contacted at all times;<br />

4.2 Runway in<strong>for</strong>mation:<br />

a) the magnetic bearing of the runway and the runway number,<br />

b) the length , width and slopes of the runway; (cross-fall or camber slope)<br />

c) touch down area surface type,<br />

d) touch down area surface strength rating,<br />

e) the length of the clear-way,<br />

f) the length of the stop-way,<br />

g) the length and width of the graded and overall runway strips,<br />

h) the pavement surface type and its strength rating,<br />

i) the grading from the end of runway strip or clear-way to the critical obstacle,<br />

j) the supplementary take-off distances and associated gradients,<br />

k) The Aerodrome Obstacle Chart Type A if applicable.<br />

4.3 Infrastructure in<strong>for</strong>mation:<br />

4.3.1 List all other services available on the aerodrome that has not been covered in other parts.<br />

4.3.2 as visual aid system in<strong>for</strong>mation:<br />

a) The type of runway lighting and stand-by power, if any, <strong>for</strong> that lighting; and a detail description of<br />

type of essential supply systems. (Diesel or UPS),<br />

b) the type of approach lighting,<br />

c) The precision approach path indicator system, if applicable.<br />

4.3.3 as local in<strong>for</strong>mation, any other matters that relate to safety of aircraft using the aerodrome.<br />

5. AERODROME EMERGENCY MANAGEMENT SYSTEM<br />

Aerodrome Emergency Management System Manual of Procedure: Part 139.02.6 (This has to be a<br />

separate operations manual and referenced in the Aerodrome Operations Manual)<br />

5.1 Particulars of an aerodrome emergency management system manual of procedure must include<br />

the following:<br />

5.1.1 Emergency telephone numbers:<br />

a) Air traffic services,<br />

b) Rescue and firefighting services (fire departments),<br />

c) Police and security,<br />

d) Medical services;<br />

• Hospitals<br />

• Ambulances<br />

• Doctors – business/ residence<br />

e) Aircraft operators;<br />

f) Government authorities;<br />

g) <strong>Civil</strong> defence and others.<br />

5.1.2 Aircraft accident on the airport<br />

a) Action by air traffic control (airport control tower or flight in<strong>for</strong>mation service),<br />

b) Action by firefighting services,<br />

c) Action by police and security service,<br />

d) Action by airport authority;<br />

• Vehicle escort<br />

5.1.4 Malfunction of aircraft in flight (full emergency or standby):<br />

5.1.8 Incident on the airport.<br />

• An incident on the airport may require any or all of the actions detailed in 5.1.2, “Aircraft<br />

• Accidents on the airport.” Examples of incidents the airport authority should consider include<br />

• Fuel spills at the ramp, passengers loading bridge, and fuel storage area; dangerous goods<br />

• Occurrences at freight handling areas; collapses of structures; vehicle/ aircraft collisions; etc.<br />

5.1.9 Persons of authority – site roles<br />

To include but not limited to the following according to local requirements;<br />

a) On-airport;<br />

• Airport chief fire officer,<br />

• Airport authority,<br />

• Police and security – officer in charge,<br />

• Medical coordinator.<br />

b) Off airport;<br />

• Local chief fire officer,<br />

• Government authority,<br />

• Police and security – officer in charge.<br />

c) The on-scene commander must be appointed as required from within the pre-arranged mutual aid<br />

agreement.<br />

d) Experience indicates that confusion in identifying command personnel in incident situations is a serious<br />

problem. To alleviate this problem it is suggested that distinctive colored hard hats and vests or apparel<br />

with reflective lettering be worn by command personnel, <strong>for</strong> their easy identification. The following are the<br />

internationally recommended colors:<br />

Red: Chief Fire Officer<br />

Blue: Police Chief<br />

White: (red lettering) Medical Coordinator<br />

International orange: Airport administration<br />

Lime green: Transportation officer<br />

Dark brown: Forensic Chief<br />

6. AERODROME SECURITY MANUAL<br />

This needs to be a detachable annex or referenced to the Aerodrome Operations Manual<br />

