514.23 Method <strong>of</strong> Measurement<br />

514.24 Basis <strong>of</strong> Payment<br />

514.01 Description. This work consists <strong>of</strong> cleaning <strong>and</strong> painting all steel<br />

surfaces.<br />

514.02 <strong>Material</strong>s. On existing steel, apply a three-coat paint system<br />

consisting <strong>of</strong> an organic zinc prime coat, an epoxy intermediate coat, <strong>and</strong> a<br />

urethane finish coat. The coating system shall conform to 708.02.<br />

On new steel, apply a three-coat paint system consisting <strong>of</strong> an inorganic zinc<br />

prime coat, an epoxy intermediate coat, <strong>and</strong> a urethane finish coat. The prime coat<br />

shall conform to 708.01, <strong>and</strong> the intermediate <strong>and</strong> finish coats shall conform to<br />

708.02. Supply the intermediate <strong>and</strong> finish coats from the same manufacturer. The<br />

Contractor may supply the prime coat from a manufacturer other than the<br />

manufacturer <strong>of</strong> the intermediate <strong>and</strong> finish coats.<br />

For caulking, use a single pack moisture cured polyurethane based material,<br />

which will not shrink or sag, capable <strong>of</strong> filling voids greater than 1/8 inch (3mm)<br />

<strong>and</strong> up to 1 inch (25 mm) wide. Only material that is listed on the OMM Qualified<br />

Product List website may be used.<br />

514.03 Superintendent. In addition to the requirements <strong>of</strong> 105.06, the<br />

Superintendent must successfully complete a Bridge Painting pre-qualification<br />

course <strong>and</strong> training <strong>of</strong>fered by the <strong>Department</strong>. The course must have been<br />

completed within the past four years <strong>and</strong> an individual course certificate must have<br />

been received by the Superintendent. Present certificate to the Engineer prior to<br />

commencing work. No work is permitted unless the Superintendent provides a<br />

valid course certificate.<br />

514.04 Quality Control. Quality control consists <strong>of</strong> designating quality<br />

control specialists to control the quality <strong>of</strong> work in each phase established by<br />

Quality Control Points (QCPs). Control quality by inspection, tests, <strong>and</strong><br />

cooperation with inspection <strong>and</strong> testing performed by the Engineer <strong>and</strong> inspector.<br />

A. Quality Control Specialist. Identify the individuals dedicated to performing<br />

duties as the painting quality control specialists before starting work in the field.<br />

Provide a quality control specialist for each structure, but one quality control<br />

specialist must be provided for every three structures for which work is<br />

progressing concurrently on this contract.<br />

Each quality control specialist must be either a NACE (National Association<br />

<strong>of</strong> Corrosion Engineers)certified coating inspector or a SSPC (The Society for<br />

Protective Coatings, SSPC) protective coating specialist or formally trained or<br />

retrained by a NACE certified coating inspector or a SSPC protective coating<br />

specialist. The training shall be adequate to ensure that the quality control<br />

specialist is able to use all the testing equipment <strong>and</strong> underst<strong>and</strong>s the requirements<br />

<strong>of</strong> this specification. Provide a copy <strong>of</strong> the NACE or SSPC certification or a copy<br />

<strong>of</strong> the trainer’s NACE or SSPC certification <strong>and</strong> a letter or certificate signed <strong>and</strong><br />

dated by the trainer to the Office <strong>of</strong> <strong>Construction</strong> Administration. Ensure that the<br />

NACE or SSPC certification is current or retrain the quality control specialist<br />

every five years in accordance with the above requirements.<br />
