History of teaching and learning grants at ACU
This paper draws togethers what has been happening in ACU teaching and learning grants and those
gained from the ALTC over its life span, 2006-2011.
It has not been easy to find the ACU history of teaching grants. The history that has been able to put
together comes from some committee documents and the ACU Promoting Excellence Initiative Report
(2010) made to the Australian Learning and Teaching Council. One of the committee documents
captures a limited history of ACU teaching development grants and recommendations regarding these
grants (see Attachment 1). Many of the committee recommendations have been implemented through
the current ACU learning and teaching development grant guidelines, which have only been in force for
the last two years, that is, 2010 and 2011.
The ACU Promoting Excellence Initiative Report (2010) which is on the ACU website has a number of
things to say about teaching grants. The most important of these are included in the following
statements:
The internal grants program has also been reshaped to provide a coherent pathway, as depicted below.
1
Figure 1: Internal and external grants pathway
The guidelines have been revised to be consistent with those of ALTC, and staff have become aware that
they should be seeking internal grants as a foundation to build on for later ALTC proposals. The
application process has also been revised to incorporate better understanding of the guidelines. As a
result, the quality of proposals for internal grants has risen strikingly. We have noticed an improvement
in the standard of draft proposals for ALTC grants. The number of successful submissions to ALTC (in
which ACU is lead or partner institution) has risen to seven in 2010. The problem of ‘last-minute’
proposals bypassing the prescribed process which was mentioned in our 2009 report still exists, but is
reducing.
In addition to what is stated above regarding successful submissions, in 2011 there was a successful
ALTC grant application in which ACU is the lead institution. The final list of successful ALTC grants for
2011 is not available at the time of writing this paper, though the list available on the ALTC website has
no other ACU engagement in 2011 funded projects. A list of ALTC grants in which ACU is or has been
involved can be found at Attachment 2.
The PEI report also makes an assessment of the value of the changes made to ALTC teaching
development grant guidelines:
Nine applications were received for Teaching Development Grants in 2010, an increase over previous
years. The quality was much improved as a result of ADLT oversight and reference to ALTC guidelines.
ACU Teaching Development Grants
In 2011 there were five successful ACU Teaching Development Grants. In a couple of cases the grant
applications were strongly supported or driven by the Associate Dean Learning and Teaching, though
this was not the case in all the applications.
Prior to the development of the current guidelines and processes, ACU had a long history of small
grants. These grants appear to have gone to individuals or small teams (see Attachment 3). These small
grants have been replaced by the larger grants now available as Teaching Development Grants. There
are also some faculty grants, though the recipients are not found on the website.
Attachment 1
Meeting 4 June 2009
Part 2: Grants
ALTC conducts three grants programs: Competitive Grants, Leadership for Excellence in Learning and
Teaching, and Priority Projects. Calls for submissions are made annually. Projects are funded within the
range approximately $80,000 - $220,000, and are to be completed within one to two years. The
guidelines can be found from www.altc.edu.au .
ACU has to date made some successful grant submissions to ALTC both as lead organisation and
as a partner. However, our rate of success needs to be improved. We also need a more
considered process. A need has been identified to develop a process which will:
1. identify a greater number of potential grant ideas,
2. ensure that they are in line with University and Faculty priorities,
3. lead to the development of high quality submissions, and
4. enable suitable linkage with ACU’s Teaching Development Grants process.
Issues
1. At present there is no systematic way to ensure that proposals are in line with Faculty priorities and
follow a consistent direction.
2. Similarly, without Faculty/School involvement, there is no guarantee that the staff involved are
those most appropriate.
3. Discipline input and advice is needed to ensure that proposals are at the leading edge of their field,
e.g. that they build on the most up to date literature and take account of varied arguments, trends
of thought etc.
4. More systematic input from Faculties and Schools would ensure that the most suitable project
partners are selected from other universities, and would increase the gravitas of proposals.
5. A relatively small number of proposals is put up. Input from Faculties/Schools would help to spot
potential projects and nurture their development.
