Q. Th e testimony before this court was that it had been received<br />

by naval intercepting means <strong>and</strong> therefore the record <strong>of</strong> this<br />

message would naturally be kept in the fi les <strong>of</strong> the Director <strong>of</strong><br />

Naval Communications, would it not?<br />

Noyes: Yes.<br />

Q. Can you explain why this document is missing from the<br />

fi les <strong>of</strong> the Director <strong>of</strong> Naval Communications?<br />

Noyes: I don’t think . . . that any such message was received by<br />

naval means.<br />

Q. Th en at no time did you learn from anyone <strong>of</strong> the execution<br />

<strong>of</strong> the winds message in any form, <strong>and</strong> at no time did you tell<br />

anyone <strong>of</strong> the execution in any form <strong>of</strong> the winds message? Is<br />

that the way you want to leave your testimony on that subject?<br />

Noyes: Th at is right; yes. 173 . . . [T]o the best <strong>of</strong> my remembrance<br />

no execution <strong>of</strong> the so-called “Winds Message” was<br />

fi nally received. 174<br />

At the conclusion <strong>of</strong> Noyes’s questioning, he apologized for<br />

“not hav[ing] been able to answer the questions more specifi -<br />

cally.” But, he reminded the Court, it had been three years since<br />

he had h<strong>and</strong>led any <strong>of</strong> these messages, <strong>and</strong> there had been thous<strong>and</strong>s<br />

<strong>of</strong> them.<br />

September 21, 1944, found the NCI back in Washington,<br />

with only a few more witnesses to be heard.<br />
