Stark: I don’t recall such a message. . . . Not the slightest recollection<br />

<strong>of</strong> a discussion <strong>of</strong> the so-called “Winds Message.”<br />

Kimmel then asked Stark if he recalled receiving any important<br />

intelligence on December 6, the evening before the attack.<br />

Stark: I couldn’t say what I was doing that evening. My<br />

Stark did remember a discussion with Marshall Sunday<br />

morning, December 7 about the message asking the Japanese<br />

ambassador to call on Hull that day at 1:00 p.m. But otherwise he<br />

recalled nothing <strong>of</strong> signifi cance about that message. 24<br />

State Department, Evasive<br />

Rear Admiral R.E. Schuirmann, who had been director <strong>of</strong><br />

Central Division, Offi ce <strong>of</strong> Chief <strong>of</strong> Naval Operations, <strong>and</strong> liaison<br />

with the State Department, was not much more responsive.<br />