6.1 The establishment of a Local Aerodrome Security Committee (LASC), including the establishment<br />

of an aerodrome security program (ASP): Part 139.<br />

a) Name and contact numbers of participants to the local aerodrome security committee (LASC),<br />

b) Roles and functions of each individual institution serving on the ASP; (airlines, aerodrome operators,<br />

aerodrome management etc.<br />

c) Frequency of LASC meetings,<br />

d) Procedure and frequency <strong>for</strong> testing of the functions of the ASP program.<br />

6.2 The establishment of an aerodrome emergency {Joint Operations Center (JOC)} or Emergency<br />

Operations Center (EOC)<br />

a) Location of the aerodrome JOC or EOC,<br />

b) Procedure according to which the JOC or EOC will be functioning; this should <strong>for</strong>m part of the ASP,<br />

c) Appointment of a coordinator <strong>for</strong> the JOC or EOC functions,<br />

d) A list of all participants to the JOC or EOC as well as their contact numbers, during normal operational<br />

hours as well as after aerodrome operational hours,<br />

e) Procedure to test the operations of the JOC or EOC and the method to identify and rectify discrepancies<br />

identified during such tests,<br />

g) Procedure to notify CAA of all incidents jeopardising or involving the integrity of airport security.<br />

6.3 The establishment of a communications network within the JOC or EOC:<br />

Aspects that needs to be considered:<br />

a) Provision of telephone and fax facilities,<br />

b) Provision of Radio facilities on all frequencies needed by participating institutions to the ASP,<br />

c) The provision of an internal communications system etc.<br />

d) Details and contact number of the responsible person <strong>for</strong> the procedure to check these systems, and the<br />

frequency thereof,<br />

e) Procedure <strong>for</strong> record keeping of these checks and where it is kept.<br />

6.4 Particulars of the aerodrome security procedure including the following:<br />

a) Procedures towards the prevention of unauthorised access to the airside of the aerodrome,<br />

b) Procedure and mechanism to establish a sterile area <strong>for</strong> departing passengers,<br />

c) Procedure <strong>for</strong> the screening of departing passengers,<br />

d) Procedure <strong>for</strong> the screening of air crew and aerodrome operators,<br />

e) Procedure <strong>for</strong> the segregation of screened and un-screened passengers,<br />

f) Procedure <strong>for</strong> the access of vehicles unto the airside and the screening of its occupants and contents,<br />

g) Procedure to identify aerodrome personnel operating within the airside. (Permit System),<br />

h) Procedure to ensure the integrity of the aerodrome security program is not jeopardised by unsafe/ or unscreened<br />

freight,<br />

i) Procedure to ensure freight accepted <strong>for</strong> transportation by air is rendered safe,<br />

j) Procedure <strong>for</strong> reporting unsafe freight to;<br />

• The airport authority<br />

• The <strong>Civil</strong> <strong>Aviation</strong> Authority<br />

• The airline involved<br />

k) Name an all hour contact number, of the person responsible <strong>for</strong> the airport security procedure.<br />

6.5 Aerodrome perimeter fence:<br />

a) The identification of the aerodrome boundaries,<br />

b) The protection of these boundaries by means of a perimeter fence,<br />

c) An indication of the type of fence incorporated to protect these boundaries,<br />

d) The number and identification method of gates within this fence,<br />

e) The method <strong>for</strong> allowing access through these gates,<br />

f) The procedure to ensure the integrity of the aerodrome fence,<br />

g) The frequency of aerodrome fence inspection and repair, if damaged,<br />

h) The procedure to record these inspections and the particulars of repairs,<br />

i) The protection method of storm-water drains or water streams that passes through underneath the<br />

aerodrome fence,<br />

j) Name and contact number of the person responsible <strong>for</strong> the upkeep of the aerodrome fence.<br />

