The second Vatican Council has revolutionized the understanding<br />

<strong>of</strong> the identity and mission <strong>of</strong> lay persons in the church. It is the direct<br />

result <strong>of</strong> the new vision <strong>of</strong> the church as the People People <strong>of</strong> <strong>of</strong> God God, God as<br />

refers to all the baptized- the clerics, the religious and the laity and<br />

brings out the equality and dignity <strong>of</strong> all the baptized and the<br />

Lumen Gentium no. 31 is an important text for the conciliar<br />

understanding <strong>of</strong> lay persons. By virtue <strong>of</strong> baptism, the laity in their<br />

own way, become sharers in the priestly, prophetic and kingly functions<br />

<strong>of</strong> Christ. The council points out the “secular “secular quality” quality” <strong>of</strong> <strong>of</strong> the the laity.<br />

Like Heaven, the laity are called to live in the world and to permeate<br />

and to transform the temporal realities with the Spirit <strong>of</strong> the gospel.<br />

Canons 204 and 208 <strong>of</strong> the 1983 Code describe the laity in terms <strong>of</strong><br />

The Holy Spirit bestows upon all the Christian faithful diverse<br />

them and channelize them for the mission <strong>of</strong> the church. The second<br />

Vatican Council insists on the participatory participatory nature nature <strong>of</strong> the church<br />

and points out that all the Christian faithful are responsible for the<br />

mission <strong>of</strong> Christ. The various consultative and participatory structures,<br />

prescribed in the Code at the parish and diocesan level, enable the<br />

laity to realize and to manifest their communion in the Church and<br />

participation in the mission <strong>of</strong> the church.<br />

A parish is a certain community <strong>of</strong> Christ’s Christ’s faithful faithful<br />

faithful (Can 515:1).<br />

The parish priest is to carry out his pastoral duties with the cooperation<br />

<strong>of</strong> other priests, deacons and with the assistance <strong>of</strong> lay members <strong>of</strong><br />

Christ’s faithful (Can.519).<br />

The expertise and experience <strong>of</strong> lay persons in financial matters<br />

and civil law can be used for the efficient administration <strong>of</strong> the temporal<br />

goods <strong>of</strong> the church at the parish and at the diocesan level. The parish<br />

finance council (Can.537) and the diocesan finance council (Can.<br />

492) are mandatory. The lay persons, by being members in the parish<br />

pastoral council (Can. 536) and in the diocesan pastoral council<br />

(Can.512) concretely express their communion and participation in<br />

the mission and ministries <strong>of</strong> the church.<br />

The 1983 Code points out various duties and responsibilities <strong>of</strong><br />

the laity. They have the most important duty <strong>of</strong> spreading the gospel<br />

to all the people. This obligation is all the more insistent in<br />

circumstances in which only through the laity, people are able to<br />

hear the gospel and to know Christ (Can.225). The future <strong>of</strong> the world<br />

and <strong>of</strong> the church depends <strong>of</strong> the family. The Christian family, which<br />

is rightly called the domestic domestic church church – – ecclesia ecclesia ecclesia ecclesia ecclesia domestica domestica domestica domestica domestica –,<br />

should be the effective agent <strong>of</strong> evangelization. The parents are the<br />

first and primary educators <strong>of</strong> faith for their children.<br />

The power power in the church is meant for service service. service The laity can<br />

cooperate in the exercise <strong>of</strong> the power <strong>of</strong> governance in accordance<br />

with the law (Can.129:2). “ Lay people who are found to be suitable,<br />

are capable <strong>of</strong> being admitted by the Sacred Pastors to those<br />

ecclesiastical ecclesiastical <strong>of</strong>fices <strong>of</strong>fices<br />

<strong>of</strong>fices and functions, which in accordance with the<br />

provisions <strong>of</strong> Law, they can discharge” (Can.228:1). Ministries for lay<br />

people were <strong>of</strong>ficially introduced in 1972 (Can.230). Qualified<br />

suitable lay persons, both men and women could be appointed as<br />

judges on a collegiate tribunal (Can. 1421:2). Lay people who are<br />

outstanding in the requisite knowledge, prudence and integrity could<br />

<strong>of</strong>fer assistance to the Pastors <strong>of</strong> the Church by their knowledge and<br />

expertise (Can.228:2).<br />

Lay persons are called to exercise delegated executive power <strong>of</strong><br />

governance both at the diocesan and at the parish level by being<br />

members <strong>of</strong> diocesan pastoral council (C.511-514), diocesan finance<br />

