The second Vatican Council has revolutionized the understanding
of the identity and mission of lay persons in the church. It is the direct
result of the new vision of the church as the People People of of God God, God as

Lumen Gentium no. 31 is an important text for the conciliar
understanding of lay persons. By virtue of baptism, the laity in their
own way, become sharers in the priestly, prophetic and kingly functions

Like Heaven, the laity are called to live in the world and to permeate
and to transform the temporal realities with the Spirit of the gospel.
Canons 204 and 208 of the 1983 Code describe the laity in terms of

The Holy Spirit bestows upon all the Christian faithful diverse
gifts and charisms and the pastors of the church have to recognize

and points out that all the Christian faithful are responsible for the
mission of Christ. The various consultative and participatory structures,
prescribed in the Code at the parish and diocesan level, enable the
laity to realize and to manifest their communion in the Church and
participation in the mission of the church.
A parish is a certain community of Christ’s Christ’s faithful faithful

The parish priest is to carry out his pastoral duties with the cooperation
of other priests, deacons and with the assistance of lay members of
Christ’s faithful (Can.519).
The expertise and experience of lay persons in financial matters
and civil law can be used for the efficient administration of the temporal
goods of the church at the parish and at the diocesan level. The parish
finance council (Can.537) and the diocesan finance council (Can.
492) are mandatory. The lay persons, by being members in the parish
pastoral council (Can. 536) and in the diocesan pastoral council
(Can.512) concretely express their communion and participation in
the mission and ministries of the church.
The 1983 Code points out various duties and responsibilities of
the laity. They have the most important duty of spreading the gospel
to all the people. This obligation is all the more insistent in
circumstances in which only through the laity, people are able to
hear the gospel and to know Christ (Can.225). The future of the world
and of the church depends of the family. The Christian family, which
is rightly called the domestic domestic church church – – ecclesia ecclesia ecclesia ecclesia ecclesia domestica domestica domestica domestica domestica –,
should be the effective agent of evangelization. The parents are the
first and primary educators of faith for their children.
The power power in the church is meant for service service. service The laity can
cooperate in the exercise of the power of governance in accordance
with the law (Can.129:2). “ Lay people who are found to be suitable,
are capable of being admitted by the Sacred Pastors to those

suitable lay persons, both men and women could be appointed as
judges on a collegiate tribunal (Can. 1421:2). Lay people who are
outstanding in the requisite knowledge, prudence and integrity could
offer assistance to the Pastors of the Church by their knowledge and
expertise (Can.228:2).
Lay persons are called to exercise delegated executive power of
governance both at the diocesan and at the parish level by being
members of diocesan pastoral council (C.511-514), diocesan finance
council (C.492),parish pastoral council (C.536) and parish finance
council (C.537). Any lay person, who is an expert in financial matters
and of truly outstanding integrity, can be appointed as the diocesan
financial administrator (C.494).Diocesan Chancellor and Vice-
Chancellor (C.482) and notary (C.483) could be lay people.
Lay persons must be suitable suitable for the offices to which they are
assigned (C.C. 149/1) and they must acquire the necessary knowledge
and skill needed for a particular function (C.1421/3).Lay people have
a duty to acquire the appropriate appropriate formation formation, formation which their role
demands so that they may conscientiously, earnestly and diligently
fulfil their role (C.231/1). It is clear that if lay persons are to participate
more actively and efficaciously in the triple office of the Church,
the Church should be prepared to set apart enough of financial
resources and sufficient number of trained personnel to provide
adequate formation to the laity. Lay persons as office holders are
expected to exhibit due prudence, honesty (C.228/2) and zeal and
diligence in fulfilling their functions. It should be also noted that lay
persons like other ecclesiastical office-holders need to be in
communion with the Church (C.149/1) and if they publicly defect
from the Catholic faith or from communion with the Church, they
lose offices by virtue of law itself (C.194/1).
With regard to the remuneration
remuneration remuneration of the laity, the Code points
out that lay persons who work for the church have a right to a worthy
remuneration. This includes the right, observing the prescriptions of
civil law, to an income appropriate to personal and family needs as
well as provision for retirement, social security and health insurance
(C.231/2). However, the new law makes an exception concerning