7. QUALITY CONTROL SYSTEM<br />

7.1 Minimum standards <strong>for</strong> Quality Control System as prescribed in CAR 139.02.4:<br />

The Quality Control System should include the following essential elements in the internal quality<br />

assurance procedure as per CATS 139.02.4.<br />

7.2 A procedure that set out the level and frequency of the internal review CATS 139.02.4 (b)<br />

<strong>TGM</strong> <strong>for</strong> Aerodrome Operations Manual 22 JULY 2011 Page 12 of 15


7.2.1 Background of Internal Audits<br />

a) Internal audits are those conducted internally by the organisation, using its own trained staff, to evaluate<br />

the organization’s, or parts of the organisation's, per<strong>for</strong>mance. The results are used by management to<br />

confirm compliance with the documented standards and procedures to initiate corrective action when the<br />

standard is not met or preventive actions where there is potential <strong>for</strong> non-con<strong>for</strong>mance or non-compliance.<br />

b) Supplier/ Sub-contractors audits are carried out by an aerodrome on its suppliers or subcontractors.<br />

These audits are intended to satisfy the contracting organisation that the subcontractor meets the agreed<br />

requirements.<br />

7.2.1.1 Difference between audits and inspection<br />

a) Audit<br />

An audit is a methodical, independent, planned review used to determine how activities are being<br />

conducted, and compares results with how the activities should have been conducted according to<br />

established procedures and <strong>Civil</strong> <strong>Aviation</strong> Regulations Part 139. Audits are conducted <strong>for</strong> different<br />

purposes and have distinct identities that are defined<br />

b) Inspection<br />

An inspection is the act of observing, measuring, or testing one or more characteristics of a particular<br />

event or action. The primary purpose of an inspection is to verify:<br />

• that correct procedures and requirements are followed during an observed event or action;<br />

• that the end result con<strong>for</strong>ms to the specified requirements of the event or action.<br />

• this normally done by safety officers during daily inspections (civil, apron, electrical, etc.)<br />

7.2.1.2 This procedure must include, but not limited to the following:<br />

a) Frequency of the audit<br />

b) Person responsible <strong>for</strong> conducting the audits<br />

c) Audit Criteria - Policies, procedures or requirements used as a reference<br />

d) Audit Scope - Areas to be audited<br />

e) Audit Method – method <strong>for</strong> auditing the process<br />

7.2.1.3 Person responsible <strong>for</strong> conducting the audits and frequency of the audit:<br />

The auditor must be independent of the function, operation or group being audited (normally contacted by<br />

Safety Managers or Coordinators an annual basis or bi-annually to ensure compliance by the whole<br />

aerodrome / organisation to the <strong>Civil</strong> <strong>Aviation</strong> Regulation, Orgnisation’s policies and procedures.<br />

7.2.1.4 Audit Scope - Areas to be audited:<br />

To facilitate and ensure the audit is thorough, divide the organisation into audit components based on the<br />

organisation’s operational or functional structure. Dependent on the size of the organization the audit cycle<br />

might be greater than one year; however, eighteen months is the maximum. Schedule the audit within<br />

each component to allow enough flexibility <strong>for</strong> resources to be committed.<br />

7.3 Procedure <strong>for</strong> recording findings and communicate them to management {CATS 139.02.4(c)}<br />

7.3.1 The procedure must include:<br />

a) Method used to report audit findings<br />

b) Management of the area audited should be notified<br />

c) Targets dates <strong>for</strong> responding to audit findings.<br />

d) Agreed corrective and preventive actions<br />

e) Schedule <strong>for</strong> follow-up and the closure of the corrective and preventive actions.<br />

7.3.2 Records must be maintained by Aerodrome Operator <strong>for</strong> verification by SACAA inspectors. The<br />

record must be accurate, complete, reliable, and accessible.<br />

7.4 Procedure by which other quality indicators such as facility malfunction reports, incidents,<br />

occurrence, complaints and defects are brought into the quality Control System {CATS<br />

