THE Well Engineering <strong>and</strong> Well Services department (TSW) achieved<br />

a milestone in safety performance when the department successfully<br />

achieved two years without loss time injury (LTI)/ recordable work<br />

case on its hoist operations on 1 November 2006.<br />

Staff from TSW <strong>and</strong> hoist personnel as well as management from its<br />

contractor, Joffren Omar Sdn Bhd, gathered at Wellsite S-363 at the E/12<br />

area in Panaga to commemorate this achievement<br />

At the event, Head of Well Engineering <strong>and</strong> Well Services, Harrie Krus<br />

presented safety plaques to staff <strong>and</strong> contractors who worked hard towards<br />

this achievement. Harrie took great pride <strong>and</strong> said, “The importance of this<br />

achievement is enormous because you have done something different from<br />

other rigs <strong>and</strong> that is to ensure the highest level of safety in your operations.”<br />

He added, “You have been able to achieve two years without a recordable<br />

400,000 hours without loss time injury (LTI) held<br />

at the BSM Terminal in Muara on 15 November<br />

The award was presented by Pg Haji Yasmin Pg<br />

Hj Mohamad, the <strong>Managing</strong> <strong>Director</strong> of BSM who<br />

attended the event as the guest of honour, to the<br />

<strong>Managing</strong> <strong>Director</strong> of Belait Shipping Company (BSC),<br />

Pg Haji Hassan Pg Zahari . The event was attended by<br />

staff from both BSM <strong>and</strong> BSC <strong>and</strong> the crew members<br />

of Belait Surita (BS).<br />

In his welcoming remarks, Pg Haji Hassan said<br />

that the BSC is actively <strong>and</strong> continuously seeking ways<br />

to improve their services by working closely with the<br />

relevant organisations <strong>and</strong> authorities, be it in <strong>Brunei</strong><br />

or globally.<br />

case, which is fantastic, <strong>and</strong> it does not matter that the operation<br />

is a bit smaller than the other ones as you still have a lot of<br />

exposure. You have to move the rig everytime, <strong>and</strong> everyday<br />

you are doing something which is a little bit different, as in<br />

non-routine operations, <strong>and</strong> still you manage to do it all in a<br />

very safe manner <strong>and</strong> that is something to be very proud of”.<br />

Lastly Harry emphasised, “Safety is very important<br />

because we do not want anybody hurt. People are important<br />

<strong>and</strong> the happier they are, the better their performance. You move<br />

so often, you do so many wells, <strong>and</strong> this is contributing to the<br />

production of <strong>BSP</strong>. This is important, because otherwise we<br />

cannot have sustainability <strong>and</strong> your efforts to have good<br />

performance, to do the work as good as you can, helps in that respect”.<br />

Later, Pg Haji Yasmin stressed the need for all parties to be proactive at all<br />

times <strong>and</strong> continue to work together. He also took the opportunity to remind all<br />

contractors that they must continue to comply with guidelines not only set out by<br />

BSM but also by <strong>Shell</strong> regionally <strong>and</strong> globally.<br />

In April 2001, the BSC was awarded a contract to deliver clean products to<br />

BSM filling stations in <strong>Brunei</strong> Riverine <strong>and</strong> Temburong via its Motor Tanker, Belait<br />

Surita (BS) <strong>and</strong> up to April this year, no mishap or injuries has been reported.<br />

This is a proud achievement by the BSC where the company was able to reduce<br />

<strong>and</strong> completely avoid incidents due to the enormous help <strong>and</strong> support from BSM as<br />

well as through compliance to safety.<br />

BS is the only one of its kind in Borneo, which has retractable bridge that<br />

enables her to traverse deep into various <strong>Brunei</strong> Rivers. She is also the first of her<br />

kind from this region to receive formal HSE-MS audits status from <strong>Shell</strong> Marine<br />

advisor for her class of vessel.<br />

BSM places high priority on the Health, Safety, Security <strong>and</strong> Environment<br />

(HSSE) aspects of it’s operations. By nature, oil <strong>and</strong> gas are hazardous <strong>and</strong> BSM has<br />

stringent regulations to ensure the safety of the people in the area as well as the<br />

integrity of the terminal. In April this year, BSM achieved another year without Lost-<br />

Time Injury among its staff <strong>and</strong> contractors, making it five years in a row.<br />

Dear Colleagues,<br />

I have received positive feedback from many of you on<br />

the company’s stepped-up efforts to further improve driving<br />

st<strong>and</strong>ards <strong>and</strong> to encourage safe driving habits to be entrenched<br />

among our staff, business partners <strong>and</strong> families. Thank you<br />

indeed.<br />

I hope you will continue to consciously adhere to the 5point<br />

actions for safe driving all the time <strong>and</strong> for as long as you<br />

drive:<br />

• always wear your seatbelt <strong>and</strong> ensure everyone,<br />

including children, do the same.<br />

• never exceed the speed limit<br />

• never use the mobile phone, including h<strong>and</strong>s-free<br />

sets, when driving<br />

• do not drive too close to the car in front<br />

• do not overtake another vehicle unless you really<br />

must <strong>and</strong>, if you must, be extremely careful, as this<br />

is the most dangerous manoeuvre you can make<br />

As you are aware, it is not enough that just you <strong>and</strong> I<br />

drive safely while other road users don’t. Please also do your<br />

part in spreading this 5-point message to people under your<br />

care <strong>and</strong> also to people whom you can influence. Our challenge<br />

is to help ensure that safe driving is instilled within us<br />

individually as a life-long habit, <strong>and</strong> to play our social obligation<br />

