On behalf of the IBM Center for Healthcare Management, we are pleased to present this report,
“IT Outsourcing: A Primer for Healthcare Managers,” by Yu-Che Chen and James Perry. The report
marks the first publication of the new IBM Center for Healthcare Management, which is dedicated to
providing new and useful information to healthcare executives across the nation. An earlier version of
this report was published by the Center for The Business of Government in February 2003.
One of the emerging technology trends in recent years has been the practice in both the public and
private sectors to outsource information technology activities to outside contractors. Examples of information
technology services that are now being outsourced include the management of networks, data
center services, call center services, web hosting, and application services.
This important report by Professors Chen and Perry describes the factors driving this trend and
provides a five-phase process model that healthcare executives can use in making the decision to
outsource IT activities and then implementing that decision if the outsourcing option is selected. Phases
in the process include determining a sourcing strategy, analysis of sourcing needs, vendor selection and
contract negotiation, transition to the service provider, and managing the performance of the service
provider.
We trust that this report will be both informative and useful to healthcare executives as they consider
the option to outsource their information technology activities.
