<strong>SCART</strong> Version 1 continues to be used to enable <strong>NHS</strong> <strong>Lanarkshire</strong> PSSD to monitor levels of<br />

compliance against existing legal requirements and current SHTM guidance.<br />

<strong>SCART</strong> continues to be primarily a PSSD based reporting tool and although some topics can be<br />

applied to other disciplines within <strong>NHS</strong> <strong>Lanarkshire</strong>, these will not necessarily be reported by<br />

<strong>SCART</strong>. CEL 35 (2010) A Policy for Property Asset Management establishes the framework for<br />

each Board to develop and maintain Property Asset Management Strategies (PAMS) and statutory<br />

compliance. <strong>SCART</strong> is one of the tools that moves <strong>NHS</strong>L towards fulfilling this mandatory<br />

requirement and assists with the management and control of risk through the property appraisal<br />

process across <strong>NHS</strong> <strong>Lanarkshire</strong>.<br />

2. Current Status<br />

A replacement appointment has been made to the vacant post of Assistant Maintenance Manager<br />

that will allow a continued improvement of <strong>SCART</strong> compliance across a planned programme of<br />

reviews and auditing.<br />

<strong>NHS</strong> <strong>Lanarkshire</strong> currently has 68 properties reporting through <strong>SCART</strong> and the current average<br />

response level for <strong>Lanarkshire</strong> has risen to 78.34% compared to the June 2011 reported score of<br />

73.38%. This improvement has been achieved primarily by the improved understanding of <strong>SCART</strong><br />

and its scoring system by the maintenance management team. The <strong>NHS</strong>L score remains<br />

favourable when compared against the current national average score of 64.66% (63.47%<br />

previously).<br />

PSSD Maintenance Managers regularly carry out property reviews which will reflect in the <strong>SCART</strong><br />

property list and potentially the average score. A recently completed demolition programme on 6<br />

sites reduced the number of surplus and vacant premises in line with <strong>NHS</strong>L Property Strategy.<br />

This also reflected well on the <strong>SCART</strong> average score.<br />

Properties wholly owned by <strong>NHS</strong>L, but vacant, still hold statutory requirements and will therefore<br />

continue to be identified within <strong>SCART</strong> until demolished. Although the duties on these sites may<br />

be minimal, <strong>NHS</strong>L PSSD continues to ensure areas of risk are clearly identified and plans are put<br />

in place to manage those risks. This will also ensure that the recorded site response levels across<br />

<strong>NHS</strong>L remain accurate.<br />

Having reviewed the information within <strong>SCART</strong>, the Audit and Review process of <strong>SCART</strong> sites will<br />

be planned to move forward in a structured and targeted manner on a number of fronts: there are<br />

14 Audit Topics with scores less than 70%, 9 reports from 2009 with scores less than 70%, and<br />

another 8 reports from 2010/11 with scores less than 70%. These are the areas that will be<br />

focussed on. The outcome of this focussed work plan will be used to prioritise future investment<br />

in backlog maintenance and staff training requirements.

The <strong>SCART</strong> working group is led by Health Facilities Scotland (HFS) and meets quarterly, the main<br />

issue currently being addressed is the proposal that the existing <strong>SCART</strong> be replaced by <strong>SCART</strong> 2.<br />

The Scottish Government Health Directorate has stated that it will require a re-application with a<br />

business case for continued support. As an interim arrangement HFS requested a small sum<br />

(£ 10k) to carry out system upgrades to allow the continued safe use of the existing software<br />

system.<br />