in bringing about the same change among people whom we<br />

feel responsible for.<br />

In recognizing this challenge, I am pleased to announce<br />

that we shall also broaden our work towards the wider<br />

community by supporting the Government’s initiatives to<br />

Drilling begins for Peragam-4 <strong>and</strong><br />

SMRNF-C1 exploration wells<br />

DRILLING began for the Peragam-4 <strong>and</strong> SMRNF-<br />

C1 exploration wells after a blessing ceremony was held<br />

at the Liang Lumut Recreation Club on the morning<br />

of 22 November 2006.<br />

At the event, Head of Exploration, Gijs Maier gave<br />

welcoming remarks where he highlighted the significance of<br />

the two exploration wells. He said, “The Seria-857 represents<br />

test number nine of recently identified blocks in the Seria<br />

North Flank area.”<br />

He continued, “It will test the C1 block, which is the<br />

largest undrilled block in Cluster A <strong>and</strong> will provide us with<br />

the final indication of the volume potential of the northern<br />

part of Cluster A. We hope to find a significant amount of<br />

reserves. In the event of success, the results will be critical to<br />

optimise the development of Cluster A”.<br />

Peragam Extension-1 will be drilled as the first initiative<br />

for <strong>BSP</strong> under the EP Roadmap priority ‘Find Gas’. This<br />

‘Find Gas’ strategy was initiated in 2004 <strong>and</strong> is directly linked<br />

reduce road accidents at the national level. We are partnering<br />

with the National Road Safety Council (NRSC) to launch a<br />

National Road Safety Campaign soon. Going by the energetic<br />

response by staff so far, I know that I can count on your<br />

commitment to make this Campaign a tremendous success.<br />

Our focus on road safety is part of our continuing drive<br />

to eliminate unsafe practices at our workplace, which in turn is<br />

integral to our number one, overriding priority: safety. Up to<br />

end October we have had 17 reportable cases, equivalent to<br />

0.91 TRCF (Total Recordable Case Frequency). This is slightly<br />

below our target of 0.8 TRCF. If we can all together pledge to<br />

ensure that there are no further reportable cases for the<br />

remaining two months of the year, we can achieve our safety<br />

target for the year. I would like to urge you to make this happen<br />

<strong>and</strong> I know you can do it.<br />

We are on track to achieve 5 million man-hours TRC<br />

(Total Recordable Case) free by end of this year. We have<br />

achieved 5 million man-hours TRC free before in 2005. We<br />

can certainly meet this target this year, provided in the remaining<br />

weeks ahead we exercise the highest level of vigilance, <strong>and</strong><br />

unfailingly practice ‘safety as our number one priority’ without<br />

exception, at all times at our workplace.<br />

To achieve our safety target should not be difficult. All<br />

we have got to do is to rigorously stick to the three safety<br />

principles, which we have adopted: Compliance, Intervention<br />

<strong>and</strong> Attitude, no matter what the circumstances may be. And<br />

in not hesitating to provide leadership by being personally<br />

accountable for safety under our watch.<br />

I look forward to your continuing <strong>and</strong> utmost<br />

commitment to safety. Please don’t forget<br />

to share the 5-point actions for safe<br />

driving with your family <strong>and</strong> friends.<br />

directly to me, <strong>and</strong> I shall respond<br />

personally to you.<br />

to the requirement for <strong>Brunei</strong> to have sufficient gas reserves to extend the current<br />

gas sales agreement. The strategy timeline is now on track with the spudding of the<br />

Peragam-4.<br />

Speaking further on this, Gijs added, “Peragam-4 represents the third<br />

commitment well in the first/ second Offshore for <strong>BSP</strong> in the 2004 -2006 period.<br />

This represents, together with Seria-857, which is the ninth exploration well in the<br />

Onshore concession in the 2004 -2006 period, a reflection of the revival of<br />

exploration in <strong>BSP</strong> <strong>and</strong> therefore in <strong>Brunei</strong>. This is all driven by <strong>BSP</strong>’s objective to<br />

find sufficient oil <strong>and</strong> gas volumes to ensure <strong>Brunei</strong>’s future as a significant<br />

hydrocarbon producing country.”<br />

The blessing ceremony then took place with a recital of the ‘doa’ to bless the<br />

two exploration wells. Guests, including officers from the Petroleum Unit <strong>and</strong><br />

government officials from various Ministries, were later invited to view a poster<br />

exhibition highlighting the drilling operations that will take place on the two<br />

exploration wells.<br />

<strong>BLNG</strong> hosts Borneo LNG Conference<br />

Fred Smeenk (seated ninth from left) <strong>and</strong> the conference delegates<br />

BRUNEI LNG Sdn Bhd (<strong>BLNG</strong>) hosted a conference <strong>and</strong> dinner at the<br />

Rizqun International Hotel in Gadong to welcome delegates to the first Borneo<br />

LNG Conference <strong>and</strong> Golf Tournament 2006 on 17 September 2006.<br />

The guest of honour at the dinner was the Deputy Minister of Industry <strong>and</strong><br />

Primary Resources, Yang Mulia Dato Paduka Haji Hamdillah bin Haji Abd Wahab.<br />

Also present at the reception were conference delegates from three different companies;<br />

namely Malaysia LNG (MLNG), PT Badak LNG East Kalimantan Indonesia, <strong>and</strong><br />

<strong>Brunei</strong> LNG Sdn Bhd.<br />

<strong>Managing</strong> <strong>Director</strong> of <strong>BLNG</strong>, Fred Smeenk delivered welcoming remarks at<br />

the dinner where he said, “The three companies represented in the conference all<br />

have a long history as LNG producers <strong>and</strong> as such all have played a key role in the<br />

successful development of the LNG business in the past decade.”<br />

He continued, “This has resulted in an industry with an impeccable reputation<br />

in terms of safety <strong>and</strong> supply reliability. Based on this success, the LNG business has<br />

exp<strong>and</strong>ed to a global business with many more players <strong>and</strong> with very bright future<br />

prospects.”<br />

The one-day conference was officially opened on the next day, 18 September<br />

2006 <strong>and</strong> was chaired by the <strong>BLNG</strong> Senior General Plant Manager, Haji Matsatejo<br />