139.02.4(e)}:<br />

7.4.1 The procedure <strong>for</strong> reporting facility malfunctions and defects must include:<br />

• Method used <strong>for</strong> reporting facility malfunction or defect including <strong>for</strong>ms used <strong>for</strong> reporting,<br />

• Process followed when reporting a facility malfunction or defect including role players, and<br />

• Time frames <strong>for</strong> closing out facility malfunction or defect.<br />

7.4.2 The procedure <strong>for</strong> reporting incidents and accidents must include:<br />

Method used <strong>for</strong> reporting incident or accidents including <strong>for</strong>ms used <strong>for</strong> reporting,<br />

• Time frames <strong>for</strong> reporting accidents, and<br />

• Investigation of contributing factors (root cause), corrective actions (actions taken to correct the incidents)<br />

and preventive action (actions required to prevent recurrence of the incident or accident)<br />

7.4.3 The procedure <strong>for</strong> reporting complaints must include:<br />

• Method used <strong>for</strong> reporting complaints including <strong>for</strong>ms used <strong>for</strong> reporting<br />

• Process followed when logging a complaint<br />

• Time frames <strong>for</strong> closing out complaints<br />

7.5 Procedure <strong>for</strong> rectifying any deficiencies which may be found {CATS 139.02.4 (g)}<br />

7.5.1 This procedure to ensure that corrective actions are developed in response to findings, deviation or<br />

concerns identified. The procedure should include:<br />

• Method used to record the corrective action and preventive action;<br />

• Allocation and acceptance of ownership;<br />

• Monitoring each corrective action to verify timely and effective implementation and completion;<br />

• Regular reviews of root causes of all corrective actions.<br />

7.6 Procedure <strong>for</strong> management analysis and overview {CATS 139.02.4 (f)}<br />

7.6.1 Purpose of a management review is to review the Operational Quality Control System implemented at the<br />

aerodrome as well as to ensure its continuing adequacy, suitability and effectiveness. This should include<br />

an evaluation of the per<strong>for</strong>mance of the system, and should also address any decisions or actions<br />

necessary to improve system. It is an important tool used by Management to assess opportunities <strong>for</strong><br />

improvement hence continual improvement of the system.<br />

7.6.2 To further define the concepts of adequacy, suitability and effectiveness:<br />

a) Adequacy – Sufficient to satisfy a requirement. A quality management system should be capable of<br />

satisfying applicable requirements including those specified by the organization and regulations.<br />

b) Suitability – The quality of having properties that are right <strong>for</strong> the specific purpose.<br />

c) Effectiveness – Adequate to accomplish a purpose; producing the intended or expected result. A quality<br />

control system should enable the organization to meet its own needs and those of <strong>Civil</strong> <strong>Aviation</strong>.<br />

7.6.3 Management shall review organizational operational per<strong>for</strong>mance at planned intervals, i.e. annually,<br />

quarterly or even monthly.<br />

7.6.4 Inputs to Management review (agenda items) should include but not limited to:<br />

a) Results of the audits (internal and external-SACAA)<br />

b) Non con<strong>for</strong>mances raised internally.<br />

c) Status of corrective and preventive actions (<strong>for</strong> (a) & (b))<br />

d) Need <strong>for</strong> changes that could affect the Quality control System, example of changes in the procedures and policies<br />

e) Customer feedback<br />

f) Recommendation <strong>for</strong> improvement<br />

7.6.5 These topics should be considered as the minimum, it can be further modified or expanded, as necessary,<br />

to address any additional issues or considerations that the organization may have.<br />

7.6.6 Records of these reviews should be maintained. These records should include, as a minimum, the date of<br />

the review, participants in the review, Discussion of agenda items, and any decisions or actions that are<br />

required and implementation dates<br />
