ANNEX 5
SCART Version 1 continues to be used to enable NHS Lanarkshire PSSD to monitor levels of
compliance against existing legal requirements and current SHTM guidance.
SCART continues to be primarily a PSSD based reporting tool and although some topics can be
applied to other disciplines within NHS Lanarkshire, these will not necessarily be reported by
SCART. CEL 35 (2010) A Policy for Property Asset Management establishes the framework for
each Board to develop and maintain Property Asset Management Strategies (PAMS) and statutory
compliance. SCART is one of the tools that moves NHSL towards fulfilling this mandatory
requirement and assists with the management and control of risk through the property appraisal
process across NHS Lanarkshire.
2. Current Status
A replacement appointment has been made to the vacant post of Assistant Maintenance Manager
that will allow a continued improvement of SCART compliance across a planned programme of
reviews and auditing.
NHS Lanarkshire currently has 68 properties reporting through SCART and the current average
response level for Lanarkshire has risen to 78.34% compared to the June 2011 reported score of
73.38%. This improvement has been achieved primarily by the improved understanding of SCART
and its scoring system by the maintenance management team. The NHSL score remains
favourable when compared against the current national average score of 64.66% (63.47%
previously).
PSSD Maintenance Managers regularly carry out property reviews which will reflect in the SCART
property list and potentially the average score. A recently completed demolition programme on 6
sites reduced the number of surplus and vacant premises in line with NHSL Property Strategy.
This also reflected well on the SCART average score.
Properties wholly owned by NHSL, but vacant, still hold statutory requirements and will therefore
continue to be identified within SCART until demolished. Although the duties on these sites may
be minimal, NHSL PSSD continues to ensure areas of risk are clearly identified and plans are put
in place to manage those risks. This will also ensure that the recorded site response levels across
NHSL remain accurate.
Having reviewed the information within SCART, the Audit and Review process of SCART sites will
be planned to move forward in a structured and targeted manner on a number of fronts: there are
14 Audit Topics with scores less than 70%, 9 reports from 2009 with scores less than 70%, and
another 8 reports from 2010/11 with scores less than 70%. These are the areas that will be
focussed on. The outcome of this focussed work plan will be used to prioritise future investment
in backlog maintenance and staff training requirements.
3. SCART National Working Group
ANNEX 5
The SCART working group is led by Health Facilities Scotland (HFS) and meets quarterly, the main
issue currently being addressed is the proposal that the existing SCART be replaced by SCART 2.
The Scottish Government Health Directorate has stated that it will require a re-application with a
business case for continued support. As an interim arrangement HFS requested a small sum
(£ 10k) to carry out system upgrades to allow the continued safe use of the existing software
system.