Sokiaw. In his opening remarks, Haji Matsatejo highlighted, “Through the forum,<br />

<strong>BSP</strong> was honoured to host a visit by Dominique Gardy, Executive<br />

Vice President of <strong>Shell</strong> EP Asia Pacific, accompanied by Greg Hill,<br />

the incoming Executive Vice President, to the <strong>BSP</strong> Head Office on<br />

23 November 2006.<br />

Dominique will be leaving his position as Executive Vice President<br />

with Greg Hill taking over his former role starting in early December 2006.<br />

Greg’s previous position was working as Vice President of Production in<br />

Europe over the past four <strong>and</strong> a half years. Greg has a background in<br />

Operations <strong>and</strong> Asset Management <strong>and</strong> this will be his first time working<br />

in the Asia Pacific region<br />

The guests’ visit began with a meeting with the Senior Leadership<br />

Team before heading to view a poster exhibition. Deputy <strong>Managing</strong> <strong>Director</strong><br />

cum Human Resource <strong>and</strong> External Affairs <strong>Director</strong>, Haji Zainal Abidin<br />

Haji Md Ali, gave an overview of the <strong>Brunei</strong> <strong>Shell</strong> Joint Venture companies<br />

to the guests, before h<strong>and</strong>ing the presentation over to each of the eight<br />

the three companies have agreed to work together in many areas of common interest<br />

<strong>and</strong> similar technical challenges in the industry.”<br />

About 80 technologists, engineers, operations staff <strong>and</strong> HR practitioners from<br />

<strong>BLNG</strong>, MLNG <strong>and</strong> PT Badak of Indonesia attended the daylong conference, which<br />

discussed issues pertaining to technical, operations, maintenance <strong>and</strong> human resources.<br />

The conference, which was previously called the Technical Exchange Forum<br />

between <strong>Brunei</strong> LNG <strong>and</strong> Malaysia LNG has been running for several years. For the<br />

first time this year, PT Badak of Kalimantan, Indonesia participated, truly making it<br />

a Borneo level technical conference.<br />

The three LNG producers on the isl<strong>and</strong> of Borneo have a combined production<br />

capacity of more than 50 million tonnes of LNG per year or half of the world’s LNG<br />

output.<br />

Moreover, the three companies have a very successful history of more than 85<br />

years of combined operating experiences <strong>and</strong> have delivered more than 850 million<br />

tonnes of LNG to date.<br />

A golf tournament, held at the Royal <strong>Brunei</strong> Airlines Golf course, preceded<br />

the conference. Nearly 40 golfers representing the three companies participated in<br />

the tournament where <strong>BLNG</strong> won the challenge trophy.<br />

Business Improvement Priorities<br />

initiatives.<br />

Greg was especially<br />

impressed with <strong>BSP</strong>’s overall<br />

HSE performance <strong>and</strong> praised<br />

its best in class ranking as being<br />

“outst<strong>and</strong>ing”. With regards to<br />

the BIP initiatives, he noted,<br />

“The amount of improvement<br />

<strong>and</strong> the things that you have<br />

been doing here is just<br />

spectacular. It is really something<br />

to be proud of”.<br />

The guests were then<br />

given an overview of <strong>BSP</strong>’s<br />

various Assets <strong>and</strong> Major<br />

Investment Projects, including<br />

the Mampak 4 Block, presented<br />

by Asset <strong>Director</strong>, Haji Salleh<br />

Bostaman Haji Zainal Abidin,<br />

Technical <strong>Director</strong>, David<br />

Purvis <strong>and</strong> Finance <strong>Director</strong>,<br />

Marcel Luitjen.<br />

again impressed with <strong>BSP</strong>’s level of innovation <strong>and</strong> drive to<br />

continually employ new technology in its operations.<br />

The guests’ visit to <strong>BSP</strong> concluded with a townhall<br />

session held at the Management Foyer, hosted by<br />

Dominique where he talked to <strong>BSP</strong> staff about the third<br />

quarter results of the <strong>Shell</strong> Group <strong>and</strong> EP in the Asia Pacific<br />

region.


Exhibition to<br />

promote energy<br />

conservation<br />

ENERGY conservation was the main topic of discussion at this year’s <strong>Brunei</strong> Energy<br />

Association (BEnA) exhibition 2006.<br />

The three-day exhibition was held at the International Convention Centre (ICC) on 24<br />

November 2006 <strong>and</strong> carried the theme “Providing a Platform for Sustainable Development”.<br />

During the launching of the exhibition, the Minister of Energy, Yang Berhormat Pehin<br />

Orang Kaya Seri Utama Dato Seri Setia Awg Haji Yahya bin Begawan Mudim Dato Paduka Haji<br />

Bakar, delivered a keynote address where he stressed that <strong>Brunei</strong>ans need to stop overusing <strong>and</strong><br />

abusing the country’s precious hydrocarbon resources.<br />

Yang Berhormat Pehin added, “<strong>Brunei</strong> has been known to charge the cheapest tariff for its<br />

electricity, which has led to the highest consumption of electricity per head of the population<br />

beating even some of the more developed <strong>and</strong> industrialised countries in this region.”<br />

“On top of this, <strong>Brunei</strong>ans enjoy the lowest pump price for gasoline, which has also led to<br />

high consumption as <strong>Brunei</strong> also has the most number of cars per head of population or per mile<br />

of road.”<br />

Yang Berhormat Pehin, who is also an honorary adviser to BEnA, said that the most efficient<br />

way to address this problem is to put a proper value or pricing on these hydrocarbon resources.<br />