6. Some good project submissions have emerged from the present processes, but more are needed.
7. Some staff members have ideas for projects that would be better directed to other avenues for
funding or support; others are unaware that their work is suitable to seek funding from ALTC.
8. A more formal process and structured timetable would reduce the current problems of last-minute
submission of drafts.
....A proposed process which will deal with the issues raised is outlined below in the form of
recommendations.
3
Recommendations
1. That a general call for expressions of interest be retained, but that staff be required to make their
expression of interest in the first instance to the Faculty Teaching & Learning Committee, and
incorporate a statement reporting on previous relevant ALTC projects and other work which might
be built on.
2. That in addition, the ADTs (T, L&I) be invited to put forward ideas, especially for projects with a
university-wide application.
3. That staff be encouraged to apply for Teaching Development Grants as a precursor to ALTC
proposals.
4. That Faculty Teaching & Learning Committees check the relationship of the topic to Faculty and
University strategic priorities.
5. That the next stage of the proposal be made in a prescribed form, incorporating:
a. A half-page endorsement signed off by the Dean or nominee after consultation with the ADT
(T,L&I) acknowledging the impact on the Faculty, e.g. on nominal workloads, and indicating
the degree of support.
b. A statement indicating how the proposal carries forward University and Faculty priorities.
c. Evidence of feedback from the ADT and how the proponent responds to it.
d. What expertise in the project area exists at ACU and who has been consulted.
e. What project partners are proposed and why these are the most suitable for the project.
6. That further development of the proposal:
a. Describes how the proposed collaborative team will work together.
b. Ensures that the team includes members of known standing in their field, as well as members
earlier in their career if appropriate (the original proponent of the project may fall into either
category).
c. That the proposal be written in a manner which is intelligible and convincing to assessors
outside the discipline field, as well as to discipline experts.
d. Include review by the ADTs (T,L&I) about two-thirds of the way through development.
7. That the ADTs (T,L&I) be put forward as ALTC assessors via the ALTC’s contact at ACU.
8. That the PEI Officer review the list of projects funded by ALTC to ascertain how they relate to
identified priorities.
9. That the PEI Officer devise a timetable and format for development of proposals, incorporating the
above recommendations.
** Guidelines for 2009 state in Timeline: Normally the project should be able to be completed within one year of
notification of successful funding. However, where the applicants believe a longer timeframe would result in a
better process (including evaluation), an argument should be made under point 5 of the application form for up to
two years to complete the project. If a second year is proposed, that year's funding is conditional on receipt of a
satisfactory progress and financial report to the Chair, CGC.

Policy and procedures for expenditure of ALTC Award and grant monies
This policy applies to monies received in connection with ALTC Grants or any of the following three
Awards programs of the Australian Learning & Teaching Council:
1. Citations for Outstanding Contributions to Student Learning;
2. Awards for Programs that Enhance Learning;
3. Awards for Teaching Excellence.
A. Awards
The amounts concerned are $10,000 (Citations); $25,000 (Program Awards); and $25,000 (Teaching
Awards). ACU will claim a levy of 10% on each award, to be administered in the Office of the PVC (S, L &
T) via the LTC as partial funding towards the sustainability of a dedicated grants and awards project
officer position.
1. Allowable uses
The following extract from ALTC’s Guidelines sets out allowable uses of the funds:
The Award monies are awarded as a prize and disbursed, whether for a Citation, Program Award,
Teaching Award, or the Prime Minister’s Award, to the recipient’s institution to be used to:
1. advance the career/s of the recipient/s;
2. provide additional resources to support their teaching or activities related to the award; and
3. assist the individual/team to disseminate good practice in learning and teaching.
In the case of a Program Award with a number of institutions as partners, the nominating institution will
need to enter into an understanding with the partner institutions regarding the sharing of the prize
money.
It should be noted that the authoritative documents are the notification letter to the Vice
Chancellor/Chief Executive Officer or delegate, and the Acknowledgement of Receipt of Award Payment
signed by them and returned to the ALTC.