council (C.492),parish pastoral council (C.536) and parish finance<br />

council (C.537). Any lay person, who is an expert in financial matters<br />

and <strong>of</strong> truly outstanding integrity, can be appointed as the diocesan<br />

financial administrator (C.494).Diocesan Chancellor and Vice-<br />

Chancellor (C.482) and notary (C.483) could be lay people.<br />

Lay persons must be suitable suitable for the <strong>of</strong>fices to which they are<br />

assigned (C.C. 149/1) and they must acquire the necessary knowledge<br />

and skill needed for a particular function (C.1421/3).Lay people have<br />

a duty to acquire the appropriate appropriate formation formation, formation which their role<br />

demands so that they may conscientiously, earnestly and diligently<br />

fulfil their role (C.231/1). It is clear that if lay persons are to participate<br />

more actively and efficaciously in the triple <strong>of</strong>fice <strong>of</strong> the Church,<br />

the Church should be prepared to set apart enough <strong>of</strong> financial<br />

resources and sufficient number <strong>of</strong> trained personnel to provide<br />

adequate formation to the laity. Lay persons as <strong>of</strong>fice holders are<br />

expected to exhibit due prudence, honesty (C.228/2) and zeal and<br />

diligence in fulfilling their functions. It should be also noted that lay<br />

persons like other ecclesiastical <strong>of</strong>fice-holders need to be in<br />

communion with the Church (C.149/1) and if they publicly defect<br />

from the Catholic faith or from communion with the Church, they<br />

lose <strong>of</strong>fices by virtue <strong>of</strong> law itself (C.194/1).<br />

With regard to the remuneration<br />

remuneration remuneration <strong>of</strong> the laity, the Code points<br />

out that lay persons who work for the church have a right to a worthy<br />

remuneration. This includes the right, observing the prescriptions <strong>of</strong><br />

civil law, to an income appropriate to personal and family needs as<br />

well as provision for retirement, social security and health insurance<br />

(C.231/2). However, the new law makes an exception concerning<br />

the acolytes and lectors who do not have such a right (C.230/1). The<br />

and theology <strong>of</strong> Vatican II, contains noteworthy provisions for the<br />

active and meaningful participation <strong>of</strong> the laity in the governing,<br />

teaching and sanctifying <strong>of</strong>fice <strong>of</strong> the Church. These provisions need<br />

to be seriously considered and duly implemented.<br />

The laity have an important role to play in the life and mission<br />

<strong>of</strong> the church. The clerics and the religious are to acknowledge and<br />

promote the mission, which the laity, each for his or her part, exercises<br />

in the church and in the world (Can.275.2). Lay persons can be<br />

entrusted with ecclesiastical <strong>of</strong>fices and functions which do not require<br />

the exercise <strong>of</strong> the power <strong>of</strong> order. This is to be done not simply by<br />

way <strong>of</strong> concession but by recognizing the dignity <strong>of</strong> lay persons and<br />

their responsibility rooted in baptism for the one mission <strong>of</strong> Christ. Let<br />

us keep in mind that “the church has not been truly established, and<br />

is not yet fully alive, nor is it a perfect sign <strong>of</strong> Christ among men,<br />

This year the Laity Sunday is celebrated on 01-07-2012. On<br />

this day let us all pray in a special way for the laity that they become<br />

deeply aware <strong>of</strong> the significant role they play in the life and mission<br />

<strong>of</strong> the church. May Mary, the queen <strong>of</strong> the Apostle and the star <strong>of</strong><br />

evangelization, bless our laity in a special way.<br />

Dear Sisters and Brothers in Christ,<br />

Greetings <strong>of</strong> joy and peace from where we are to where you are<br />

in Christ Jesus our Lord and Master!<br />

God has moved the clergy and the religious in a pleasant way<br />

on appointments and transfers. Praise Him and being with Him begin<br />

again a new way <strong>of</strong> life, witness and service.<br />

During the Year <strong>of</strong> Faith, let us dream and have visions for the<br />

Local Church and others personally and collectively<br />

a. Vicariate meetings could become more meaningful from<br />

this year onwards towards total renewal<br />

b. <strong>Pondicherry</strong>, Karaikal, Cuddalore, Tindivanam Vicars<br />

Forane could initiate a series <strong>of</strong> sessions in the Archdiocesan<br />

pastoral <strong>centre</strong>, TNBCLC <strong>centre</strong>, Vicariate headquarters for<br />

the “Vicariate Pastoral Councils” inclusive <strong>of</strong> the Laity,<br />

Religious and Clergy.<br />

Instead <strong>of</strong> focusing too much on constructions which need to be<br />