“Incentive schemes <strong>and</strong> the exploration of renewable energy sources need to be explored. It<br />

is vital for the country to adopt integrated system approaches <strong>and</strong> facilities to have the support of<br />

the whole of society”.<br />

The objectives of the exhibition were to create a platform where BEnA can promote awareness<br />

on energy conservation, renewable energy <strong>and</strong> cleaner sources of energy to the general public. It<br />

also sought to enhance the existing network <strong>and</strong> relationship among energy professionals <strong>and</strong><br />

policy makers <strong>and</strong> to keep abreast with the current energy issues.<br />

In his speech, Haji Zainal Abidin Haji Md Ali, President of the <strong>Brunei</strong> Energy Association<br />

who is also the Deputy <strong>Managing</strong> <strong>Director</strong> cum Human Resource <strong>and</strong> External Affairs <strong>Director</strong><br />

of <strong>BSP</strong> said, “We hope this will help to alter the public’s mindset <strong>and</strong> give them a greater insight<br />

on the importance for us to use energy efficiently.” Haji Zainal also described the various activities<br />

undertaken by BEnA since its inception on 4 Februaru 2003.<br />

The exhibition, which was open to the public, was participated by major oil <strong>and</strong> gas<br />

companies in <strong>Brunei</strong>. These were <strong>Brunei</strong> <strong>Shell</strong> Petroleum Co Sdn Bhd, <strong>Brunei</strong> LNG Sdn Bhd,<br />

<strong>Brunei</strong> <strong>Shell</strong> Marketing Co Sdn Bhd, <strong>Brunei</strong> <strong>Shell</strong> Tankers Sdn Bhd, Total, PetroleumBRUNEI,<br />

<strong>Brunei</strong> Gas Carreirs, Baiduri Bank, Adinin Group of Companies, Mashhor Group of Companies,<br />

Bureau Veritas <strong>and</strong> Mitsubishi Corporation.<br />

THE LiveWIRE <strong>Brunei</strong> Business Awards<br />

Competition for 2005 - 2006 culminated with a<br />

prize presentation to the winners on 7 November<br />

2006.<br />

This business award competition, jointly<br />

sponsored by <strong>Brunei</strong> <strong>Shell</strong> Petroleum Co Sdn Bhd <strong>and</strong><br />

HSBC, aims at recognising <strong>and</strong> rewarding young<br />

<strong>Brunei</strong>ans who are successful at presenting their<br />

business ideas <strong>and</strong> executing their business activities.<br />

This is the fifth time the LiveWIRE <strong>Brunei</strong><br />

Business Awards was organised <strong>and</strong> the fourth in<br />

succession that was jointly sponsored by <strong>BSP</strong> <strong>and</strong><br />

HSBC in their continuous commitment to support<br />

economic <strong>and</strong> entrepreneurship development for<br />

<strong>Brunei</strong>ans.<br />

Ahmad bin Haji Jumat, who congratulated both <strong>BSP</strong><br />

<strong>and</strong> HSBC for not only giving recognition <strong>and</strong> rewards<br />

to young people who have taken on the challenge of<br />

business but also for continuously making the<br />

LiveWIRE programme sustainable in the interest of long<br />

term economic development of small <strong>and</strong> medium<br />

enterprises (SMEs) in the country.<br />

Yang Berhormat Pehin also took the opportunity<br />

to emphasise, “We need people who are creative,<br />

inventive, innovative, entrepreneurial <strong>and</strong> the like. I<br />

Approximately 90 business plans were submitted<br />

for this year’s award, which was divided into two main<br />

categories - the Business Plan <strong>and</strong> the Business Startup.<br />

The Business Plan category is open to upper<br />

secondary schools, technical <strong>and</strong> vocational colleges<br />

<strong>and</strong> LiveWIRE course participants, while the latter<br />

category is for participants with a legal business<br />

operating in <strong>Brunei</strong> for at least six months or more<br />

but less than five years.<br />

Apart from prizes for these categories, there were<br />

also incentive prizes for the finalists <strong>and</strong> normal entries.<br />

The prizes were in the form of trophies <strong>and</strong> a cash<br />

prize ranging from B$100.00 to B$4,000.00.<br />

Haji Zainal Abidin Haji Md Ali, Chairman of<br />

LiveWIRE <strong>Brunei</strong> highlighted that there has been<br />

progressive results in young <strong>and</strong> dynamic <strong>Brunei</strong>ans<br />

participating <strong>and</strong> developing into young entrepreneurs.<br />

He added, “The LiveWIRE <strong>Brunei</strong> programme<br />

is one of the flagship strategic social investment<br />

activities of <strong>BSP</strong>, similar to our Oil <strong>and</strong> Gas Discovery<br />

BRUNEI <strong>Shell</strong> Petroleum had the rare privilege of having one of its ex-<br />

<strong>Managing</strong> <strong>Director</strong>s pay a visit to the company some 40 years after leaving<br />

his position. Dato George Williams, now 90, the former <strong>BSP</strong> <strong>Managing</strong><br />

<strong>Director</strong> from 1958 - 1963 arrived in <strong>Brunei</strong> accompanied by his wife to<br />

visit <strong>BSP</strong> <strong>and</strong> <strong>BLNG</strong> on 15 November 2006.<br />

<strong>BSP</strong>’s <strong>Managing</strong> <strong>Director</strong>, Grahaeme Henderson along with Deputy<br />

<strong>Managing</strong> <strong>Director</strong> cum Human Resource <strong>and</strong> External Affairs <strong>Director</strong>, Haji<br />

Zainal Abidin Haji Md Ali, hosted the <strong>BSP</strong> visit <strong>and</strong> took the esteemed guests on<br />

a tour of the <strong>BSP</strong> offices starting with the Time Tunnel gallery, where along the<br />

way, Dato George shared anecdotes about <strong>Brunei</strong> <strong>Shell</strong> Petroleum’s operations in<br />

the 1960’s.<br />

Grahaeme highlighted development of <strong>Brunei</strong>an talent in the years since<br />

