Chapter 7 / Problems and dilemmas implementing <strong>the</strong> plan<br />

There were various problems and dilemmas, <strong>the</strong> project team had to tackle during <strong>the</strong> work,<br />

but finally all were arranged and solutions found. Most of <strong>the</strong>m are explained in details in<br />

Chapter 3.4 presenting <strong>the</strong> activities.<br />

One of <strong>the</strong> most significant problems were <strong>the</strong> changes in <strong>the</strong> nature conservation policy in<br />

Turkey, that caused limited interest to <strong>the</strong> ef<strong>for</strong>ts of <strong>the</strong> NGO sector in <strong>the</strong> country towards<br />

biodiversity conservation and sustainable development.<br />

The Turkish NGOs are not happy with <strong>the</strong> new nature conservation law and do not believe<br />

that it will be a tool <strong>for</strong> better conservation of nature. NGOs (including DKM) have thus<br />

<strong>for</strong>med a union against this new law with <strong>the</strong> ultimate aim of changing it while it is in<br />

parliament. Suspicions about <strong>the</strong> new law have already been voiced in <strong>the</strong> most recent EU<br />

Enlargement <strong>Report</strong> <strong>for</strong> Turkey.<br />

Against this background it has been impossible to develop a as productive as we aimed<br />

relationship with <strong>the</strong> Directorate, but <strong>the</strong>y remain <strong>the</strong> single most important government<br />

body in relation to implementation of this project’s outputs. There are also grave concerns<br />

that if <strong>the</strong> new Nature Conservation Law is implemented without change it will be ra<strong>the</strong>r<br />

difficult to use <strong>the</strong> project’s outputs to take butterfly conservation <strong>for</strong>ward in <strong>the</strong> near<br />

future.<br />
