Edward Boessenecker re Estate of Mary<br />
Flanagan, who had designated Widows<br />
and Orphans as one of her beneficiaries.<br />
Atty's Office contacted and we were advised<br />
that it was not necessary for anyone<br />
to attend.<br />

WILLAM BETGER. Born in <strong>San</strong> <strong>Francisco</strong><br />
in 1923, Bill worked as a stationary<br />
engineer before joining the Department in<br />
1947 at age 23. Worked at Taraval and<br />
Southern for 2 years, then Bureau of<br />
Criminal Information, 3 years, Southern,<br />
3 years. Appointed a Sergeant in 1957, he<br />
went to Park Station for a year and then<br />
to Warrant Bureau for 13 years. Transfer-<br />

awards while in the Department: 1948, 1st<br />
Grade (Gold) for rescue of a person drowning<br />
in the Bay; 1950, 2nd Grade (Silver)<br />
for arrest of an armed holdup man; 1951,<br />
C/C for arrest of two burglars; 1951,2nd<br />
Grade for arrest of 2 armed holdup men;<br />
1951, 2 C/C's, one for arrest of a burglarmurderer,<br />
second for arrest of 2 burlgars;<br />
1952, C/C for arrest of two auto boosters;<br />
1952, C/C for arrest of 7 men wanted for<br />
numerous robberies. An avid golfer, Bill<br />
retired to the Palm Springs area where his<br />

MEETING: We meet every Tuesday at<br />
the ICA Hall, 3255 Folsom. Tuesday, Ju<br />
ly 11, <strong>1989</strong> is the date for next month.<br />
Social hour begins at 11:30 a.m., business<br />
meeting at 12:30 p.m. The Kitchen Crew<br />
will have another good lunch for us. Parking<br />
is plentiful. Try to make a few meetings<br />
this year. NOTE: The Board of Directors<br />
will meet at 11 a.m. to discuss the money<br />
needed to win our pay amendment in<br />
November.<br />
PRESIDENT'S MESSAGE: We had<br />
a nice turnout at our June meeting. Our<br />
good friend, Bill Reed, spoke about<br />
changes in appointments that will be made<br />
by Mayor Agnos on the Retirement Board<br />
and what they may attempt to do with<br />
retirement funds. This is why all retired<br />
members should also belong to the Retired<br />
Employees of the City & County of <strong>San</strong><br />
<strong>Francisco</strong>.<br />
We will be going on the ballot this<br />
November to amendthe city charter, so<br />
that we will receive all future raises retroactive<br />
to <strong>July</strong> 1st of each year. It has been<br />
decided that each member and all retirees<br />
donate the sum of twenty-five dollars ($25)<br />
for this campaign. A committee of Martin<br />
Barbero (in charge) and myself and Al<br />
Aguilar will set up a special account at the<br />
credit union to handle this fund. Please<br />

is sadly ironic that less than a week<br />
Iafter<br />
America celebrated Flag Day the<br />
Supreme Court decided in "Texas vs.<br />
Johnson" that it was not unlawful to burn<br />
the American Flag. In 1967 when<br />
Massachusetts Senator Charles Sumner<br />
wrote of our Flag, "He must be cold indeed,<br />
who can look upon its folds rippling in the<br />
breeze without pride of country." He could<br />
not have foreseen future events. In 1984<br />
protesters ripped the Flag from a<br />
downtown Dallas bank building. An undercover<br />
Dallas police officer testified that he<br />
saw Gregory Lee Johnson pour lighter fluid<br />
on the Flag and set it ablaze while approximately<br />
fifty protesters chanted, "America,<br />
the red, white, and blue, we spit on you."<br />
This has been declared • symbolic speech<br />
protected by the First Amendment.<br />
Our National Commander, H. F.<br />
"Sparky" Gierke, speaking on behalf of<br />
nearly 3,000,000 Legionnaires, said, "With<br />
every freedom guaranteed by the U.S. Constitution<br />
comes an equal measure of<br />
responsibility. Freedom of expression does<br />
not guarantee protection to lawbreakers,<br />
and those who desecrate the Flag of the<br />
United States are guilty of a crime. Many<br />
a Gold Star Mother cherishes that carefully<br />
folded, triangular bundle or red, white,<br />
and blue as the closest link to a fallen hero<br />
son. During my recent visit to the Department<br />
of Pennsylvania, one such Gold Star<br />
Mother, Mrs., Geraldine Shill, told me how<br />
she felt. Mrs. Shill's son, Damien Messino,<br />
was a 19-year-old navy medical corpsman<br />
serving with the U.S. Marines in Vietnam<br />
when he was killed by a booby trap. Mrs.<br />
Shill said that whenever she looks at the<br />
Flag presented to her at graveside, she sees<br />
her son. Referring to the way the Flag was<br />
used at the Chicago art exhibit, she told<br />
me, 'When I heard of the way the Flag was<br />
displayed and walked on at that art exhibit,<br />
it was like stepping on my son. It hurt deeply,."<br />
I cannot believe that the five Justices that<br />
ruled in Mr. Johnson's favor thought of the<br />
thousands upon thousands of<br />
gravemarkers from here in <strong>San</strong> <strong>Francisco</strong><br />
to Boston, and from the cemeteries of<br />
France to the faraway atolls of the Pacific,<br />
all standing as mute testimony to the devolion<br />
of the men and women who served our<br />
Flag without question. That glorious Flag<br />
was draped over the coffins of those who<br />
gave their last full measure of devotion to<br />
: defend it.<br />
Speaking of despicable conduct, the<br />
American Coalition Against Hanoi Jane is<br />
presently working to get the U.S. Department<br />
of Justice to reopen the file on Jane<br />
Seymour Plemmianokou, aka Jane Fonda.<br />
They are particularly interested in hearing<br />
from those that were POWs during Fonda's<br />
visit to Hanoi; Armed Forces or civilian<br />
personnel who heard any or all of Jane<br />
Fonda's 21 radio broadcasts over North<br />
Vietnamese radio; and any persons that<br />
were present during the 32 college campus<br />
tour of the 1970s. All materials should be<br />
sent by registered mail only. Any material<br />
such as photos should be insured. All information<br />

On 13 June Chief of <strong>Police</strong> Frank Jordan<br />
took time out from his busy schedule<br />
to make an appearance at the Installation<br />
of the Post's new-officers. This was the first<br />
time in recent memory that a Chief of<br />
<strong>Police</strong> has attended the installation of the<br />
officers from the <strong>Police</strong> Post and it was<br />
greatly appreciated. On behalf of the 500<br />
members of <strong>Police</strong> Post 456, I would like<br />
to extend to Chief Frank Jordan our,<br />
sincere thanks!<br />
There is no meeting in <strong>July</strong>. The next<br />
meeting will be 2000 hours on 8 August<br />
at the POA Building, 510 Seventh Street.<br />
It will be the first meeting that I produce<br />
the post-meeting food, as Second Vice<br />
Commander. It will be worth the trip to the<br />
meeting just to see what I come up with<br />
from Mama Corrales' kitchen. Try to make<br />
the meetingl<br />
I just got back from the 71st Annual<br />
State Convention in Palm Springs. I am<br />
anxious to report the news from the convention,<br />
but since this month's column is<br />
getting long. I will give a detailed convention<br />
report in next month's column. For<br />
now, suffice it to say that a lot of hard work<br />
was accomplished, a lot of war stories told,<br />
and an outstanding time was had by all!<br />
This has been a somewhat somber column,<br />
so let me close by mentioning that<br />
I smoked my first cigarette and kissed my<br />
first woman on the same day. I haven't had<br />
time for tobacco since!<br />