Dato George left the country <strong>and</strong> they mused about former employees <strong>and</strong><br />

<strong>Managing</strong> <strong>Director</strong>s from the company’s earlier years.<br />

Mrs Williams was impressed by the Social Investment activities carried out<br />

by <strong>BSP</strong> with regards to supporting the nation’s education system. Grahaeme also<br />

stressed the good relationship <strong>BSP</strong> has with the <strong>Brunei</strong>an government <strong>and</strong> he<br />

highlighted the many achievements the company has had as exhibited by the<br />

Time Tunnel gallery.<br />

The guests were then taken on a tour of the new Production Operations<br />

Control Center (POCC) <strong>and</strong> were given a short presentation on the Smart Field<br />

concept at work on the Champion West platform.<br />

The presentation highlighted the technology initiatives undertaken by the<br />

company with regards to new drilling techniques such as snake well drilling.<br />

Dato George found the technology employed by today’s drilling operations to be<br />

“fascinating”, noting that it could never have been done in the olden days.<br />

Grahaeme then took the guests on a tour of the <strong>BSP</strong> Panaga housing area<br />

<strong>and</strong> the Panaga Club before proceeding to visit the <strong>BLNG</strong> premises in Lumut.<br />

Salam took the opportunity to interview Dato George <strong>and</strong> find out his <strong>and</strong><br />

<strong>BSP</strong>’s history:<br />

What was your role here in <strong>BSP</strong>?<br />

I came here nearly 50 years ago <strong>and</strong> worked for <strong>BSP</strong> for six <strong>and</strong> a half years.<br />

First of all, as the Exploration Manager <strong>and</strong> then the Technical Manager <strong>and</strong><br />

finally, the <strong>Managing</strong> <strong>Director</strong> of <strong>Brunei</strong> <strong>Shell</strong> Petroleum.<br />

What were your memorable moments working in <strong>Brunei</strong>?<br />

Making the first discovery off the coast of <strong>Brunei</strong>. We had drilled a few dry<br />

holes off of <strong>Brunei</strong> <strong>and</strong> then we made the first offshore discovery at South West<br />

Ampa in 1963, thirteen kilometers off Kuala Belait. It was quite a momentous<br />

discovery, for <strong>Shell</strong> <strong>and</strong> the country.<br />

Was the relationship with the <strong>Brunei</strong> government the same as it is now?<br />

I had a personal close connection with the late Sultan Haji Omar ‘Ali<br />

Saifuddien <strong>and</strong> kept His Majesty informed of all progress that we were making. I<br />

was quite delighted to work with him <strong>and</strong> it all worked out well because after I<br />

left, more discoveries were made offshore <strong>Brunei</strong> <strong>and</strong> the country has prospered<br />

greatly <strong>and</strong> changed greatly! Unbelievably so!<br />

How different was life in those days?<br />

There was only one hotel in <strong>Brunei</strong> <strong>and</strong> it only had four bedrooms <strong>and</strong><br />

now everything is so different. There were no traffic lights because there was no<br />

road initially between Seria <strong>and</strong> the capital.<br />

offshore with liquefied natural gas, so that was still being worked out when I left.<br />

Where did you go after you left <strong>Brunei</strong>?<br />

I left in the spring of 1964 <strong>and</strong> went back to work in the North Sea. I was<br />

the <strong>Managing</strong> <strong>Director</strong> of the company operating for <strong>Shell</strong> <strong>and</strong> Esso in the North<br />

Sea for something like nine years. After retiring from <strong>Shell</strong>, I became the <strong>Director</strong><br />

General of the Association of all the Oil Companies operating in the North Sea<br />

<strong>and</strong> represented them both in Westminster <strong>and</strong> Whitehall, so I was quite busy<br />

many years after my retirement with <strong>Shell</strong>.<br />

Is there anything else you would like to tell our staff?<br />

I look back very fondly to the six <strong>and</strong> a half years I spent here <strong>and</strong> it was a<br />

very enjoyable time <strong>and</strong> of course we were delighted to be successful in finding oil<br />

<strong>and</strong> gas offshore here in <strong>Brunei</strong> <strong>and</strong> the North Sea. I feel very very lucky in life <strong>and</strong><br />

I have enjoyed my work. I don’t remember a single day not looking forward to the<br />

day ahead <strong>and</strong> the work involved.<br />

Dato George Williams obtained a Degree in Geology from<br />

Oxford University <strong>and</strong> thereafter joined <strong>Shell</strong>. He later joined the<br />

RAF as a fighter pilot for six years during World War Two <strong>and</strong> after<br />

the war was over, rejoined <strong>Shell</strong>. Dato George received his ‘Dato’<br />

title for discovering oil <strong>and</strong> gas offshore <strong>Brunei</strong> <strong>and</strong> later, received<br />

the Comm<strong>and</strong>er of the British Empire (CBE) title from Queen<br />

Elizabeth for discovering oil <strong>and</strong> gas in the North Sea. He lives in<br />

London with his wife, Annick <strong>and</strong> has a daughter <strong>and</strong> two gr<strong>and</strong>sons.