the acolytes and lectors who do not have such a right (C.230/1). The

and theology of Vatican II, contains noteworthy provisions for the
active and meaningful participation of the laity in the governing,
teaching and sanctifying office of the Church. These provisions need
to be seriously considered and duly implemented.
The laity have an important role to play in the life and mission
of the church. The clerics and the religious are to acknowledge and
promote the mission, which the laity, each for his or her part, exercises
in the church and in the world (Can.275.2). Lay persons can be
entrusted with ecclesiastical offices and functions which do not require
the exercise of the power of order. This is to be done not simply by
way of concession but by recognizing the dignity of lay persons and
their responsibility rooted in baptism for the one mission of Christ. Let
us keep in mind that “the church has not been truly established, and
is not yet fully alive, nor is it a perfect sign of Christ among men,

This year the Laity Sunday is celebrated on 01-07-2012. On
this day let us all pray in a special way for the laity that they become
deeply aware of the significant role they play in the life and mission
of the church. May Mary, the queen of the Apostle and the star of
evangelization, bless our laity in a special way.

Dear Sisters and Brothers in Christ,
Greetings of joy and peace from where we are to where you are
in Christ Jesus our Lord and Master!
God has moved the clergy and the religious in a pleasant way
on appointments and transfers. Praise Him and being with Him begin
again a new way of life, witness and service.
During the Year of Faith, let us dream and have visions for the
Local Church and others personally and collectively
a. Vicariate meetings could become more meaningful from
this year onwards towards total renewal
b. Pondicherry, Karaikal, Cuddalore, Tindivanam Vicars
Forane could initiate a series of sessions in the Archdiocesan
pastoral centre, TNBCLC centre, Vicariate headquarters for
the “Vicariate Pastoral Councils” inclusive of the Laity,
Religious and Clergy.
Instead of focusing too much on constructions which need to be
processed over the years, the clergy and the religious could focus on
pastoral and mission concerns which are weakened due to secular
forces.
May we be prepared for the Clergy Retreat in September, Junior
Clergy Examination, New Parish Priests Gathering, Diocesan Pastoral
Council Meeting and other concerns with full and active participation.

The census task needs to be taken up by all the vicars forane
with the clergy, the religious and the laity so that we could draw a
meaningful and fruitful pastoral-mission plan for the Archdiocese,
for joy and peace, renewal and progress.
Individual plans and works bring a lot of unwanted worries and
burden over the parish, institutions and the Diocese. Therefore the
clergy and the religious should consult the people, the companions
and the superiors and finally get the consent of the Archbishop or the
Provincial for any and every extra-ordinary undertakings even if it
is good. Otherwise we get into difficulties for which no body will
come to our rescue.
Let us take the path of Jesus Our Master and be strong with Him
to continue our life and mission.
Let our beloved Vicars Forane arrange for the vicariate meetings
in July on the following dates for a meaningful sharing on “Parish
Pastoral Vision”. The Vicar General and the Vicar for Clergy and
Religious will also participate in the meetings.

“We are what we repeatedly do. Excellence, then, is not an act,
but a habit”
No matter what you do in life, doing it well reaps great rewards.
No, this is not an article about great leadership qualities or great
results or the excellence achieved by great people. Instead, it is about
something more fundamental and more powerful – personal
excellence. As it has been said – “There is a person with whom you
spend more time than any other, a person who has more influence
over you, and more ability to interfere with or to support your growth
than anyone else. This ever-present companion is your own self.”
In his book, Stephen covey split “The 7 habits of highly effective
people” into two categories: Personal and interpersonal habits. He
felt that developing personal habits of effectiveness came first.
Communicating goals with another person isn’t useful unless you have
the discipline to act on those goals yourself. I think the fact that
personal excellence come first is too often understated. Many people
attempt to first solve external problems (relationships with friends,
financial success, career progress etc.) without even looking insideat
the very foundation-i.e. themselves-if you don’t have mastery over
yourself, how can you expect to succeed in mastering anything else?
Whether this concept of personal excellence is applied to your
ministry or your health, your relationships or your personal goals,
making a commitment to personal excellence in whatever you do
virtually guarantees a life of fulfillment, success and passion.
What does excellence have to do with anything? As with most
things in life, there suits we experience tend to be in proportion with
the quality of effort we put forth, it we give a half hearted effort, we
experience minimal results. If we give our absolute best, we will
always get excellent results (even if they aren’t what we initially
intended). Sometimes the results are BETTER than we expected. You
may wonder whether excellence really matters. Can’t you do
something “well enough” and call it good? Yes, and that’s not always
a bad thing to do. You can still get good results from good intentions
and adequate efforts. But the question you need to ask yourself in

