<strong>History</strong> <strong>of</strong> <strong>teaching</strong> and learning <strong>grants</strong> at <strong>ACU</strong><br />

This paper draws togethers what has been happening in <strong>ACU</strong> <strong>teaching</strong> and learning <strong>grants</strong> and those<br />

gained from the ALTC over its life span, 2006-2011.<br />

It has not been easy to find the <strong>ACU</strong> history <strong>of</strong> <strong>teaching</strong> <strong>grants</strong>. The history that has been able to put<br />

together comes from some committee documents and the <strong>ACU</strong> Promoting Excellence Initiative Report<br />

(2010) made to the <strong>Australian</strong> Learning and Teaching Council. One <strong>of</strong> the committee documents<br />

captures a limited history <strong>of</strong> <strong>ACU</strong> <strong>teaching</strong> development <strong>grants</strong> and recommendations regarding these<br />

<strong>grants</strong> (see Attachment 1). Many <strong>of</strong> the committee recommendations have been implemented through<br />

the current <strong>ACU</strong> learning and <strong>teaching</strong> development grant guidelines, which have only been in force for<br />

the last two years, that is, 2010 and 2011.<br />

The <strong>ACU</strong> Promoting Excellence Initiative Report (2010) which is on the <strong>ACU</strong> website has a number <strong>of</strong><br />

things to say about <strong>teaching</strong> <strong>grants</strong>. The most important <strong>of</strong> these are included in the following<br />

statements:<br />

The internal <strong>grants</strong> program has also been reshaped to provide a coherent pathway, as depicted below.<br />

The guidelines have been revised to be consistent with those <strong>of</strong> ALTC, and staff have become aware that<br />

they should be seeking internal <strong>grants</strong> as a foundation to build on for later ALTC proposals. The<br />

application process has also been revised to incorporate better understanding <strong>of</strong> the guidelines. As a<br />

result, the quality <strong>of</strong> proposals for internal <strong>grants</strong> has risen strikingly. We have noticed an improvement<br />

in the standard <strong>of</strong> draft proposals for ALTC <strong>grants</strong>. The number <strong>of</strong> successful submissions to ALTC (in<br />

which <strong>ACU</strong> is lead or partner institution) has risen to seven in 2010. The problem <strong>of</strong> ‘last-minute’<br />

proposals bypassing the prescribed process which was mentioned in our 2009 report still exists, but is<br />

reducing.<br />

In addition to what is stated above regarding successful submissions, in 2011 there was a successful<br />

ALTC grant application in which <strong>ACU</strong> is the lead institution. The final list <strong>of</strong> successful ALTC <strong>grants</strong> for<br />

2011 is not available at the time <strong>of</strong> writing this paper, though the list available on the ALTC website has<br />

no other <strong>ACU</strong> engagement in 2011 funded projects. A list <strong>of</strong> ALTC <strong>grants</strong> in which <strong>ACU</strong> is or has been<br />

involved can be found at Attachment 2.


The PEI report also makes an assessment <strong>of</strong> the value <strong>of</strong> the changes made to ALTC <strong>teaching</strong><br />

development grant guidelines:<br />

Nine applications were received for Teaching Development Grants in 2010, an increase over previous<br />

years. The quality was much improved as a result <strong>of</strong> ADLT oversight and reference to ALTC guidelines.<br />

<strong>ACU</strong> Teaching Development Grants<br />

In 2011 there were five successful <strong>ACU</strong> Teaching Development Grants. In a couple <strong>of</strong> cases the grant<br />

applications were strongly supported or driven by the Associate Dean Learning and Teaching, though<br />

this was not the case in all the applications.<br />

Prior to the development <strong>of</strong> the current guidelines and processes, <strong>ACU</strong> had a long history <strong>of</strong> small<br />

<strong>grants</strong>. These <strong>grants</strong> appear to have gone to individuals or small teams (see Attachment 3). These small<br />

<strong>grants</strong> have been replaced by the larger <strong>grants</strong> now available as Teaching Development Grants. There<br />

are also some faculty <strong>grants</strong>, though the recipients are not found on the website.<br />

Part 2: Grants<br />

ALTC conducts three <strong>grants</strong> programs: Competitive Grants, Leadership for Excellence in Learning and<br />

Teaching, and Priority Projects. Calls for submissions are made annually. Projects are funded within the<br />

range approximately $80,000 - $220,000, and are to be completed within one to two years. The<br />

guidelines can be found from www.altc.edu.au .<br />

<strong>ACU</strong> has to date made some successful grant submissions to ALTC both as lead organisation and<br />

as a partner. However, our rate <strong>of</strong> success needs to be improved. We also need a more<br />

considered process. A need has been identified to develop a process which will:<br />

1. identify a greater number <strong>of</strong> potential grant ideas,<br />

2. ensure that they are in line with University and Faculty priorities,<br />

3. lead to the development <strong>of</strong> high quality submissions, and<br />