SIXTEEN new instructors from the Jefri Bolkiah College of Engineering (JBCE) received<br />

certificates from the college for completion of their training in a staff development programme,<br />

which was conducted by the <strong>BSP</strong> Learning <strong>and</strong> Development Centre (LDC) from March to<br />

September 2006.<br />

This event to commemorate the success of the Staff Development Programme, which was<br />

coordinated by JBCE in cooperaton with the LDC, took place on 20 November 2006 at the college’s<br />

foyer.<br />

Earlier on, the Acting Head of JBCE, Cikgu Ibrahim Haji Abd Rahman said in his welcoming<br />

remarks, “In the path to achieving success within the process of development, the country needs<br />

educators that are well trained in their respectful fields. The partnership between JBCE <strong>and</strong> LDC has<br />

resulted in 13 educators enrolling in the programme since its inception during the semester break of<br />

Group A from the first twelve participants with complete safety gear ready to<br />

climb the tower as part of the practical climbing activities with the course<br />

facilitator Mr Lord John Shazell of TELECONSULT<br />

Safe climbing training for staff<br />

THE first twelve front line electrical disciplines from East Operations (EOP), West Operations (WOP)<br />

<strong>and</strong> Power <strong>and</strong> Amenities (PPA) have successfully completed a training course on Tower Climbing on<br />

27 November 2006.<br />

The Electrical Section at Learning <strong>and</strong> Development (HLD) coordinated the three-day training programme<br />

entitled, ‘Occupational Health <strong>and</strong> Safety, Tower Climbing <strong>and</strong> Rigging Certification’ <strong>and</strong> was conducted by<br />

Teleconsult Sdn Bhd at HLD.<br />

The aim of the course was to provide the trainees with a basic underst<strong>and</strong>ing of the safe <strong>and</strong> correct method<br />

of climbing radio towers <strong>and</strong> rigging safety, particularly for electrical personnel, who are required to climb radio<br />

towers, in the course of their duties.<br />

The course covered a one-day classroom theoretical session <strong>and</strong> two days practical climbing activities at IT<br />

Service Management’s (ISM) Telecom Tower in the New Industrial Area (NIA).<br />

Overall, the feedback for the course has been positive, with trainees commenting that the training was a<br />

success <strong>and</strong> timely because of the risk in the nature of their activities.<br />

Mohd Zahrin Abdullah, an electrical technician at PPA felt comfortable with carrying out his work after<br />

attending the course while, Lim Kok Chiang from EOP commented, “I learnt a lot on safety, the proper method<br />

in tightening knots <strong>and</strong><br />

Representing LDC, Haji Latip Haji Kassim added, “LDC<br />

<strong>and</strong> JBCE have long since worked together in recruiting graduates<br />

from JBCE <strong>and</strong> in the next five to 10 years, with a <strong>BSP</strong> crew change<br />

happening <strong>and</strong> senior staff retiring, dem<strong>and</strong> for programmes like<br />

the Operation Technician Training Scheme from JBCE has increased<br />

<strong>and</strong> we foresee enrollment for the programme to be between 25 to<br />

40 people per year for the next 5 years.”<br />

He stressed, “<strong>BSP</strong> will need graduates with Mechanical,<br />

Electrical <strong>and</strong> Instrumentation backgrounds in light of the<br />

company’s operations, which deal with highly technical equipment.<br />

Everything is now done electronically <strong>and</strong> no longer pneumatic<br />

<strong>and</strong> we need people with the relevant technical skills to take up<br />

positions in the future”.<br />

He also mentioned the Operation Technician (OT) Open<br />

Day, which will be in 2007 to promote awareness to secondary<br />

students of the OT scheme.<br />

The ceremony continued with a slide presentation of the<br />

activities carried out by participants during the Staff Development<br />

Programme. The development report for the programme was<br />

presented to Cikgu Noorhaizamdin Haji Mosbi <strong>and</strong> Haji Latip Haji<br />

Kassim by the JBCE staff that participated in the programme.<br />

Service from SPE<br />

IN recognising contributions <strong>and</strong> leadership to the public <strong>and</strong> community, the Society of<br />

Petroleum Engineers (SPE) have presented an award to <strong>BSP</strong>’s very own staff, Nasser Al Araimi,<br />

a Corporate Liquids Forecast Engineer working in <strong>BSP</strong>’s Business Planning <strong>and</strong> Economics<br />

department.<br />

Nasser received the prestigious 2005 Society of Petroleum Engineers Regional Young Member<br />

Outst<strong>and</strong>ing Service Award for his services to the SPE, either in <strong>Brunei</strong> or at a regional level. He has<br />

contributed to the field of petroleum engineering within the region <strong>and</strong> has published many SPE<br />

papers <strong>and</strong> technical articles in journals as well as in the petroleum community. He also chaired various<br />

SPE forums , Applied Technology workshops <strong>and</strong> represented SPE along with other SPE committee<br />

members.<br />

The award was presented at the 2006 SPE Asia Pacific Oil <strong>and</strong> Gas Conference <strong>and</strong> Exhibition<br />

(APOGCE) which was held in Adelaide, Australia on 11 September 2006. Nasser attended the<br />

conference as a representative of the <strong>Brunei</strong> SPE Section.<br />

This competition recognises contributions <strong>and</strong> leadership to the public <strong>and</strong> community, while<br />

respecting local customs as well as the Society of Petroleum Engineers, the profession of the Petroleum<br />

Engineering, or the petroleum industry within the region. It is intended to encourage interests that are<br />

broader than the profession among the young members of the Society.<br />

Nasser faced stiff competition with some 30 SPE sections from the Asia Pacific Region<br />

participating in this regional awards programme. Of his win, Nasser said, “Not only is this a happy day<br />

for me, <strong>and</strong> for my family, it is also a great honour for <strong>BSP</strong>. It shows to the rest of the world the great<br />

strides <strong>BSP</strong> employees have taken in developing the technical capabilities of its engineers <strong>and</strong> scientists<br />

<strong>and</strong> as a <strong>BSP</strong> employee <strong>and</strong> member of <strong>Brunei</strong> SPE section that makes me very proud.”<br />

He continued, “I was delighted at the news <strong>and</strong> proud of this achievement. It’s a great honour<br />

Management Systems Support department (IWM) successfully<br />

completed its third annual SAP Disaster Recovery (DR) exercise<br />

at the Ministry of Finance in B<strong>and</strong>ar Seri Begawan in quarter<br />

three, 2006.<br />

As part of the SAP Business continuity, a SAP fallback server was<br />

established at the Ministry to provide recovery of SAP services in the<br />

unlikely event that the SAP server located at <strong>BSP</strong> becomes damaged for<br />

a prolonged period. In compliance to <strong>Shell</strong> Group IT Baseline<br />