every situation is, “Am I willing to settle for ‘good enough?’” If not,
you might want to change your approach.
Personal excellence is not about being a perfectionist but rather
doing your best: to surpass people’s expectations and may be even
your own, to do justice to your talents and abilities and to excel in
everything that you do. Many people around the world work hard,
but are never able to feel fully content with their lives. However,
those who do strive for personal excellence are not only able to feel
happy and satisfied with themselves and what they have achieved,
but they are also able to make a big impact on others as well. Personal
excellence is thus a principle, and it encompasses all good qualities,
but the only difference is that if you strive for excellence, you are
able to utilize such qualities at a level that is above the standards.
Many people are now beginning to realize the power of SELF
and are focusing on themselves in this increasingly complex and
dynamic world. While simple as a concept, good direction and
assistance on achieving personal excellence is hard to come by. Many
institution / organizations are working to bridge this gap. One such
institution is the ‘Xavier institute of Leadership’ which is conducting
personal excellence workshops to enable individuals to excel
personally. You may want to check their website www.xilindia.com

In summation: the important thing is to COMMIT to excellence
with whatever you do. Don’t clean your house because you “have to’.
Clean it out as if a neat house was of utmost importance in the grand
scheme of things. Clean it out as if you would rather be doing nothing
else in the world. Here’s some good advice for us from the Founder
of IBM. Thomas J. Waston (1874-1956), “If you want to achieve
excellence, you can get there today. As of this second, quit doing

IV. SC/ST Commission
1. Rally and Dharna in Delhi
The Dalit Christian / Dalit Muslim struggle for Scheduled Caste
status has gained considerable momentum now. Over the last many
years, there has been relentless struggle for this cause by the CBCI
office for SC/BC in collaboration with NCDC, NCCI and other
movements. There are many suits pending in the Honourable Apex
Court concerned with this matter. The Union Government is delaying
the justice by deliberately not filing its response on the suits in the
Apex Court and thereby purposely avoiding the hearing of the suits

on its merit. Recently one of the member organizations of NCDC has
also filed another petition in the Apex Court to expedite the existing
suits. It should be noted that Justice Ranganath Misra Commission
(National Commission for Religious and Linguistic Minorities) has
strongly recommended the deletion of Para 3 of the Constitution
(Scheduled Caste) Order 1950. Based on the Misra Commission
recommendations, the National Commission for Scheduled Castes and
the National Commission for Minorities have filed their reply in the
Apex Court recommending the same. But still the Congress led UPA
Government is unjustly and blatantly deviating from its commitment
to file reply in the court and to implement the Misra Commission
Report.
All the political parties in India support our cause, except the
Congress Party and BJP. The first UPA government led by the Congress
Party had accepted and committed in its manifesto to resolve the
Dalit Christian and Dalit Muslim issue, but conveniently ignored it
and denied justice to us in their tenure. The Second UPA has completely
forgotten and neglected us.
In a democratic country like India, continuous struggle of the
affected people is important to secure their rights. Therefore, we
propose to raise this issue strongly during forthcoming monsoon session
of Parliament within and outside the Parliament. Discussions have
been made with Members of Parliament and political parties and
commitments secured from them to raise the issue strongly in the
Parliament. So it is the responsibility of the Dalit Christians and Dalit
Muslims, as well as others who identify with this issue and support
this genuine cause, to raise our voices strongly and loudly outside the
Parliament and take our issue strongly to the civil society to create
substantial pressure on the Government. We, the entire Christians,
Muslims and other likeminded people have to use this opportunity to
expose the delay tactics of the Congress led Union Government and
demand our constitutional rights.
Along with the Dalit Christian movements, Reformative churches
and Muslim organizations we are organizing a rally and dharna in