processed over the years, the clergy and the religious could focus on<br />

pastoral and mission concerns which are weakened due to secular<br />

forces.<br />

May we be prepared for the Clergy Retreat in September, Junior<br />

Clergy Examination, New Parish Priests Gathering, Diocesan Pastoral<br />

Council Meeting and other concerns with full and active participation.<br />

The census task needs to be taken up by all the vicars forane<br />

with the clergy, the religious and the laity so that we could draw a<br />

meaningful and fruitful pastoral-mission plan for the <strong>Archdiocese</strong>,<br />

for joy and peace, renewal and progress.<br />

Individual plans and works bring a lot <strong>of</strong> unwanted worries and<br />

burden over the parish, institutions and the Diocese. Therefore the<br />

clergy and the religious should consult the people, the companions<br />

and the superiors and finally get the consent <strong>of</strong> the Archbishop or the<br />

Provincial for any and every extra-ordinary undertakings even if it<br />

is good. Otherwise we get into difficulties for which no body will<br />

come to our rescue.<br />

Let us take the path <strong>of</strong> Jesus Our Master and be strong with Him<br />

to continue our life and mission.<br />

Let our beloved Vicars Forane arrange for the vicariate meetings<br />

in July on the following dates for a meaningful sharing on “Parish<br />

Pastoral Vision”. The Vicar General and the Vicar for Clergy and<br />

Religious will also participate in the meetings.<br />

A life <strong>of</strong> Excellence<br />

“We are what we repeatedly do. Excellence, then, is not an act,<br />

but a habit”<br />

No matter what you do in life, doing it well reaps great rewards.<br />

No, this is not an article about great leadership qualities or great<br />

results or the excellence achieved by great people. Instead, it is about<br />

something more fundamental and more powerful – personal<br />

excellence. As it has been said – “There is a person with whom you<br />

spend more time than any other, a person who has more influence<br />

over you, and more ability to interfere with or to support your growth<br />

than anyone else. This ever-present companion is your own self.”<br />

In his book, Stephen covey split “The 7 habits <strong>of</strong> highly effective<br />

people” into two categories: Personal and interpersonal habits. He<br />

felt that developing personal habits <strong>of</strong> effectiveness came first.<br />

Communicating goals with another person isn’t useful unless you have<br />

the discipline to act on those goals yourself. I think the fact that<br />

personal excellence come first is too <strong>of</strong>ten understated. Many people<br />

attempt to first solve external problems (relationships with friends,<br />

financial success, career progress etc.) without even looking insideat<br />

the very foundation-i.e. themselves-if you don’t have mastery over<br />

yourself, how can you expect to succeed in mastering anything else?<br />

Whether this concept <strong>of</strong> personal excellence is applied to your<br />

ministry or your health, your relationships or your personal goals,<br />

making a commitment to personal excellence in whatever you do<br />

virtually guarantees a life <strong>of</strong> fulfillment, success and passion.<br />

What does excellence have to do with anything? As with most<br />

things in life, there suits we experience tend to be in proportion with<br />

the quality <strong>of</strong> effort we put forth, it we give a half hearted effort, we<br />

experience minimal results. If we give our absolute best, we will<br />

always get excellent results (even if they aren’t what we initially<br />

intended). Sometimes the results are BETTER than we expected. You<br />

may wonder whether excellence really matters. Can’t you do<br />

something “well enough” and call it good? Yes, and that’s not always<br />

a bad thing to do. You can still get good results from good intentions<br />

and adequate efforts. But the question you need to ask yourself in<br />

every situation is, “Am I willing to settle for ‘good enough?’” If not,<br />

you might want to change your approach.<br />

Personal excellence is not about being a perfectionist but rather<br />

doing your best: to surpass people’s expectations and may be even<br />

your own, to do justice to your talents and abilities and to excel in<br />

everything that you do. Many people around the world work hard,<br />

but are never able to feel fully content with their lives. However,<br />

those who do strive for personal excellence are not only able to feel<br />

happy and satisfied with themselves and what they have achieved,<br />

but they are also able to make a big impact on others as well. Personal<br />

excellence is thus a principle, and it encompasses all good qualities,<br />

but the only difference is that if you strive for excellence, you are<br />

able to utilize such qualities at a level that is above the standards.<br />

Many people are now beginning to realize the power <strong>of</strong> SELF<br />

and are focusing on themselves in this increasingly complex and<br />

dynamic world. While simple as a concept, good direction and<br />

assistance on achieving personal excellence is hard to come by. Many<br />

institution / organizations are working to bridge this gap. One such<br />

institution is the ‘Xavier institute <strong>of</strong> Leadership’ which is conducting<br />