4. enable suitable linkage with <strong>ACU</strong>’s Teaching Development Grants process.<br />

Issues<br />

1. At present there is no systematic way to ensure that proposals are in line with Faculty priorities and<br />

follow a consistent direction.<br />

2. Similarly, without Faculty/School involvement, there is no guarantee that the staff involved are<br />

those most appropriate.<br />

3. Discipline input and advice is needed to ensure that proposals are at the leading edge <strong>of</strong> their field,<br />

e.g. that they build on the most up to date literature and take account <strong>of</strong> varied arguments, trends<br />

<strong>of</strong> thought etc.<br />

4. More systematic input from Faculties and Schools would ensure that the most suitable project<br />

partners are selected from other universities, and would increase the gravitas <strong>of</strong> proposals.<br />

5. A relatively small number <strong>of</strong> proposals is put up. Input from Faculties/Schools would help to spot<br />

potential projects and nurture their development.<br />

6. Some good project submissions have emerged from the present processes, but more are needed.<br />

7. Some staff members have ideas for projects that would be better directed to other avenues for<br />

funding or support; others are unaware that their work is suitable to seek funding from ALTC.<br />

8. A more formal process and structured timetable would reduce the current problems <strong>of</strong> last-minute<br />

submission <strong>of</strong> drafts.<br />

....A proposed process which will deal with the issues raised is outlined below in the form <strong>of</strong><br />

recommendations.<br />

Recommendations<br />

1. That a general call for expressions <strong>of</strong> interest be retained, but that staff be required to make their<br />

expression <strong>of</strong> interest in the first instance to the Faculty Teaching & Learning Committee, and<br />

incorporate a statement reporting on previous relevant ALTC projects and other work which might<br />

be built on.<br />

2. That in addition, the ADTs (T, L&I) be invited to put forward ideas, especially for projects with a<br />

university-wide application.<br />

3. That staff be encouraged to apply for Teaching Development Grants as a precursor to ALTC<br />

proposals.<br />

4. That Faculty Teaching & Learning Committees check the relationship <strong>of</strong> the topic to Faculty and<br />

University strategic priorities.<br />

5. That the next stage <strong>of</strong> the proposal be made in a prescribed form, incorporating:<br />

a. A half-page endorsement signed <strong>of</strong>f by the Dean or nominee after consultation with the ADT<br />

(T,L&I) acknowledging the impact on the Faculty, e.g. on nominal workloads, and indicating<br />

the degree <strong>of</strong> support.<br />

b. A statement indicating how the proposal carries forward University and Faculty priorities.<br />

c. Evidence <strong>of</strong> feedback from the ADT and how the proponent responds to it.<br />

d. What expertise in the project area exists at <strong>ACU</strong> and who has been consulted.<br />

e. What project partners are proposed and why these are the most suitable for the project.<br />

6. That further development <strong>of</strong> the proposal:<br />

a. Describes how the proposed collaborative team will work together.<br />

b. Ensures that the team includes members <strong>of</strong> known standing in their field, as well as members<br />

earlier in their career if appropriate (the original proponent <strong>of</strong> the project may fall into either<br />

category).<br />

c. That the proposal be written in a manner which is intelligible and convincing to assessors<br />

outside the discipline field, as well as to discipline experts.<br />

d. Include review by the ADTs (T,L&I) about two-thirds <strong>of</strong> the way through development.<br />

7. That the ADTs (T,L&I) be put forward as ALTC assessors via the ALTC’s contact at <strong>ACU</strong>.<br />

8. That the PEI Officer review the list <strong>of</strong> projects funded by ALTC to ascertain how they relate to<br />

identified priorities.<br />

9. That the PEI Officer devise a timetable and format for development <strong>of</strong> proposals, incorporating the<br />

above recommendations.<br />

Policy and procedures for expenditure <strong>of</strong> ALTC Award and grant monies<br />

This policy applies to monies received in connection with ALTC Grants or any <strong>of</strong> the following three<br />

Awards programs <strong>of</strong> the <strong>Australian</strong> Learning & Teaching Council:<br />

1. Citations for Outstanding Contributions to Student Learning;<br />

2. Awards for Programs that Enhance Learning;<br />

3. Awards for Teaching Excellence.<br />

A. Awards<br />

The amounts concerned are $10,000 (Citations); $25,000 (Program Awards); and $25,000 (Teaching<br />

Awards). <strong>ACU</strong> will claim a levy <strong>of</strong> 10% on each award, to be administered in the Office <strong>of</strong> the PVC (S, L &<br />

T) via the LTC as partial funding towards the sustainability <strong>of</strong> a dedicated <strong>grants</strong> and awards project<br />

<strong>of</strong>ficer position.<br />

1. Allowable uses<br />

The following extract from ALTC’s Guidelines sets out allowable uses <strong>of</strong> the funds:<br />

