Hearings Interrupted—<br />

A Stranger at the Committee Table?<br />

General Miles returned briefl y to the witness st<strong>and</strong>, <strong>and</strong><br />

Senator Ferguson, a Republican, continued the questioning.<br />

Senator Lucas, a Democrat, interrupted:<br />

A moment ago, when I merely suggested to Senator Ferguson<br />

that he let General Miles answer the question, the gentleman<br />

on Senator Ferguson’s right got a hearty chuckle out <strong>of</strong> it. I<br />

would like to know just who the gentleman is <strong>and</strong> what right<br />

he has to sit alongside <strong>of</strong> the committee table <strong>and</strong> chuckle at<br />

a member <strong>of</strong> the United States Senate. . . . I do not propose to<br />

sit around this table <strong>and</strong> permit some individual that I do not<br />

know anything about, who is constantly in this case <strong>and</strong> constantly<br />

reminding Senators <strong>of</strong> the type <strong>and</strong> kind <strong>of</strong> questions<br />

they should ask, to give a hearty chuckle to something I might<br />

suggest in connection with this hearing. 117<br />

Ferguson spoke up. “His name is Percy Greaves. He is with<br />

Senator Brewster <strong>and</strong> has charge <strong>of</strong> Senator Brewster’s fi les in<br />

this case.” Senator Brewster was out <strong>of</strong> town on this particular<br />

day attending his father’s funeral. Ferguson had shifted into<br />

Brewster’s seat <strong>and</strong> I had moved with my papers <strong>and</strong> documents<br />

from my usual place behind the committee table to a seat next to<br />

Ferguson at the committee table.<br />

Senator Lucas had known Marshall well when he had been<br />

Judge Advocate <strong>of</strong> the Illinois National Guard in the 1930s <strong>and</strong><br />

Marshall had been Special Instructor <strong>of</strong> the National Guard. Th e<br />

Democrat committee members had been disturbed for some time<br />

by the sharp <strong>and</strong> persistent interrogation <strong>of</strong> administration witnesses<br />

<strong>and</strong> Lucas was especially upset by the pointed questioning<br />

<strong>of</strong> Marshall.<br />