personal excellence workshops to enable individuals to excel<br />

personally. You may want to check their website www.xilindia.com<br />

for more details.<br />

In summation: the important thing is to COMMIT to excellence<br />

with whatever you do. Don’t clean your house because you “have to’.<br />

Clean it out as if a neat house was <strong>of</strong> utmost importance in the grand<br />

scheme <strong>of</strong> things. Clean it out as if you would rather be doing nothing<br />

else in the world. Here’s some good advice for us from the Founder<br />

<strong>of</strong> IBM. Thomas J. Waston (1874-1956), “If you want to achieve<br />

excellence, you can get there today. As <strong>of</strong> this second, quit doing<br />

less-than-excellent work”. All the best in your quest! (Cf. Rohini D’Souza,<br />

thinks his anger to be unjust”. (Introduction to the Devout<br />

life, Part III, Ch.8).<br />

����� A popular motivational speaker was entertaining his<br />

audience.<br />

He Said: “The best years <strong>of</strong> my life were spent in the arms <strong>of</strong> a<br />

woman who wasn’t my wife!” The audience was in silence and shock.<br />

The speaker added: “And that woman was my mother!”<br />

(Laughter and applause)<br />

A week later, a top manager trained by the motivational speaker<br />

tried to crack this very effective joke at home. He was a bit foggy<br />

after a drink. He said loudly to his wife who was preparing dinner,<br />

“The greatest years <strong>of</strong> my life were spent in the arms <strong>of</strong> a woman who<br />

was not my wife!”<br />

The wife went; “ah!” with shock and rage.<br />

Standing there for 20 seconds trying to recall the second half <strong>of</strong><br />

the joke, the manager finally blurted out “....and I can’t remember<br />

who she was!”<br />

By the time the manager regained his consciousness, he was on<br />

IV. SC/ST Commission<br />

1. Rally and Dharna in Delhi<br />

The Dalit Christian / Dalit Muslim struggle for Scheduled Caste<br />

status has gained considerable momentum now. Over the last many<br />

years, there has been relentless struggle for this cause by the CBCI<br />

<strong>of</strong>fice for SC/BC in collaboration with NCDC, NCCI and other<br />

movements. There are many suits pending in the Honourable Apex<br />

Court concerned with this matter. The Union Government is delaying<br />

the justice by deliberately not filing its response on the suits in the<br />

Apex Court and thereby purposely avoiding the hearing <strong>of</strong> the suits<br />

on its merit. Recently one <strong>of</strong> the member organizations <strong>of</strong> NCDC has<br />

also filed another petition in the Apex Court to expedite the existing<br />

suits. It should be noted that Justice Ranganath Misra Commission<br />

(National Commission for Religious and Linguistic Minorities) has<br />

strongly recommended the deletion <strong>of</strong> Para 3 <strong>of</strong> the Constitution<br />

(Scheduled Caste) Order 1950. Based on the Misra Commission<br />

recommendations, the National Commission for Scheduled Castes and<br />

the National Commission for Minorities have filed their reply in the<br />

Apex Court recommending the same. But still the Congress led UPA<br />

Government is unjustly and blatantly deviating from its commitment<br />

to file reply in the court and to implement the Misra Commission<br />

Report.<br />

All the political parties in India support our cause, except the<br />

Congress Party and BJP. The first UPA government led by the Congress<br />

Party had accepted and committed in its manifesto to resolve the<br />

Dalit Christian and Dalit Muslim issue, but conveniently ignored it<br />

and denied justice to us in their tenure. The Second UPA has completely<br />

forgotten and neglected us.<br />

In a democratic country like India, continuous struggle <strong>of</strong> the<br />

affected people is important to secure their rights. Therefore, we<br />

propose to raise this issue strongly during forthcoming monsoon session<br />

<strong>of</strong> Parliament within and outside the Parliament. Discussions have<br />

been made with Members <strong>of</strong> Parliament and political parties and<br />

commitments secured from them to raise the issue strongly in the<br />

Parliament. So it is the responsibility <strong>of</strong> the Dalit Christians and Dalit<br />

Muslims, as well as others who identify with this issue and support<br />

this genuine cause, to raise our voices strongly and loudly outside the<br />

Parliament and take our issue strongly to the civil society to create<br />

substantial pressure on the Government. We, the entire Christians,<br />

Muslims and other likeminded people have to use this opportunity to<br />

expose the delay tactics <strong>of</strong> the Congress led Union Government and<br />

demand our constitutional rights.<br />

Along with the Dalit Christian movements, Reformative churches<br />

and Muslim organizations we are organizing a rally and dharna in<br />
