Keefe: Yes. Now, I want to underst<strong>and</strong> what your testimony is<br />

today. Am I correct in the assumption that according to your<br />

present, or what you have referred to many times as your current,<br />

recollection after being refreshed, you are not able to tell this<br />

committee what words were in that coded execute message?<br />

Kramer: My present belief <strong>and</strong> conviction is that piece <strong>of</strong> teletype<br />

referred to one country <strong>and</strong> that country was Engl<strong>and</strong>. . . .<br />

“Nishi No Kaze Hare.”. . .<br />

Keefe: I asked you the simple question as to whether the statement<br />

which you made, which I have read to you, the answers<br />

that you gave in response to those questions was the truth. Was<br />

it or wasn’t it?<br />

Kramer: [I]t was not the whole truth as I see it now, inasmuch<br />

as there was no reference in that answer to any h<strong>and</strong>writing [on<br />

the teletype message]. 137<br />

Keefe then turned Kramer’s attention to his mid-1945 testimony<br />

before Hewitt. Concerning the “Winds Execute,” Kramer<br />

had said at that time:<br />

Kramer: It may have been “Higashi no kaze ame,” specifi cally<br />

referring to the United States, as I have previously testifi ed at<br />

<strong>Pearl</strong> <strong>Harbor</strong>, but I am less positive <strong>of</strong> that now than I believe<br />

I was at that time. Th e reason for revision in my view on that<br />

is the fact that in thinking it over, I have a rather sharp recollection<br />

in the latter part <strong>of</strong> that week <strong>of</strong> feeling that there was<br />

still no overt mention or specifi c mention <strong>of</strong> the United States<br />

in any <strong>of</strong> this traffi c, which I was seeing all <strong>of</strong> <strong>and</strong> which also<br />

was the only source in general <strong>of</strong> my information since I did<br />

not see, as a rule, the dispatches from the fl eet comm<strong>and</strong>ers or<br />

going out to them from Operations. 138<br />