Compliance Specifications, it is required that the SAP fallback server is<br />

tested annually.<br />

The exercise conducted at the Ministry of Finance this year was to<br />

test the readiness in activation of the SAP server <strong>and</strong> the fallback<br />

procedures in the event of a disaster. The preparation began on 18 July<br />

2005 <strong>and</strong> the exercise was conducted on 23 August 2006.<br />

The two-day exercise was coordinated by Kamaruddin Rahmat of<br />

the SAP Support Technical team <strong>and</strong> involved 25 staff from IWM<br />

Support team, Basis <strong>and</strong> Infrastructure team (ISM), key business users<br />

from <strong>BSP</strong> <strong>and</strong> <strong>Brunei</strong> LNG Sdn Bhd (<strong>BLNG</strong>), together with Ministry<br />

of Finance IT personnel.<br />

The objectives of the exercise were to:<br />

• Test the DR fallback procedures <strong>and</strong> the readiness of the SAP<br />

DR server<br />

• Verify the backup <strong>and</strong> restoration of SAP DR server before <strong>and</strong><br />

after the exercise<br />

• Identify <strong>and</strong> familiarise key business users on DR procedures<br />

• Assess <strong>and</strong> update defined DR requirements including lessons<br />

learnt<br />

• Comply with the <strong>Shell</strong> Group IT Baseline Compliance<br />

Specifications<br />

The exercise went well <strong>and</strong> the objectives were achieved within<br />

the stipulated timeframe.<br />

The key learnings derived from the exercise <strong>and</strong> actions to be<br />

followed up were:<br />

• Key user’s SAP access rights were too wide <strong>and</strong> need to be<br />

segregated yet fit-for-purpose to ensure that work can be<br />

processed whilst security controls are not compromised<br />

• Early engagement of line key users in the planning is paramount<br />

During 2005, the SPE Board of <strong>Director</strong>s voted to exp<strong>and</strong><br />

SPE’s regional awards programmes. With a large <strong>and</strong> geographically<br />

diverse membership, SPE recognises that many worthy contributions<br />

to the technology <strong>and</strong> image of our industry are made worldwide.<br />

While SPE presents a number of honours <strong>and</strong> awards that<br />

are society-wide, there was a strong desire to recognise more<br />

contributors. This was accomplished through an expansion of the<br />

regional awards programme.<br />

• Availability of key documents at the DR site is very important e.g. St<strong>and</strong>ard process<br />

flow, job aids <strong>and</strong> other important documents (i.e. Material Listing)<br />

The business users involved found the exercise very valuable since it was their first exposure<br />

to a SAP DR exercise. With the experience, they were able to reflect <strong>and</strong> provide input to improve<br />

the SAP DR procedures.<br />

<strong>Brunei</strong>’s Carnivorous Plants<br />

<strong>Brunei</strong> <strong>Shell</strong> Petroleum Co Sdn Bhd is currently working on producing a Biodiversity Action Plan (BAP) for the<br />

Anduki Forest Reserve. This action plan will assist in protecting the species found in the reserve, one of which, is<br />

the Nepenthes.<br />

<strong>Brunei</strong> is blessed with a rich <strong>and</strong> diverse wildlife environment. Wildlife species that are abound in Borneo can be found in our own <strong>Brunei</strong><br />

jungles <strong>and</strong> plenty of these fauna <strong>and</strong> flora are protected. Living in <strong>Brunei</strong>, we should take the opportunity to know <strong>and</strong> recognise these<br />

wildlife species, which others may never be able to see in person. An example of this is the Nepenthes (tropical pitcher plants) of <strong>Brunei</strong>,<br />

locally known as ‘cawan ambok’ (monkey’s cup) or ‘sumboi-sumboi’.<br />

Pitcher plants are notorious for their pitcher-like<br />

leaves <strong>and</strong> the fact that they are carnivorous plants.<br />

Nepenthes grow in extreme habitats poor of<br />

nutrients. Typical habitats include peat swamp<br />

<strong>and</strong> mountain rainforests or degraded, eroded<br />

areas. In order to get the nutrients such as nitrogen<br />

<strong>and</strong> phosphor that they cannot get from the soil,<br />

carnivory provides a solution to this. Their<br />

pitchers act as traps to catch small animals, with<br />

features such as colour, scent or nectar as an<br />

attraction method. Usual prey are insects although<br />

there are Nepenthes species that do not feed on<br />

animals but instead on bird excrements or dead<br />

plant parts that fall into their pitchers.<br />

Once the ‘food’ falls into the pitcher, the digestive<br />

enzymes in the fluid that fills the pitcher digests<br />

them. The plant then absorbs the nutrients.<br />

Although for some pitcher plants, the fluid is a<br />

habitat for a variety of animals. There have been<br />

discoveries of mosquito larvae, flies <strong>and</strong> midges<br />

as well as frog eggs inside Nepenthes pitchers.<br />

Some pitcher plants have a mutualistic<br />

relationship with ants, both depending on each<br />

other for survival. Generally these plants have<br />

unique <strong>and</strong> interesting characteristics.<br />

Anduki Forest Reserve is home to several species of Nepenthes<br />

Individually, we can each make a contribution to the<br />

conservation of these special plants by not picking or<br />

collecting them <strong>and</strong> educating others on their protection.<br />

There are about 100 species of Nepenthes in the world, with<br />

30 of these growing naturally in Borneo. Although common<br />

within their distribution range, many Nepenthes are critically<br />

threatened <strong>and</strong> are protected by the Convention on<br />

International Trade in Endangered Species of Wild Fauna <strong>and</strong><br />