The Award monies are awarded as a prize and disbursed, whether for a Citation, Program Award,<br />

Teaching Award, or the Prime Minister’s Award, to the recipient’s institution to be used to:<br />

1. advance the career/s <strong>of</strong> the recipient/s;<br />

2. provide additional resources to support their <strong>teaching</strong> or activities related to the award; and<br />

3. assist the individual/team to disseminate good practice in learning and <strong>teaching</strong>.<br />

In the case <strong>of</strong> a Program Award with a number <strong>of</strong> institutions as partners, the nominating institution will<br />

need to enter into an understanding with the partner institutions regarding the sharing <strong>of</strong> the prize<br />

money.<br />

It should be noted that the authoritative documents are the notification letter to the Vice<br />

Chancellor/Chief Executive Officer or delegate, and the Acknowledgement <strong>of</strong> Receipt <strong>of</strong> Award Payment<br />

signed by them and returned to the ALTC.<br />

Examples <strong>of</strong> suitable uses include (but are not limited to) attendance at conferences, including<br />

international conferences (including travel and accommodation expenses); sponsoring visits by<br />

international scholars to <strong>ACU</strong>; visiting overseas or interstate institutions; conducting projects or<br />

establishing systems that support learning and <strong>teaching</strong>; purchasing learning resources; purchasing<br />

laboratory equipment, laptop computers or other items that support learning and <strong>teaching</strong>.<br />

2. Proposal for use <strong>of</strong> funds<br />

Each Award recipient or team shall seek approval for their proposed program from the Pro-Vice-<br />

Chancellor (Students, Learning & Teaching. The proposal (up to 2 pages for Citations, up to 4 pages for<br />

Program and Teaching Awards) is to contain:<br />

An outline <strong>of</strong> activities to be undertaken;<br />

Any equipment that is to be bought;<br />

Any other expenditure, e.g. <strong>teaching</strong> relief to allow time to participate in an overseas<br />

program;<br />

An indicative budget and timeline for the program. The program should be completed<br />

within one year <strong>of</strong> receipt <strong>of</strong> the funds unless a longer period is requested, with a<br />

rationale, and approved;<br />

A summary <strong>of</strong> the expected benefits to the individual(s) and/or the University.<br />

The proposal is to be submitted within two months <strong>of</strong> announcement <strong>of</strong> the Award.<br />

A copy <strong>of</strong> the approved proposal is to be forwarded to the Chair <strong>of</strong> the Institutional Selection<br />

Committee, who will hold it for the purpose <strong>of</strong> reporting on institutional activities in relation to ALTC.<br />

3. Location <strong>of</strong> award moneys<br />

Funds are remitted by ALTC to the Institutional Contact, i.e. the Pro-Vice-Chancellor (Students, Learning<br />

& Teaching). Following approval <strong>of</strong> the proposed program, the funds will be transferred to a separate<br />

account within the recipient’s school/unit.<br />

If an award winner leaves <strong>ACU</strong> before the expenditure <strong>of</strong> funds, the following conditions will apply.<br />

Citation and Teaching Awards are made to individuals. Any unexpended funds may therefore<br />

accompany the individual to a new employing institution, so long as they are allocated to the purposes<br />

proposed. Where the individual is part <strong>of</strong> a team, they shall be entitled to a fraction <strong>of</strong> the amount,<br />

calculated according to the number <strong>of</strong> team members. When funds have been spent on equipment,<br />

however, that equipment shall remain the property <strong>of</strong> <strong>ACU</strong>.<br />

Program Awards, as their name suggests, are made in respect <strong>of</strong> a program <strong>of</strong> the university, and<br />

therefore the Award money will remain at <strong>ACU</strong>. However, the team member concerned will be entitled<br />

to recommend how funding for equipment still to be purchased may be expended.<br />

B. Grants<br />

Grants funds shall be used in accordance with the budget contained in the submission to ALTC. The<br />

funds shall be located in a designated account within the project manager’s School. No levies by Office<br />

<strong>of</strong> Research should apply to ALTC <strong>grants</strong>, but an overhead levy <strong>of</strong> 10 percent shall be deducted for<br />

supporting ALTC-related activities within <strong>ACU</strong>.<br />

Where <strong>ACU</strong> is the lead partner in a project conducted jointly with another institution or institutions, a<br />

letter <strong>of</strong> agreement specifying the amounts and conditions <strong>of</strong> distribution <strong>of</strong> funds among the partners<br />

shall be prepared in the course <strong>of</strong> writing the submission.<br />

If a project team member leaves <strong>ACU</strong> before the completion <strong>of</strong> an ALTC project, the ALTC<br />

Project Officer will be informed, and will negotiate the best outcome for the project, either the<br />

staff member transferring the project to another institution, or the staff member being<br />

replaced by another <strong>ACU</strong> staff member until completion <strong>of</strong> the project.<br />