Flora (CITES). Some of the rare ones can be found in our<br />

own <strong>Brunei</strong> jungles.<br />

Closer to us, there have been findings of Nepenthes in the<br />

Anduki Forest Reserve. Five species have been identified <strong>and</strong><br />

listed under the Wildlife Protection Act. These are the<br />

Nepenthes ampullaria, Nepenthes bicalcarata, Nepenthes<br />

gracilis, Nepenthes mirabilis <strong>and</strong> Nepenthes rafflesiana.<br />

This is why <strong>BSP</strong>’s involvement in the environment <strong>and</strong><br />

producing the Biodiversity Action Plan for Anduki Forest<br />

Reserve is so important. This not only satisfies the requirements<br />

of the <strong>Shell</strong> Group Biodiversity St<strong>and</strong>ard but also <strong>BSP</strong>’s<br />

commitment under the <strong>BSP</strong> HSE Policy to protect the<br />

SCO celebrates 5 million<br />

manhours without TRC<br />

THE Campaign Operations Services department (SCO) <strong>and</strong><br />

its contractors celebrated their joint achievement of five<br />

million manhours without a total recordable case (TRC) with<br />

a special ceremony held at the <strong>Brunei</strong> <strong>Shell</strong> Recreational Club<br />

on 16 November.<br />

At the event, <strong>BSP</strong>’s Technical <strong>Director</strong>, David Purvis presented<br />

a safety recognition plaque to the Head of SCO, Haji Aji Haji Hitam<br />

<strong>and</strong> to the contractor representatives on behalf of their companies.<br />

These were from Sahid Sdn Bhd, Adinin Works &<br />

Engineering Sdn Bhd, Mashhor Covus Contractor Sdn Bhd,<br />

Syarikat Kejuruteraan Sistematik Sdn Bhd, SKS Wood Sdn Bhd,<br />

IIW-SKS JV Sdn Bhd, Wehaya Engineering Services Sdn Bhd <strong>and</strong><br />

Mashor General Contractors Sdn Bhd.<br />

David attributed this significant achievement to the<br />

dedication, commitment <strong>and</strong> teamwork between SCO <strong>and</strong> its<br />

contractors. He also cited the concerted efforts by <strong>BSP</strong> <strong>and</strong> its<br />

business partners over the years to focus on safety-related workplace<br />

behaviours.<br />

Helix Service Centre<br />

THE first <strong>Shell</strong> Helix Service Centre has just been opened at<br />

the Bunut Petrol Station. This latest initiative from <strong>Brunei</strong><br />

<strong>Shell</strong> Marketing Co Sdn Bhd (BSM) is part of the company’s<br />

ongoing efforts to provide improved services to its customers.<br />

The main purpose of the <strong>Shell</strong> Helix Service Centre is to<br />

provide additional services, such as oil change <strong>and</strong> lubrication<br />

services, to the motorists visiting the petrol station other than just<br />

refueling.<br />

The centre was conceived with the motorists in mind,<br />

designed to offer a new experience by offering them a more<br />

convenient location, speed, <strong>and</strong> value for money with services carried<br />

out by experienced mechanics.<br />

The Centre offers a variety of services including oil <strong>and</strong> filter<br />

changes as well as safety <strong>and</strong> battery checks<br />

The first <strong>Shell</strong> Helix Service Centre opens at the Bunut Petrol Station<br />

<strong>Shell</strong> Helix Service Centre offers a variety of services including Oil Changing with <strong>Shell</strong> Helix<br />

range of superior oils, 17 points safety checks, filter change <strong>and</strong> battery check. Customers have the<br />

choice of leaving their car or wait at the fully-air-conditioned waiting room while their cars are being<br />

serviced. At the waiting room, customers can see the oil change up close <strong>and</strong> can be satisfied that the<br />

centre will care for their vehicle with utmost care.<br />

As part of providing the best-added services to customers, BSM is also committed to ensure that<br />

the new service centre fully complies with the Health, Safety, Security <strong>and</strong> Environment st<strong>and</strong>ards <strong>and</strong><br />

policies.<br />

BSM has again sponsored a programme involving<br />

balanced scorecards for the public <strong>and</strong> private<br />

sectors on 20 November 2006.<br />

This programme called ‘Strategy Management<br />

with Balanced Scorecard’ is designed to introduce the<br />

Balanced Scorecard as part of strategy management,<br />

from its formulation to implementation. The Civil<br />

Service Institute coordinated this year’s programme.<br />

This annual event is developed with the objectives<br />

to share best practices <strong>and</strong> to foster relationships with<br />

BSM’s key business partners both in the public <strong>and</strong><br />

private sectors. This is also part of BSM’s social<br />

responsibility <strong>and</strong> commitment to promote sustainable<br />

development initiatives for <strong>Brunei</strong>.<br />

At the programme, Hajah Aisah Haji Othman,<br />

Head of Business <strong>and</strong> Development Support<br />

represented BSM. The <strong>Director</strong> of the Civil Service<br />

Institute, Haji Junaidi Haji Omar also attended the<br />

event.<br />

Participants to the programme included senior<br />

officials from the Management Services Department,<br />

Public Services Department, Ministry of Health, Civil<br />

Service Institute, Ministry Of Communication, Bank<br />

Islam <strong>Brunei</strong> Darusalam (BIBD) <strong>and</strong> Tabung Amanah<br />

Islam <strong>Brunei</strong> (TAIB).<br />

Last year, BSM also sponsored a similar<br />

programme called ‘Materialising Organisation Strategy<br />

Map Using Balanced Scorecard’ that was successfully<br />

conducted at the ASEAN-EC.<br />

In BSM, the scorecard is used at all levels from<br />

corporate to the individual. Use of the scorecard ensures<br />

that the company’s strategy is communicated<br />

throughout the organisation <strong>and</strong> enables staff to identify<br />

how they are contributing to the business. Beside<br />

organisation development, it also encourages<br />

performance development.
